NOTICE IS HEREBY GIVEN that a regular meeting of the Board of Supervisors of the County
of Oakland, State of Michigan, will he held at the time and place stated in the following request
which has been filed with me, to-wit:
"A regular meeting of the Board of Supervisors of the County of Oakland, State of
Michigan is hereby called to be held on Monday, the 5th day of October 1964 at
9:30 o'clock A. M., EST, in the Court House Auditorium, 1200 North. Telegraph Road,
Pontiac, Michigan, for the purpose of transacting such business as may come befOre
the Board at that time.

To the Honorable Board of Supervisors
Ladies and Gentlemen:
Your Auditor General Committee respectfully reports that it has examined the list of 1963
and prior years tax rejections by the County Treasurer, that were approved by the Auditor General
as of June 30, 1964, which is being reported to this Board for reassessment according to schedule
as shown below and recommend that such taxes as constitute a valid assessment on the description on
which they were returned, be reassessed to the year 1964.

Mr. Rehard presented the Agreement and the plans and specifications and estimates referred
to in the following resolution, a copy of which Agreement has been sent to each member of the Board
of Supervisors.

RESOLUTION PROPOSED BY OAKLAND COUNTY BOARD OF PUBLIC WORKS WITH RESPECT' TO LAKE ORION SEWAGE DISPOSAL
SYSTEM
WHEREAS the Oakland County Board of Supervisors by Resolution, Miscellaneous No. 4252,
adopted on December 10, 1963, established the Lake Orion Sewage Disposal System to serve the area
in the Village of Lake Orion designated as tip-. Lake Orion Sewage Disposal District and directed the
Oakland County Board. of Public Works submit contract with the Village of Lake Orion in respect
to the construction, operation and financing if system; and
WHEREAS the Board of Public has silbM]tted to this Board plans and specifications for
the Lake Orion Sewage Disposal System, rn stir ti' of cost and an estimate of the period of usefulness
thereof, prepared by Hubbell, Roth Ir Claik, registered professional engineers, all of which have
been approved by the Board of Public Works; and

WHEREAS the Oakland County Hoard of Publi.• Weeks on Septomter 14, 1064, did approve a form
of Contract to he dated as of August I, 1964, botw ,..ou County of Oakland And the Village of Lake
Orion for the construction, operation and financi,,1- 'no Lake Orion Sewage Disposal System and did.
authorize the Chairman and Secretary of the Hoard of Public Works to execute said Contract subject to
the approval of this Board of Supervisors, and

County for 1005 of the cost of the project;

of the System as outlined on Exhibit "A" to he prepared by Hubbell, Roth n Clark, Inc., consulting
engineers, Birmingham, Michigan (hereinafter sometimes referied to as the "Engineers"), which said
estimate of cost is attached hereto as Exit i hit "IP and by this reference made a part hereof; and
WHEREAS in order to issue such bonds, it is necessary that the county and said munici-
pality enter into such an agreement; and
WHEREAS it is also necessary for the county' and said municipality to contract relative to
the operation and maintenance of said sewage disposal system and the location thereof entirely within
the limits of said village;
NOW THEREFORE in consideration of the premises and the covenants of each other, the parties
hereto agree as follows;

3. The county and the municipality hereby approve the estimate of cost of the System con_
sisting of the items set forth in Exhibit "11" aflached hereto, and the estimate of 50 years and

municipality and not the individual property owners and usets CaJri'ac, unless by special agreement
betwkien the board and the municipality. The responsibility of i,i-rving the individual. users connected
to the System shall be that of the municiWity which shall cause to be constructed and maintained any
other facilities necessary for such rurpaae and shall bill and collect all charges in connection
therewith. The county shall not be ebiiaal by this agreement. to serve any area outside the District
as described in paragraph l hereof, or a construct any facilities other than those designated in
paragraph 2 hereof.
b. The municipality shall pay to the - aluty the entire cost of the facilities of the System.

