REPUBLICAN CAUCUS MINUTES
June 7, 2012
Meeting called to order by Republican Caucus Chairperson Shelley Taub at 8:40 a.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin,
Hoffman, Long, Matis, Middleton, Nuccio, Potts, River, Runestad, Scott, Taub, Weipert. (16) EXCUSED ABSENCE WITH NOTICE: (0)
Quorum present.
Moved by Gosselin supported by Matis the minutes of the May 17, 2012 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Republican Caucus discussed the Board Agenda.
Deb O’Hagan addressed the Caucus during public comment.
Caucus Chairperson Shelly Taub addressed the Caucus to introduce Jeremiah Mankopf and Mickey Blashfield from Michigan Governmental Strategies.
Jeremiah Mankopf and Mickey Blashfield from Michigan Governmental Strategies addressed the Caucus
to discuss Data and answer questions on Miscellaneous Resolution #12149 – Board of Commissioners Ballot Initiative for the Detroit/Windsor Bridge during public comment.
Caucus Chairperson Shelley Taub addressed the Caucus and stated that the Finance Committee has no
issues with the items on the Consent Agenda.
Commissioner Crawford addressed the Caucus and stated that the General Government Committee has no issues with the items on the Consent Agenda.
Commissioner Scott addressed the Caucus and stated that the Human Resources Committee has no
issues with the items on the Consent Agenda.
Commissioner Potts addressed the Caucus and stated that the Planning and Building Committee has no issues with the items on the Consent Agenda.

Commissioner Long addressed the Caucus regarding item b.: on the Regular Agenda a Report entitled Board of Commissioners – Appointment to the Oakland County Friend of the Court Citizens Advisory
Committee.

Commissioner Long addressed the Caucus regarding item c.: on the Regular Agenda, Miscellaneous Resolution #12149 – Board of Commissioners Ballot Initiative for the Detroit/Windsor Bridge.

Commissioner Long addressed the Caucus regarding General Government Committee items d. and
e.: on the Regular Agenda; Miscellaneous Resolution – Health and Human Services – Homeland Security Division – Termination of Fiduciary for 2009, 2010 and 2011 Homeland Security Grant Program
and Miscellaneous Resolution County Clerk/Register of Deeds – Elections Division – Agreement to Utilize the Services of the Oakland County Board of Canvassers by the Charter Township of White Lake; and
stated both items will be referred.
Commissioner Scott addressed the Caucus regarding Human Resources Committee item b.: on the Regular Agenda; Miscellaneous Resolution – Human Resources Department – Salary Administration
Plan 2nd Quarterly Report for FY 2012; and stated he will refer the item to the Finance Committee.
Commissioner Potts addressed the Caucus regarding Planning and Building Committee items d. and e.: on the Regular Agenda, Miscellaneous Resolution – Facilities Management/Parks and Recreation
Commission – Independence Oaks – Bierlein Lease; and Miscellaneous Resolution – Department of Facilities Management and the Water Resources Commissioner – Approval and Acceptance of Lease
Agreement with D’Anco Properties, LLC, for Use of Industrial Building and Storage Yard at 30750 W. 8 Mile Road, Farmington Hills, Michigan, and stated he will refer both items to the Finance Committee.
Commissioner Runestad addressed the Caucus regarding the Suspension list as follows:

f. Board of Commissioners – Intergovernmental Agreement Between Oakland County and the Rochester Hills Public Library for the Operations of the Library for the Visually and Physically
Impaired (Reason for Suspension Waiver of Rule III: Resolution was taken up by GG Committee immediately prior
to today’s meeting; and Waiver of Rule XII.C: the personnel and finance aspects of the resolution will be handled during the County Executive’s Recommended Budget process for Fiscal Years 2013 – 2015).

Library Director.

Commissioner Runestad addressed the Caucus regarding the Suspension list as follows:

a. Sheriff’s Office – Use of Lab Enhancement Funds for Equipment (Reason for Suspension Waiver of Rule III: Resolution was taken up by Public Services Committee
immediately prior to today’s meeting. (For referral to the Finance Committee)).
Jim VerPloeg, Administrative Director Program and Operation Analyst addressed the Caucus regarding Social Media training.

Commissioner Gingell addressed the Caucus regarding Miscellaneous Resolution – Board of Commissioners – Oakland County Art Institute Authority – Amendment to Article V; and stated that it will
be introduced under New and Miscellaneous Business at the Board meeting.
Discussion followed.
Commissioner Dwyer addressed the Caucus regarding Miscellaneous Resolution – Board of Commissioners – Support for Federal and State Legislation Criminalizing the Sale, Display for Sale,
and/or Possession of Synthetic Marijuana; and stated he will request suspension of the Board rules for immediate consideration.
Discussion followed.
Democratic Commissioner Dave Woodward addressed the Caucus and circulated a proposed
Miscellaneous Resolution entitled Board of Commissioners – Urging Emergency Order in Response to K2 and Related Substances.
Discussion followed with comment by Deputy County Executive Gerald Poisson.
Caucus Chairperson Shelley Taub addressed the Caucus regarding the department memo.
The Republican Caucus adjourned at 11:38 a.m. until June 21, 2012, at 8:30 a.m.
