Mr. Walker opposed a flat salary plus per diem,
Mr. Brennan suggested that compensation be set at $6,000 flat rate with a deduction or $20.00
for each meeting a supervisor is absent.

in the Detroit Free Press, February 11, 1969.
When I ran for this job, I felt I had a nrc, to put some cf the ideas expressed by Gardner
in his article, into practice, Many of you will r, ull my thre• bjectives: (1) Good organization;
(2) Good rules; (3) Adequate compensation.
We have arrived at that third stepping i ,:e io got,J .. • ernment. To remain a leader of good
government in the State of Michigan and in the m eie, Sc canne. allow behind our sister counties in
fear. It is our job to make the right decision bie,....en what's right, for Oakland County and to its
best interest for years to come.
Government is a necessary evil, created m, serve the individual and his needs. In setting
the salaries for Supervisors, the remuneration should be considered an instrument to:
I. Make the membership more responsive to the trust they were elected to, more responsive to
their fellow supervisors, so that the public will benefit from responsive elected officials.
2. Provide an incentive to keep cost down in government and remain in favor with the public,
because of competition for the job.
3. Remove the quest for power for the sake of money in bidding for committee work. Each man
should prove his worth on the job. It is necessary to know your field to develop policy and see that
it is carried out and not delegated to certified experts in public. administration.
The compensation must be high enough that the public trust is first, and not a poor third
because you are donating your time when you can. This is had government in an organization of this
size and holds the rank that it does across the nation.
It must have flexibility for future growth.

WHEREAS the various Police Agencies in north Oakland County desire to enter into "mutual aid"
contracts, and

Michigan must be adopted, and
WHEREAS your Committee recommends such legislation be approved by this Board,

Mr. Gabler requested that the Chairman refer the resolution to the proper committee. There
were no objections.
Moved by Walker supported by O'Brien that inasmuch as members of the Board will be spending
half of their time on county business, that 507 of the fringe benefits paid to elected officials of
the county, be included in the compensation for supervisors.
Discussion followed relative to referring the request to the Personnel Practices Committee.
Mr. Benson spoke against the motion.
The Chairman referred this matter to the Personnel Practices Committee.

Mr. Chairman, Fellow Supervisors::
WHEREAS the citizens of Oakland County ha\,a, asked for an opportunity to present their
opinions on county expenditures and the establishment of priorities in county government spending, and
WHEREAS this Board of Supervisors is desirous of hearing and counseling with the citizens
of Oakland County,
THEREFORE BE IT RESOLVED that this Board of Supervisors will hold evening public hearings
prior to the passage of the 1970 Tentative Budget. The time and rules for the conduct of the
hearings will be recommended by the Chairman.

Mr. Chairman, Ladies and Gentlemen:
BE IT RESOLVED that the Chairman of the Board of Supervisors appoint a Special Ad Hoc
Committee consisting of members of the Board of Supervisors Public Works and Legislative Committees,
to study, in depth, the problems of this County relative to its roads and the formula upon which
the County Road Commission receives its revenue;
BE IT FURTHER RESOLVED that said Committee also study the widening of M-59 and M-150 and
take the necessary steps to implement an early resolution of the problems, including initiation of
a meeting with County and State Highway officials and State Legislators relative thereto, if determined
appropriate.
