Clerk read resolutions from West Bloomfield Township and Waterford Township requesting this Board, through an appropriate committee, to make a detailed investigation of Cass Lake, with the major goal of implementing new legislation and new controls for all, lakes in Oakland County. Clerk read resolutions from the counties of Ingham, Gratiot and Van Buren inviting all Boards of Supervisors to endeavor to meet with the Michigan Supreme Court to discuss with them the multitude of ramifications attendant to the Appeal of Rights Law. Misc. 4344 By Mr. Solley IN RE: SUPERVISORS CITATION CERTIFICATE - HAROLD BIRD To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: Mr. Harold C. Bird, 114 Hickory Lane, Pontiac, Michigan, a resident of the area for some 39 years, has been engaged in Civil Defense communications activities for 23 years. He started as Communications Officer for the City of Pontiac in 1941 when the City established its Civil Defense Center, and functioned in that capacity during World War II and for a period after. He joined the Oakland County Civil Defense Department and has continually served as Communications Officer for the Department since its inception in 1951. in this capacity it is his responsibility to handle communications involving Civil Defense activities pertaining to disaster and nuclear information. Eights-three schools in the County are equipped with radio monitors which Harold Bird oversees to make sure that these units are functioning properly at all times, and assists in holding drills at regular intervals. He also polices the five units connected to the County Road Commission, Sheriff's Department and City of Pontiac Police Department, He has given countless voluntary hours of his time and resources day and night in in- structing Civil Defense communications classes in various cities and municipalities throughout Oakland County. He is a member of the National Committee of the Associated Public Safety Communications Officers Association and as such is engaged in the Planning and Supervision of radio monitors and communications procedures in Civil Defense and other public safety work. A sufficient majority having voted therefor, the resolution was adopted. 685 Supervisors Minutes Continued, September 21, 1964 Misc. 4346 By Mr. Potter IN RE: CEDAR ISLAND LAKE PROJECT To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: WHEREAS this Board by :611aneous Resolution No. 3971, directed the Drain Commissioner to establish the normal level e! l:k.lar Island Lake according to the provisions of Act No. 146 of the Public Acts of 1961, as .a1(.ri 1, and WHEREAS the Circuit. Ceuct of the County of Oakland, upon recommendation of the Drain Commissioner, established the normal level of said lake at an elevation of 934.0 feet above mean sea level, and WHEREAS the Engineers retained by the Drain Commissioner have submitted a report including plans, specifications, and estimate of cost; and WHEREAS the Michigan Department ol C..,nservation has indicated its willingness to convey to the County of Oakland by Public Use Deed, the property on which it is proposed to construct the dam, with the condition that the property so cc ,n:.•-ed be used solely for this particular purpose and when same ceases to be used for such purpoe, it shall revert to the State of Michigan; and WHEREAS this Board has adopted such resolution, and WHEREAS all other rights-of-way necessary towards the construction of this project have been acquired; NOW THEREFORE BE IT RESOLVED: 1. That the plans, specifications and estimate of cost be accepted and approved; 2. That the Special Assessment District as established by the County Drain Commissioner be accepted and approved; 3. Misc. 4348 By Mr. Potter IN RE: 1964 DRAIN AND LAKE LEVEL ASSESSMENT REPORT To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: WHEREAS your Drain Committee has reviewed the assessment rolls as prepared by the Drain Commissioner for the year 1964, and WHEREAS your Drain Committee concurs in the figures as established by the Drain Commissioner for the various drains and lake level projects in the County, a copy of which is attached hereto, and WHEREAS a sunnary of such assessment rolls is as follows: 1932 and prior years - At Large - $59,000.26 1932 and prior years - Property - 32,012.00 Current Year - At Large - 3,186.49 Current Year - Property - 90,639.00 NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of the County of Oakland, State of Michigan, that there