Meeting called to order by Chairman Charles B. Edwards ., Jr. at 10:40 A. M. in the County Center
Auditorium, 1200 North Telegraph Road, Pontiac, Michigan.
Invocation given by Alexander C. Perinoff.
Roll called.

Moved by O'Donoghue supported by Horton the minutes of the previous meeting be approved as
printed.
Moved by Houghten supported by Mathews approval or correction of the minutes be postponed
until the next meeting.
A sufficient majority having voted therefor, the motion carried.
Clerk read letter from John N. Doherty, West Bloomfield Township Supervisor, inviting the
members of the Board to attend the celebration on October 25, 1969 honoring Pamela Eldred, "Miss America
of 1970".
Clerk read letter from Carl W. O'Brien confirming his resignation as a member of the Special
Ad Hoc Road Committee. (Referred to Committee on Committees.)

IN RE: REPORT ON ESTABLISHING A FIXED MILLAGE
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
Your Equalization Committee wishes to report that it has received Miscellaneous Resolution #5183
referred by the Board of Supervisors, wherein is recommended that a study be made on the feasibility of
establishing a fixed millage for county operations.
After due consideration, your Equalization Committee has tabled referred Miscellaneous Resolution
,i5183 until such time that there is a firm indication from the State Legislature as to which direction
the proposed tax reform is going.
Mr. Chairman, on behalf of the Equalization Committee, I move that the foregoing report be
received and filed.

Mr. Szabo requested that the report be received and filed. There were no objections.
Moved by Mainland supported by Gabler that the Personnel Practices Committee report be taken
from the table.
A sufficient majority having voted therefor, the motion carried.
Moved by Mainland supported by Richardson that the compensation for elected officials, under
the heading "Recommended Salaries For Elected Officials", in the salaries budget, be adopted and approved
as follows:
Prosecuting Attorney (4 year term 1/1/69 to 12/31/72) Salary $26,000
Clerk-Register of Deeds (4 year term 1/1/69 to 12/31/72) Salary 521,000
Treasurer (4 year term 1/1/69 to 12/31/72) Salary 521,000
Drain Commissioner (4 year term 1/1/69 to 12/31/72) Salary $21,000
Sheriff (4 year term 1/1/69 to 12/31/72) Salary $21,000

Discussion followed relative to salaries for elected officials.
Moved by Grba supported by O'Brien that Mr. Brennan's remarks regarding salaries, be printed
in the minutes.

Mr. Brennan's remarks
"Mr. Chairman, I would rise to agree with what Supervisor Mainland has said. When we went
over these salaries, we attempted to view everybody in the same light, in regard to the market conditions
for their positions and in regard to the responsibilities they are requested to rule on or to handle.
I see no reason why elected officials should be treated any differently because they are, in effect,
hired by the people.
These are tour year terms we are talking about and what you would be asking these men to do,
at today's rate of increase of 8 to In, after four years, would be to put them 40% behind the market.
You are never going to get anybody qualified to run for positions if that is what they are facing. They
are already facing the insecurity of the job and then you are going to ask them to freeze their salary
when everybody else's and all prices are on the increase. It is my feeling that they, as well as the
appointed management people, salaried people and bargaining people should all he treated in the same light.
I would add that it is my view that an affirmative vote here today on these salaries pretty
well commits an affirmative vote on the rest of the budget because I think all must be treated equally.
We went through this with that idea in mind, that everything is relative. Any changes made would have
to be made across the board as far as I am concerned."

report be tabled until the next meeting.

IN RE: MARINE SAFETY PROGRAM
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Supervisors considers it necessary that a Marine Safety
Program be conducted by the Sheriff of Oakland County, and
WHEREAS Act 303 of the Public Acts of 1967, as amended, provides for state aid to counties
conducting a Marine Safety Program on a reimbursement basis of a SUM equal to 2/3rds of the County's
estimated authorized expenditures for the calendar year, but not to exceed 2/3rds of the County's
authorized expenditures actually incurred for the calendar year,
NOW THEREFORE BE IT RESOLVED that the County of Oakland hereby appropriates the sum of
$82,997.00 for personnel compensation, subsistence and marine program equipment costs for the calendar
year 1970 and that the State of Michigan Department of Natural Resources Boat and Water Safety Section
is hereby requested to authorize reimbursement to the County of S55,332.00, a sum equal to 2/3rds of
the County's estimated authorized expenditures for the calendar year 1970, but not to exceed 2/3rds of
the authorized expenditures actually incurred for such calendar year; such reimbursement to be paid
to the County subsequent to the close of the calendar year;
BE IT FURTHER RESOLVED that the County Treasurer is hereby authorized- and instructed to
establish a, restricted marine safety program account and to deposit therein all sums hereby appropriated
all of which is to be used solely for payment of salaries, subsistence and equipment costs of the
Marine Safety Program.
Mr. Chairman, on behalf of the Finance Committee., I move the adoption of the foregoing resolution.