No change in the juriadiction over ain, territory in the municipality shall in any manner
impair the obligations el this contract. In the event all or any part of the territory of the
municipality is incorporated as a tic . city • or is annexed to or becomes a part of the territory of
another municipality, the nualicipality into which such territory is incorporated or to which such

division determined by the board, whica shall make such determination after taking into consideration

nation, receive a written recommendation as to the proper division from a committee composed of one

one designated by the aa,.arning body of the aow municipality or the municipality annexing such
territory, and one indepeadent registeriai ,'Ll:',11c ,r appointed by the board. Each municipality shall
appoint its representativa within fifaa...n aaya after being notified to do so by the board and
within a like time the board shalt arponat tar enaineer third member, If any municipality shall
fail to appoint ita representative within the time above provided, then the board may proceed without
said recommendation. If the comnittee I make its recomnendation within forty-five (45) days
after its appointment or within any extension thereof by the board, then the board may proceed without
such recommendation. in the consideration. of the matters herein provided, including the designation
of the third member of the cormaittee, any member of the board who is also an official of either
affected municipality shall be disqualified to .act or vote.
7. A schedule of payments to be made by the municipality based upon the estimated cost of
the project and the dates of such payments is attached hereto as Exhibit "C" and by this reference
made a part hereof. Immediately upon the issuance of any bends by the county to finance the cost
of the project, the board shall notify the municipality, by written commnneation addressed to its
treasurer, of any revisions in said tahibit "C" and of the schedule of payments of the principal of
and interest on the 'county bonds, an nf the paying agent fees and fiaarh mc caarges with respect
thereto, and the amount of such aao aia a, fees and charges to he paid by said municipal it;. Said
municipality hereby covenants anii or i ,s, not less than thirty (30) days pi ior to the due date of
any principal of or interest on any hands, to remit to the board sufficient fonda to meet said
payments in full and said fees and charges applicable thereto. The obligation herein exTressed shall
be applicable to all bonds issued by the county to construct and complete tin if-ejecta as herein
defined, whether issued at ono time or at more than one time. It is assimied that the principal of
the bonds represents the cost of the project. if the municipality should pay the project cost, or
any portion thereof, or funds sh.all. be received by grant or otherwise to apply against the coat of
the project, prior to the issuance of bonds, then the obligation el the municipality shall be
adjusted accordingly. If the municipality- fail to make any of .iich payments when due, the
amount thereof shall he subject to a penalty of one-half of one per cent (1/2 of 1%) for each month
or fraction thereof that the aamw remains unpaid. after the due date, The municipality may pay in
advance of maturity all or any part of an annual installment duo the Co unity, by surrendering to the
county bonds issued in anticipation of payments to be made under this contract, of a like principal

14. The county and the municipality each recognize that the holders from time to time of
the bonds issued by the county under the provisions of said Act 185, Public Acts of Michigan, 1957,

payments as set forth in this contract, will have contractual rights in this contract and it is
therefore covenanted and agreed by each of them that so long as any of said bonds shall remain out-
standing and unpaid, the provisions of this contract shall not be subject to any alteration or
revision which would in any manner affect either the security of the bonds or the prompt payment of
principal or interest thereon. The municipality . and the county further covenant and agree that they
will each comply with their respective dutios and obligations under the terms of this contract
promptly, at the times and in the manner herein set forth, and will not suffer to he done any act
which would in any way- impair the said bonds, the security therefor, or the prompt, payment of
principal and interest thereon. It is hereby declared that the terms of this agreement insofar as
they pertain to the security of any such bonds, shall be deemed to be for the benefit of the holders
of said bonds.
15. This contract shall become effective upon approval by the legislative body of the
municipality, by the board of public works of Oakland County, and by the board of supervisors of
Oakland County, and duly executed by the authorized officers of the municipality and of the board of
public works. it shall_ terminate fifty- (50) years from the date of this contract. This contract
may be executed in several counterparts.
The provisions of this contract shall he in full force and effect and binding upon the
successors and assigns of the parties hereto,

Your Was and Means Gommitt, herewith presents to the Board of Supervisors the recommended
budget for the operation of the the fiscal year beginning January I, 1965 and ending

recommended by the Salaries Comit,',,' for total salaries for 1965.
Despite the increased t.,x ,,,:luation of the County and a slight upward revision in the
allocated tax rate to 5.26 mil:L. , Conmuttee and the Auditors were faced with the necessity
of paring back the allocation in the overall amount of $1,214,7q7.00 and to this end the
operating budgets of the County i1ep;;rtments cure extremely tight, providing little or no improve-
ment in program. Likewise, rec6..pts have been projected at extremely high levels anticipating
all possible sources of revenue normal growth factors where so indicated by experience.
The statutory 1/10 mill Building Fund for t965 has been previously committed by this
Board as a part of the overall financ`ng of the Children's Village (Misc. Res. 4284) and the
Tuberculosis Sanatorium Renovation (Mise, Res. ,t311) and your Committee, in light of overall
budget needs, has recommended th.J. r66 ef the 1965 non-tax revenues for Building purposes

