Mr. Chairman, Ladies and Gentlemen:
Your Auditor General Committee respectfully reports that it has examined the list of
1962 and prior years tax rejections by the County Treasurer, that were approved by the Auditor
General as of June 30, 1963, which is being reported to this Board for reassessment according
to schedule as shown below and recommend that such taxes as constitute a valid assessment on
the description on which they were returned, be reassessed to the year 1963.
We further recommend the said taxes that do not constitute a valid assessment on the
description on which they were returned, be charged at large to the respective Township, City

to undertake a flood plain rc.aiinaissance study, and
WHEREAS if flood plaans development is not controlled, a serious flood hazard will
result to communities on rivers and streams, and ,
WHEREAS flood plain and flood hazard data on rivers and major streams of the Detroit
metropolitan region are presently piecemeal and of varying degrees of adequacy, and
WHEREAS it is estimated that the total cost of a flood plain reconnaissance study
will be $78,428.00, and
WHEREAS the Federal C)A'krnment has granted an amount of $52,286.00 for this purpose,. and
. WHEREAS the DetroJ - le•. Regional Planning Connission has requested con-

WHEREAS Act Number 197 of the Public Acts of 1963 provides that in a County where a
Registered Professional a—gineer and/or a R egistered Land Surveyor is employed to assist the
Plat Board in its delibe.,tions, the Board of Supervisors may establish by resolution, a fee
schedule to be paid by t -- PropriErar based upon the number of lots in the proposed plat; and
WHEREAS the Couaty PlLr v ,ard has designated and employed Richard J. Betzing, Registered
Professional Land Surveyor, to a:,:.•Le(, the Plat Board in its deliberations, and
WHEREAS the Ways and Mc.. n' Committee recommends to this Board that a fee schedule be
established pursuant to the provisions of Act 197 of the Public Acts of 1963,
NOW THEREFORE BE IT RESOLVED that a fee schedule of fifty- cents (50) per lot be and is
hereby established by this Board to become effective immediately and to be paid by the Proprietor
before the proposed plat has beell reviewed by the County Plat Board.

county welfare boards, general adoption boards, the clergy, educators, the legal.. profession, lay
associations concerned with mental health, labor, business, civic groups and the general public,

WHEREAS Section 10 fi-ther provides that no more than four members of the Board be

This recommendatiea is $41,448 less than the comparable amount in the tentative 1964
Budget and an increase of ;S:.t,,746 or 4% over the salaries portion of the 1963 Budget.
The main reasons icy• this increase are the thirteen positions required to staff and
service the two recently added Circuit Courts and a program of upward salary adjustments covering
all of the County's employ., . These salarie were not adjusted last year and the County has been
experiencing higher than normal turnover an , :a.as been having trouble recruiting qualified replace-
ments.
On the following gages, you will a:ind a summary sheet showing the distribution of the total
salaries amount to the various departmental budgets and explanations of the salaries items shown
above.
The number of positions budgeted for each department, their classifications, and present
and recommended salary ranges are shown on the pink pages of the budget document.
With the exception of the salary rates recommended for elected and appointed officials,
which are solely the responsibility of the Salaries Committee, this report is the joint recommend-
ation of the Salaries Committee and the Board of Auditors.
