Mr. Mainland, Chairman of the Personnel Practices Committee, presented the salaries portion
of the 1970 Tentative Budget.
Moved by Mainland supported by Mast in the report be accepted as the official recommendation
from the Personnel Practices Committee and the Board of Auditors, for consideration as part of the
total 1970 Tentative Budget, as submitted by the Finance Committee.

IN RE: TENTATIVE BUDGET FOR THE YEAR 1970
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
The Property Tax Limitation Statute (Act 62, Section 9, Public Acts of 1933, M.S.A. 7.61)
provides the County shall, at the April Session of the Board of Supervisors, submit a budget to the
County Tax Allocation Board for its use in determining the County's share of the fifteen Mill general
property tax for the ensuing year. To this end, as jointly charged, your Finance Committee, your
Personnel Practices Committee and the County Board of Auditors herewith present their respective
recommendations for the period January 1, 1970 to December 31, 1970.
In an effort to reduce to a realistic minimum the County Allocation request, your Finance
Committee has, after a week long intensive review with the Auditors and County Department Heads, and
after taking into consideration the joint recommendations of the Personnel Practices Committee and the
Auditors, further adjusted the Auditors recommendations as follows:
I. Reduced non-departmental and departmental anticipated expenditures $439,000.00. (This
includes a $10,000.00 reduction in that portion of D.P.W. salaries anticipated to be charged to the
County Budget.)
2. Increased anticipated 1970 receipts $125,000.00.
3. Added $400,000.00 for the Oakland County Road Commission for a matching New Roads Con-
struction Program, as explained later in the report.
Funds for the salaries of the budget, including provisions for 115 new positions jointly
recommended by the Personnel Practices Committee and the Auditors (with the exception of the $10,000.00
D.P.W. reduction above noted) have been included in the committee's recommendations. Your committee

IN RE: HOME RULE STUDY AUTHORIZED
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
So that the people of Oakland County can provide for the organization, powers, duties and
operating procedures of their local government, and so that the people in Oakland County can adopt
and frame a Charter that truly reflects the needs and desires of their community, and
WHEREAS Act 293 of the Public Acts of 1966, as amended, provides for submission to the
qualified electors of the County, the question of electing a Charter Commission for the purpose: of
framing and submitting to the electorate, a proposed County Home Rule Charter, and
WHEREAS it is believed that this matter should be referred to the Legislative Committee for
study and implementation,
NOW THEREFORE, it is moved that the matter of submitting the question of electing a Charter
Commission for the purpose of framing and submitting to the electorate a County Home Rule Charter be
referred to the Legislative Committee for study.
Mr. Chairman, I move the adoption of the foregoing resolution.

IN RE: PUBLIC HEARING ON A.B.M. SYSTEM
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
I would like to report to the County Board of Supervisors on the Public Hearing held on the
Antiballistic Missile System in this Auditorium on April 7, 1969. The purpose of this report is to
acquaint the members of this Board with the handling of this particular hearing and I would like to
file this as a formal objection. This is being done by Mr. Kasper and myself, as members of the
Planning, Zoning and Building Committee. We would like to object to the manner in which this hearing
was brought about and conducted for the following reasons:
1. The motion, at the Planning, Zoning and Building Committee meeting, contained a provision
that the hearing be approved by the entire Board of Supervisors before it was conducted. This was not
done. The Chairman of the Committee, Mr. Olson, announced the meeting at the end of a Board of Super-
visors meeting and did not obtain approval of the full Board as stipulated and as promised in the
Committee meeting.
2. No agenda was presented before or at the hearing. The Chairman made up an agenda for
himself and put ten objectors to the system at the top of the agenda, none of which were private citizens
of Oakland County. Four of these people were professional political people, all from the same party, and
used the hearing for a political sounding board, to the detriment of the citizens attending.
3. One of the supervisors on the hearing committee was interrupted the only time he attempted
to speak. He then asked to be heard at the end of the hearing and was told that he could be. The
Chairman then immediately forgot to let this supervisor speak as he had promised even though he had
strongly urged this member to attend this Public Hearing,
We are objecting because we feel that this so-called Public Hearing was not in keeping with
the dignity of the Oakland County Board of Supervisors, and was in fact, degrading to the members
present and the Board of Supervisors in general.
We feel that this public display points up the fact that public hearings must be approved by
the full Board and must be conducted only by the full Board for the best interest of the members of
the Board individually, and Board of Supervisors in general, as well as the citizens of Oakland County.

to the Local Affairs Committee to review a method of having regular, periodic Public Hearings on
all issues that confront the County and establish a procedure for Public Hearings.
