October 5, 1.906 Inasmuch as a separate resolution has been presented to this Board for meeting the County obligations in re: the East Wing to the Oakland County Building Authority and for the payment of certain drain commitments, no financial provision has been made for these in the budget. Financial provision has been ine,,roorated in these recommendations to cover the past year's budget deficit as of January 1, 1900 in 11.e .,..lotirtt of $395,595. As has been necessary in the pa-( seeral years we have once again, in order to balance the budget and meet vital minimum needs, been forced to delete any allocation of miscellaneous non- tax revenues for the County- Building Fund. The Budget as reconmiended includes a $200,000 estimated savings for 1907 through the proposed merger of the State and County Welfare function as approved by Board of Supervisors action September 19, 1960. Only an unprecedented raise of approximately 10% this year in the equalized tax base, together with a 104 gain in the allocated millage rate of the County has allowed your Committee and the Auditors to meet the growing minimum needs of the County for 1907. We reiterate the fact that growth of financial demands for County - services appear to be outstripping the growth of tax and revenue bases which serve to finance these operations. The attention of the Supervisors is directed to the following major factors considered by the Committee in their review of the Budget. 1. Additional funds to carry out the 1967 salary recommendations have been necessary in order for the County to continue to attract and keep qualified personnel in our various County Departments. 2. The Budgets of the Welfare Functions are predicated upon sayings expected through proper State implementation of Title 1.9 of the Federal Medicare Act. Less than optimum implementation of Title 19 as well as potential rate or case load increase, could cause serious complications in this area. I. It has been necessary to provide increased funds for the operation of two additional. Circuit Courts, one additional Probate Court, their respective staffs and for the additional costs in other affected areas due to these additions. In addition to the two Circuit Judges imposed be the Legislature despite the objections of the Board and Oakland Circuit Bench, it has been necessary to provide an additional Circuit Judge to fill. the vacancy caused by the death of Judge Dondero. The added Probate Court Judge has been deemed necessary by the Board due to increasing loads in the Probate Court. • Receipts have been projected on optimum levels anticipating all possible sources of revenue and normal growth factors where so indicated by experience. However, in the light of 1905 Budget experience, every attempt has likewise been made to keep receipt estimates within realistic limits. In line with the policy of recent years and the tightness of the 1.967 Contingent Fund, your Committee again recommends that although. no 1966 year end balances are anticipated that in the event there should be such balances, these be added to the Contingent Fund. Ti' the best of our judgment. your Committee believes that the recommendations herein present a properly balanced budget and one which provides for the best operation of the various County programs within the limits of funds available to us. Volt, Sr. • SALARY PORTION OF 1967 FINAL BUDGET To the Honorable Board of Supervisors Your Board of Auditors and the Personnel Policies Comnittee recommend that $8,530,35d to cover the cost of salaries for budgeted positions be placed in the Final. 1907 Bud:: t. This figure, which has been forwarded to the Ways and Means Committee for inclusion in that C.:-r -ttee's overall budget recommendation, is made up of the following items: $8,250,455 for 1154 positions which have been previously approved; $255,575 for 35 new p.:s 4 tions and $15,050 for emergency salaries. The County's annual salary survey that the County's salaries and fringe benefits have fallen far behind those of most major emTloyers with whom it compotes for employees. This salaries recommendation contains a number of major changes which are imperative if the County is to attract and retain qualified employees. These changes which are described in detail later in this report include: Salary adjustments or at least $400 per year; the full payment of Employee and Family Hospitalization Insurance Premiums; overtime pay at the rate of time and a half; increased Annual Leave time; increased night shift . differential pay and half pay for all unused accumulated Sick Leave on retirement. The salary adjustments alone account for $049,220 (71-%) of the total salaries budget and give an average raise of $542. The funds for the change in hospitalization insurance payment ($122,000) are included in the non-departmental appropriations portion of the budget. On the following pages you will find a summary sheet showing the distribution of the total salaries amount to the various departmental budgets and explanations of the various portions of the salaries budget. The positions budgeted for each department, their classification and both the present and recommended salary ranges are shown on the colored pages of the budget dociment. Descriptions of requested new positions and the need for emergency salaries are shown on the left. For the past several years, the supply of professionally and technically trained employees has been so short that most recruitment has been limited to hiring those with training but no ,:i.pe-10nce. instead of luring experienced help from others, the County has been losing its experienced per ......... to other employers at an alarming rate. Since the first of the year, the shc vtal5 of qualified help has extended into the County's least skilled classifications. Dr. Edward Zowadski, Wayne County Madiea. .a.aminer, and Dr. Robert Hendrix, University of Michigan Pathology Department, addressed these eeasions. Plans have been made for quarterly training . classes. Cooperation of law enforcement, hospital pathologists and deputy coroners has been sought and obtained. 5. Reviewed the Michigan Laws applying to the office of coroner; the laws governing medical examiners and the laws applying to county health officers assigned the duties of coroner. Worked with development of legislation and assisted where possible in the passage. 6. Maintains contact with other local, state and national agencies in matters relating to coroners programs. Addresses local conmmnity groups, schools, etc. to explain coroners functions. 7. The Health Department has been represented at meetings relating to coroners duties and disaster preparations. Macdonald, and WIUMEAS john A. Macdonald was one of the leaders in establishing the COUPtV Service Center concept, and WHEREAS your Committee, after considerable deliberation, recommends to this Board that a suitable memorial. for John A. Macdonald would be the naming of the proposed new addition to the Court house the John A.