Your Board of Auditors and the Salaries Committee recommend that $7,420,112 to cover the
cost of salaries be placed in the 1905 Budget. This figure, which has been forwarded to the Ways
and Means Committee for inclusion in that Committee's overall budget recommendation, is made rip of
the following items:

This recommendation i, 1 57,790 less than the salaries portion of the Tentative 1965 Budget
a reduction of 4.6% and is more than the comparable amount in the 1964 Budget, an increase of
5.5%. The major factors contributing to this increase are the 60 new positions, costing $189,932 and
salary adjustments costing approximately $194,086.
On the following pages you will find a summary sheet showing the distribution of the total
salaries amount to the various departmental budgets and explanations of the salaries items shown above.
The positions budgeted for each department, their classifications and present and recommended
salary ranges are shown on the yellow pages of the budget document.
With the exception of the salary rates recommended for elected and appointed officials, which
are solely the responsibility of the Salaries Cemmittee, this report is the joint recommendation of
the Salaries Committee and the Board of Auditors.

The Salaries Connittee and the Board of And experienced groat difficulty in reducing
the number of requested positions to fit the. County's current financial situation. Almost without
exception, the requests represented legitimate long term County needs that had been well analyzed
and presented by the Departments involved. Hoth the Pepartments and the Board of Auditors have
searched for practical_ alternatives to the addition of new positions, but at the present time it
appears that increased manpower is the most practical atml economical answer to the problems covered
by the new positions in this re.comniendation.
Of the 00 positions included in this reroamendation:
(A) 29 positions arc for the possibie full utilization of the Tuberculosis Sanatorium. The
budgeted cost of $51,317 covers the salaries of those positions for approximately 5 months of 1905.
Since 1959, as its tuberculosis patient load dpoptvd, the staff or the T. B. Sanatorium has been
reduced from 190 to the present 134 employees.
(H) 6 positions are for the staffing of the new Child.ron's Village. These units wilt he
additionally staffed by the transfer of 27 employees from the Youth Home, on the T. 11. Sanatorium
grounds, which will be closed as a child can., function.
(C) 51 positions arc related to Health, welfare and Social Work type functions.
(D) 44 positions should result either in increased revenue to the County through fees or
matching funds or in eventually cutting down future County caseloads.
SALARY ADJUSTMENTS
In view of the patterns of wage increases in both governmental and private employment as
shown by the County's annual saliwy survey and the current contract negotiations involving the major
auto companies, the salary adjustments included in this recommendation represent minimal increases
for the County's employees and °Mc ials. In most eases, the now salaries still fall well below
the salaries requested for their employees by too Count yIN Departmwnt Heads, Officials, Commissions
and Committees of the Board. It is likely that. the County will. continuo to have problems recruiting
and holding some classifications of employees.

$73,500 reqnrslvd by the Comity's Depaltme in the Tentative 1905 nudget and the $02,500 inctuded
in that budget. Fifty-seven thousand se\enty-six dollars ($57,070) was spent for this purpose in
1063 and $47,000 was budgeted for 1904.
These funds are used to cope with fluctuating caseloads, seasonal activities and marginal.
workloads that do not justify permanenT increases In personnel, but which are difficult. to carry

the recommending of new positions and salary adjustments. it is quite likely that some difficulty
may be experienced by .0nie departments in this area of their budgets during 1965.

RECOMMENDED SALARIES FOR ELECTED OFFICES BEGINNING NEW TERMS JANUARY 1, 1905.
Under the new Michigan Constitution, the terms of the offices marked with an asterisk (*)
have been increased from two year to four years, effective this term, and this has been taken into
consideration in arriving at the rercslirwndod rates. The term for Probate Judge has been increased
from 4 to 6 years. The three CIzenit Court Judges starting, new terms January 1, 1905 will be starting
two-year terms.