be assessed, levied and collected for the year 1904 for the purpose of establish- ing, constructing, maintaining, cleaning out, deepening and extending county drains and establishing the normal level of lakes in Oakland County, within and by the several political subdivisons, the aggregate sum of $184,897.81 which sum represents the total amount of the assessments for said year and which are contained in the several drain and lake level assessment rolls as heretofore determined by the Oakland County Drain Commissioner. Misc. 4349 By Mr. Potter IN RE: SALE OF LANDS PRESENTLY OWNED BY THE COUNTY OF OAKLAND (SOUTHEASTERN OAKLAND COUNTY SEWAGE DISPOSAL SYSTEM) To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: WHEREAS the Dequindre Interceptor has now been completed and the system is presently operative, and WHEREAS the completion of said interceptor has obviated the use of the Pumping Station located at Highland Avenue and the Eight Mile Road, and WHEREAS the said Pumping Station and the property adjacent thereto, presently owned by the County of Oakland (Southeastern Oakland. County Sewage Disposal System), will no longer be required by this System, and WHEREAS the description of said property is as follows, to-wit: T1N, RUE, Section 36. September 21, 1964 NOW THEREFORE BE IT RESOLVED that the Board of Auditors be authorized to have an appraisal wade of the herein described property by a competent appraiser, DE IT FURTHER RESOLVED that the said Board of Auditors be authorized to sell said property in accordance with the By-Laws of the Board of Supervisors, BE IT FURTHER RESOLVED that the Chairman and Clerk of the Board of Supervisors be authorized to execute the necessary conveyance to complete the transfer of said property, BE IT FURTHER RESOLVED that the proceeds from the disposition of said property be deposited in the Southeastern Oakland County Sewage Disposal System Receiving Fund. OF FOOD RULES AND RECITATIONS FOR HEALTH DEPARTMENT To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: WHEREAS your Health Committee has had under consideration certain food rules and regulations as drafted by the Oakland County Health Department, which rules and regulations govern the processing, handling, and sale of food in Oakland County, and WHEREAS these rules and regulations were presented to this Board on June 22, 1964, and objections having been made thereto; and WHEREAS this proposal was referred back to the ComMittee for further consideration and hearings, and WHEREAS your Committee gave notice to all interested persons to attend a meeting and offer suggestions or corrections, and WHEREAS the meeting was held on July 15, 1964 and certain changes were made in said rules and regulations, and i DRAIN COMMITTEE ' Curtis Potter, Chairman James Clarkson, William K. SAN TRUSTEES To the Oakland County- Board ef Supervisors Mr. Chairman, Ladies and Gentlemen: WHEREAS Act 15 of the Public Acts of 1902, being Section 332.100 of the Compiled Laws of 1948, Section 10, provides that the Board of Trustees of a County Tuberculosis Sanatorium may receive not to exceed S15.00 per day for services in attending meetings of the Hoard and not to exceed seven (7) cents per mile for each mile necessarily traveled in going to and from the place of meeting each day the Board is in session, when the rate of compensation and mileage as herein provided is approved by the Hoard of Supervisors and such other necessary expenses as shall be allowed by the Beard of Supervisors, and WHEREAS the above Act provides that no trustee shall claim reimbursement for attending more than 24 meetings a year, and WHEREAS it is the opinion of this Committee that such trustees should lie paid such compensation and mileage as provided in this Act and such necessary expenses as shall be allowed by the Board of Supervisors; NOW THEREFORE HE IT RESOLVED that the Board of Trustees of the Oakland County Tuberculosis Sanatorium be paid the per diem and 'mileage as provided in Act 15 of the Public Acts of 1962 and such necessary expenses as approved by this Board. MOORE To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: Robert Young Moore, who spent more than half his life in public office in passed away on August 23, 1904, at the Pontiac General Hospital after a long illness years of age and had resided at 476 Shore View, Waterford Township. Born in Birmingham, Michigan in March of 1586, Robert Moore attended Birmi He worked on his father's farm for a time, took