The main reasons icy• this increase are the thirteen positions required to staff and service the two recently added Circuit Courts and a program of upward salary adjustments covering all of the County's employ., . These salarie were not adjusted last year and the County has been experiencing higher than normal turnover an , :a.as been having trouble recruiting qualified replace- ments.