Your Committee on Local Taxes has examined reports from the various townships and cities
having taxes to he spread upon the County tax Foil and has chookod these reports 00 the pertinent
law (Sec. 37 General Property Tax. Law), has caused cerreetions to be made where necessary and now
certifies that such reports aro correct and in order,

Your Committee haa tabulated the totai araaart of taxes to he spread on the tax rot la, which
tabulation is attached hereto and made a part la•:eaf.
Your Committee has prepared tax warrant., showing the amounts authorized to be spread, which
warrants are submitted herewith, arid which are the laais for the tabulation above mentioned, and it
is recommended that your honorabla body authorize the Clerk to sign those warrants.
Current Drain-at-larae 1.axa , are a municipal (township and city) charge and in townships
where no millage was allocated, caav must be paid from contingent (general) funds. If millage was
allocated and inclusion of drain-a;-large items would cause the levy to exceed the allocated rate,
the spread must stay within its allocated rate, and the excess be paid from the contingent (general)
fund.
Your Comnittee offers the followina iiaolution:
1, BE IT RESOLVED that this Hoard ador this report of the Committee on Local. Taxes with
the recommendations therein contained as a. part of the permanent records of the Board;
2. BE IT FURTHER RESOLVED that the Cliirk he authorized and directed to sign the several
tax warrants on which the attached tabulation. was based, thereby authorizing and directing the various
assessing officers, within the 15 mill limitations, to levy the amounts set forth therein for 1964.

The Chairman announCed that a Public Hearing would be held at this time in accordance
with state law, for anyone to object to the spread of taxes if they had objections.
Mr. James M. Ginn, Southfield City Attorney, spoke on behalf of the City of Southfield and
requested that adoption of the report be postponed until the next meeting of the Board.
There were no other objections to the report and the Chairman declared the Public Hearing
closed.
Moved by Oldenburg supported by Bachert the report be adopted.
The Chairman announced that the report was open for discussion by members of the Hoard.
Mr. Clarkson requested that the report be tabled until the next meeting because of appeals
pending before the State Tax Commission on which valuations have not been determined, and stated that
Southfield City would not object to the report.at that time even if the State LIA Commission has not
completed its work.
Moved by Clarkson supported by Durbin the report be tabled until the next meeting on
October 27, 1964. Carried

RESOLUTION ESTABLISHING WATER SUPPLY SYSTEM TO SERVE AREAS IN THE CITY OF KFEGO HARBOR
The following resolution was offered by Mr. Rehard and seconded by Mr, Mdchrina:
RE TT RESOLVED that the Heard of Supervisors of Oakland. County, Michigan, does hereby
approve the establishment pursuant to Act No, IS5 of the Michigan Public Acts of 1957, as amended,
of a water supply system for the supplying of water in the City of Keego Harbor, said system to
consist of pumping and storage facilities, transmission mains and distribution lines and laterals
and a source of water consistiaa of wells or the purchase of water by the County from some other
public corporation having waica availaile for sale;
RESOLVED FURTHER triai the of PutiTH iAarras iif Oakland County is hereby authorized and
directed to secure plans and spo...ii:::•,iHons and eatima(as of cost for said water supply system; to
negotiate contracts with the City of heego Harbor in respect to the said system and the financing
thereof, and in respect to the eperaZion thereof; to submit such plans, specifications, estimates
and contracts to this board for its approval; and to carry out the terms and provisions of said
Act No. 185 applicable thereto;
RESOLVED FURTHER that said wati•l supply system shall be known as the "Keego Harbor Water
Supply System!' and that the area to be aoaaed thereby shalt he known as the "Ketio Harbor Water

The Oakland County Department of Public Works Special Assessment Roll No. 2 has been con-
firmed and installment No. 5 has been certified to the County Clerk, as required by Act No. 185 of the
Public Acts of 1957, as amended, and the following resolution is submitted to this Board.
WHEREAS the Board of Supervisors, by Miscellaneous Resolution No. 3670, did approve the plans
specifications, estimate of cost and period of usefulness, and
WHEREAS a special assessment roll, covering all costs involved in the project, has been con-
firmed by the Board of Public Works and installment No. 5 has been certified to the County Clerk,
NOW THEREFORE HE IT RESOLVED that installment No. 5 of the Oakland County Department of
Public Works Special Assessment Roll. No. 2 be confirmed by this Board of Supervisors, and
HE IT FURTHER RESOLVED that the County Clerk be authorized to certify installment No. 5 of
said roll to the assessing officer of Farmington Township and to order the collection from the owners