a construction job in Utica, Illinoi went to Detroit, where he spent three years as a street car conductor and six years policeman. In 1916 Robert Moore purchased a farm in Oxford Township where he remained until 1920 when he purchased a Birmingham meat market. His political career began in 1920 when he was elected Clerk of Bloomfield Township, when Birmingham was still a village. He held this office four years, 1921 to 1925, and was then elected Township Supervisor from 1925 to 1930. After six years on the Board of Supervisors, during which he served a term as Chairman, Mr. Moore was appointed to the Board of Auditors in June 1930. He helped guide the growth of the County from a population of less than a quarter million when he took office to nearly three quarters of a million today, and played a leading role in the construction of the County's nearly 8 million dollar Service Center. His career as a County official was the longest in the history of Oakland County. Robert Y. Moore retired January 1, of this year after 34 years on the Oakland County Board of Auditors. He served as Chairman of the Beard 24 years. He was a member of the Presbyterian Church, Birmingham Lodge No. 44 F AM, the Elks Lodge, National Association of County Officers, National Purchasing Agents Organization and Municipal, Finance Officers Association and a Charter Member of the Birmingham Exchange Club. Robert Y. Moore's long public service career and accomplishments in the interests of county government and the common good of his fellow man will long serve as a goal for all of us who knew him. Mr. Chairman, I move that the foregoing memorial be spread upon the minutes of the Board of Supervisors and that the County Clerk be instructed to forward a certified copy thereof to his surviving wife Lillian and daughter Susan. MARGARET ANN DAWSON To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: Mrs. Margaret Ann Dawson, a former member of this Board, passed away on July 25, 1964, at the William Beaumont Hospital- She resided at 260 East Camhourne in the City of Ferndale. Mrs. Dawson was one of the first women to serve on the Oakland County Board, of Super- visors, being appointed by the Ferndale City Commission in 1933 and serving to 1938. She had served as a trustee of the Oakland County Tuberculosis Sanatorium from January 1931 to April 1933 and was a member of various other committees of the Board of Supervisors. Mrs. Dawson was a member of the Ferndale Library Board from October 1931 to April 1933 and was a past vice president of the Oakland County Council of Women. Mrs. Dawson was a president of the Oakland County Federation of Women's Clubs from 1930 to 1932 and president of Ferndale Women's Club from 1929 to 1930. She was an estimable citizen and a long time devoted public servant dedicated to the civic good of her community. Her passing will be deeply mourned by all who were privileged to know her. Surviving are her husband, Orlie W. Dawson, and two sisters. Mr. Chairman, I move that the foregoing memorial be spread upon the minutes of the Board of Supervisors and that the County Clerk he instructed to forward a certified copy thereof to her surviving husband, Orlie. September 21, 1964 Misc. 435S By Mr. Hudson IN RE: MEMORIAL FOR GARNER MILLER To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: Garner Miller, a former member of this Board, passed away at the age of 90 on September 5, 1964, after a brief illness. He resided at 3719 Linwood in the City of Royal Oak. Mr. Miller was born March 13, 1874 in Belvidere, New Jersey. He was married to the late EMma Reed. Garner Miller was a former Troy Township Supervisor and a member of the Oakland County Board of Supervisors from April 1930 until April 1933. He also served as Troy Township Clerk from April 1925 to April of 1930. He was a member of the Pontiac Elks Lodge, Senior Men's Club of Birmingham and Pontiac Historical Society. He was a member of the First Presbyterian Church. Surviving are a son, Robert T. of Royal Oak and two sisters, Mrs. Seymour Adams of Birmingham and Mrs. William Willever of New Jersey. As a public servant, he served the Township of Troy and Oakland County well with a high regard for his fellow citizen. He enjoyed a host of friends who will miss him keenly. Mr. Chairman, I move that the foregoing memorial be spread upon the minutes of the Board of Supervisors and that the County Clerk be instructed to forward a certified copy thereof to his surviving son Robert T.
