Nominations in order for Permanent Chairman.
Mr. Brewer nominated Delos Hamlin. Mr. Carey seconded the nomination.
Moved by Horton supported by Ti Icy that nominations be closed, the rules suspended, and
the Clerk be instructed to cast the unanimous vote of the Board for Delos Hamljn.
A sufficient majority having voted therefor, the motion carried.
Mr. Hamlin declared elected. Permanent Chairman and escorted to the Chair.
Nominations in order for Chairman pro tem.
Mr. Potter nominated Hugh G. Allerton, Jr. Mr. Tile seconded the nomination.
Moved by Vold supported by Hursfall that nominations be closed, the rules suspended, and
the Clerk be instructed to cast the unanimous vote of the Board for Hugh G. Allerton, Jr.
A sufficient majority having voted therefor, the motion carried.
Mr. Allerton declared elected Chairman pro tern and escorted to the Chair.

Said request was ordered filed with the Clerk. A true copy of the same appears in the notice of
meeting hereafter set forth.

mailing of said notice, which notice and affidavit are as follows:

NOTICE. IS HEREBY GIVEN that a regular meeting of the Board of Supervisors of the County of
Oakland, State of Michigan, will. be held at the time and place stated in the following request which
has been filed with me, to-wit:
"A regular meeting of the Board of Supervisors of the County of Oakland, State of
Michigan is hereby called to be held on Tuesday, the 12th day of April., 1966 at
9:30 A. M., EST, in the Court House Auditorium, 1200 North Telegraph Road, Pontiac,
Michigan, for the purpose of transacting such business as may come he fore the Board
at that time.

received a dishonorable discharge from the armed forces of the United States. (The application of this
section to be tempered by the nature of the crime, the applicants subsequent rehabilitation and the
typo of position applied for.)
P. That examinations ;hall be conducted and scored. in an objective manner and may be made
up of written tcsts or oral. tests or jerformance tests or persona lity evaluations or physical ability
tests, or involve a rating of ericbionce and training or be made up of a combination of such tests.
E- That examinations shall be publicly announced at least seven calendar days in advance
of the last date for filing applications by means of an announcement posted en the official bulletin
board in the County Personnel. Office, by advertisement in the two County published newspapers with
the largest County circulation and by such other means as the Per Director shall deem appropriate.
F. That written notification shall be mailed to each qualified applicant at least five
calendar days in advance of the examination, not him of the time and place of the examination.
I. Rejected applicants 'dial l be net at the same time, giving the reasons for
their rejection
2. Rejected applicants shall have the right to first review their application with
tIre Personnel. Division and. if not satisfied., to appeal the rejection to the Personnel. Policies
Coumlittee which shall have the power to reverse, modify or affirm the Personnel Division's action.
C. That all candiates shall. be not by mail of their examination scores and success-
ful candidates shall be given their ranking on the eligible list.
1. All candidates shall have the right to first review their examination results
with the Personnel Divlsion, and, if not satistied, to appeal the examination results to the Personnel
Policies Committee which shall have the power to reverse, modify . or affirm the Personnel Division's
action,
H. That in the filling of a vacancy, County Department Heads shall have their choice nit
the top five ranking persons on the eligible list for the classification of the vacancy.
1. Eligible lists shall remain in effect for six months unless exhausted, superseded
hr a. new eligible list for that classification or extended for another six months by the Personnel
Policies Committee.
I. That alt County employees, except those exempted by the provisions of these no
shall be required to successfully complete a probationary period of six months he fore competitive
appointments, or promotions shall he considered complete; at vhieh time they will be deemed to have
regular status in their classification.
J. That employees with regular status shall not be separated from the County service or
demoted except for cause, or for reasons of curtailment of work or lack of funds.
K. That a formal_ appeal procedure he developed giving employees with regular status the
right to appeal dismissals, suspensions, demotions and disciplinary actions to a Personnel Appeal
Hoard which shall act as the final County appeal body in matters or dismissals, susponsions, demotions
and disciplinary actions in covered Ceunty employees and departments and whose decisions shall
be binding on such employees and departments.
lhe Appeal Board shall be made up of five members; two incimhers selected by the Count's
employees in the same manner in which employee members of the Oakland County Employees' Retirement
Commission are elected; two members of the Hoard of Supervisors appointed by the Chairman or the
Hoard of Supervisors with the approval. of the Hoard of Supervisors; and the fifth member to be
selected by the other four.
The members of the Personnel Appeal Board shall. be selected for one year terms hoginnin4
Jdnuary I of each year. (The first appointees ro serve through December 31, A9o7.) Personnel Appeal
Board members shall receive the same per diem compensation and mileage as that paid to members of
the Board of Supervisors. No member of the Personnel Appeal Board shall have been a County employee
within one year prior to the date of appointment. to this Hoard.
The appeal procedure shalt provide for the scheduling of a hearing wirlun a reasonable
-length of time after the receipt of the appeal.
L. That the political. activities of covered County- employees be limited To those
allowed under rules and regulations promulgated by the Personnel Policies Oonimittee.

Mr. Horton presented a report regarding the work of the Jury - Commission during the past
two years.
Moved by Horton supported by Yockey - the Board of jury Conunissioners be continued as a.
permanent part of County government.
A sufficient majority having voted therefor, the motion carried.
Nominations in order for two members of the Board of Jury Commissioners.
Mr. Horton nominated Draper Allen. Mr. Turner seconded the nomination.
Mr. Cbeyz nominated Dorothy Rowley. Mr. Turner seconded the nomination.
Moved by Charteris supported. by Carey that nominations be closed, the rules suspended,
and the Clerk he instructed to cast the unanimous vote of the Board for Draper Allen and Dorothy
Rowley.
A sufficient majority having voted therefor, the motion carried.
Draper Allen and Dorothy Rowley declared elected members of the Board of Jury Commissioners
for two year terms expiring April 30, 1968.
Moved by Choyz supported by Dohany the Board adjourn to April 18, 1.960.
