Discussion followed relative to compensation for members of the Oakland County Law Enforce-
ment Committee. Mr. Mainland stated that SEMCOG committee members serve without compensation but there
may be an exception to this regarding the chairman.

WHEREAS the present Aeronautics Code, being Act No. 327 of the Public Acts of 1945 as amended
(Compiled Laws No. 259.51 et seq) provides that in counties having a population of more than one

IN RE:MEMOR1AL FOR FRANK D. BRIGHAM
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Frank D. Brigham, a former member or tha Oakland County Board of Supervisors, passed aoay co
Aorid 3, 1969 at tie age et ninely years.
He had re Led at 184 South Street, Ortonville, and was the Brandon Township Superviscr frem
1951 to 1957, al•o Pt/fog on the County Board of Supervisors for the S6MC period of time.
Prior to 11,51 he owned and operated a drug store for fifty years which had the distinction of
having +the first phone system in Ortorville.
Mr. Brigham was a life member el Ortonville Masonic Lodge 339, F S AM and of the Grtenyille
Rotary Club. He was also a director of the Genesee Merchants Bank Cu Trust, Ortonyille.
He was very interested in civic and community affairs. He was a member of the first graduating
class of Brandon High School, He attended the high school graduation, class reunion and homecoming
every year it he graduated, until the last one just. prior to his illness and passing.
Surviving are his wife, Grace; a 5on, Gordon of Tawas; and two stepdaughters, Mrs. in Pipe
of Ortonville and Mrs_ Roy VdnWationer of Goodrich; seven grapdehildren and six stepgrandtkildren.
Frank D. Brigham devoted his life to the betterment of his on and the welfare of his
I ellow it and will long be remembered by the multitude of friends and associates who shared in
his endeavors.
Mr. Chairman, I move that the foregoing memorial resolution be spread upon the minutes of
H is meeting of the Oakland County Board of Supervisors and that a certified copy, of with the
Seal of the County of Oakland, be forwarded to his surviving wife, Grace.

authorize no further expenditures of any kind for use in connection with the Oakland-Orion Airport.

Mr. Chairman, Ladies nd Gentlemen;
IL is oust( -fry for elected officials with the highest rank to lead off the order of ballet
designations; The Pr; it. 0 of the United States, U. S. Senator, tf, S. Representative, etc. This same
custom is hollowed by toe States of the Union: Governor, State Senator, House of Representatives, etc.
By some oversight, this was missed as a standard practice in regard to County offices. The elected
County Supervisor appears last with the exception of the Precinct Delegate.
The office of County Supervisor should be accorded the same honor and dittinction as other
elected representatives in American fc,vernment.
Mr. Chairman, I move that the foregoing resolution be referred to the Leoislative Committee
for consideration and implementation.

The Chairman referred this matter to the Public Work' Committee. Thera were no objections,
Mr. Mastin presented a report on the unofficial Public Hearing on the 1970 Teniative Budget.
Moved by Olson supported by O'Brien that the Planninc, Zoning and Building Committee study the
feasibility of selling the Hal land-Orion Airport.
