WIIEUe'‘'•lie said Drainage Board for the Pontiac-Clinton River Drain No. 2 by resolution on
November 16, authorized and provided for the issuanne of bonds in the aggregate principal amount
of S2.245,000 in anticipation of the collection of an equal amount of unpaid special assessments
against the City of Pontiac as part of the share of said city of the cost of said drain, said special
assessments having been theretofore duly confirmed by said Drainage Board; and
WHEREAS said bonds are to be desinated the Pontiac-Clinton River Drain No. 2 Bonds, are to
be dated February 1, 1_966, will bear intero:,t at an average rate not exceeding 4-1/2%, and will be
subject to prior redemption at times and rces specified in the said resolution of said Drainage
Board authorizing their issuance, and
WHEREAS Section 474 of said Act No. 40, as amended, provides in part as follows:
"If any public corporation fails or neglects to account to the county treasurer for
the amount of any installment and interest, then the county treasurer shalt advance the
amount thereof from county funds in the following, cases:
(1) If any bonds or other evidence of indettedness have been issued to finance a
project, the petition for which was filed .r June 6, 1961 in anticipation of the
collection of the installment and interet rt'u..nt to the provisions of this chapter
and the board of supervisors has previously a..ted, by a resolution adopted by a 2/3rds
vote of its members elect, to pledge the full faith and credit of the county for the
prompt payment of the princi pal. and interest on the bonds or evidences of indebtedness,
or
(2) If any bonds or other evidence of indebtedness have been issued to finance a
project, the petition for which was filed prior to June 6, 1961 in anticipation of the
collection of the installment and interest pursuant to the provisions of this chapter," and
WHEREAS said Drainage Board deems it advisable and necessary to obtain from this Board a
resolution consenting to the pledge of the full faith and credit of the county on the aforesaid bonds,
and
WHEREAS the said drainage project is immediately necessary to protect and preserve the public
health and therefor it is in the best interest of the County of Oakland that said bonds be so sold;
NOW THEREFORE' BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE' COUNTY OF OAKLAND, MICHIGAN
as follows:
1. That pursuant to the authorization provided in Section 474 of Chapter 20 of the Drain
Code, the Board of Supervisors of the County of Oakland does hereby irrevocably pledge the full faith
and credit of the County of Oakland and do agree that in the event the City of Pontiac shall fail or
neglect to account to the County Treasurer of the County of Oakland for the amount of any installment
and interest for the Pontiac-Clinton River Drain No. 2, when due, then the amount thereof shall be
immediately advanced from County funds, and the County Treasurer is directed. to immediately make such
advancement to the extent necessary.
2. That in the event that, pursuant to said pledge of full faith and credit, the County of
Oakland advances out. of County funds, all or any part of said installment and interest, it shall be
the duty of the County Treasurer, for and on behalf of the County of Oakland, to take all actions and
proceedings and pursue all remedies permitted or authorized by law for the reimbursement of such sums
so paid.
3. That all resolutions and parts of resoluticns insofar as the same may be in conflict with
the provisions of this resolution be and the same hereby are rescinded.

Edwin C. Sage, Jr. has submitted his resignation after 36 years of service with Oakland
Mr. Sage was born June I, 1901 in Pontiac, where he received most of his schooling, and
has been a resident of Oakland County all of his life.

Lth, he was unable to handle the job as director. after his recovery he accepted the

Through his direction that the present system was put in use by the Equali:ation
Department foi sampling property assessments and determining scientifically the proper e;n:i: ization
for each of the units within the County, '•••! - sytem has received considerable praise from time to
time by the Michigan State Tax CommissiJn still considered the standard for equalization
throughout the State of Michigan.
Tn 1960 Mr. Sage was made Assistant Equalization Director and upon the retirement of
William Grabendike in 1.963 Mr, Sage became the Director for the Equalization Committee.
Under Mr. Sage's direction the department functioned smoothly and efficiently and the
equalization reports submitted by the department were accepted without question by the Board of
Supervisors and the State Tax Commission.
Mr. Sage is an avid deer hunter and fisherman and he expects to get a lot of pleasure out
of his retirement.
A large part of the Good Government System in Oakland County can be credited to Mr. Edwin
C. Sage.
NOW THEREFORE BE IT RESOLVED that this Board of Supervisors by this resolution does express
our great appreciation and gratitude for his valuable services to the County since 1925, and
HE IT FURTHER RESOLVED that a copy of this resolution be presented to Mr. Sage as a token
of our appreciation.

IN RE: RECOMMENDATION FOR POSITION OF DIRECTOR OF EQUALIZATION DEPARTMENT
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS Mr. Edwin C. Sage, Jr. has announced his retirement as Director of Equalization
effective January 1, 1966, and
WHEREAS this Department, being unique in its operational system, requires a Director who
is not only knowledgeable in equalization matters generally, but who is also familiar with the methods
as developed in Oakland County, and
WHEREAS it would require many months of training to sufficiently familiarize another person
in the Oakland County method, and
WHEREAS your Committee unanimously agrees that Mr. Stephens, our Deputy Director, has
faithfully and in an impartial manner always fulfilled his duties and obligations to Oakland County
in a. creditable manner, and
WHEREAS your Committee has, for a number of months, been cognizant of Mr. Sage's intent to
retire and has considered other persons suggested for this position, and has found none as fully
qualified as Mr. Stephens,
THEREFORE, the Equalization Committee recommends the appointment of Herman W. Stephens • for
the position of Director of the Equalization Department, commencing January 1, 1966, and so move.
