Meeting called to order by County Clerk Lisa Brown at 5:40 p.m. in the Courthouse Auditorium, 1200 N.
Telegraph Road, Pontiac, Michigan.
Roll called.

Quorum present.
County Clerk Lisa Brown opened the evening with the introduction of the Honorable Judge Nanci Grant,
Chief Judge of the 6th Circuit Court who gave the invocation.
County Clerk Lisa Brown introduced the Oakland County Sheriff Honor Guard who posted the colors. The Oakland County Sheriff, Michael Bouchard who led the Pledge of Allegiance followed by the singing of
our National Anthem by Jonathan Givens.
County Clerk Lisa Brown addressed the Board to introduced Commissioner Hatchett.
Commissioner Hatchett addressed the Board to present a Certificate of Appreciation honoring Jonathan Givens for dedicating his time and talent to help make the 2013 Oakland County Board of Commissioners
Inauguration Ceremony a memorable occasion.
Moved by Long supported by Taub the minutes of the December 13, 2012 Board Meeting be approved.
A sufficient majority having voted in favor, the minutes were approved as printed.
County Clerk Lisa Brown addressed the Board as a “point of privilege” to allow any constituents present to introduce themselves.
Moved by Matis supported by Dwyer to approve and close the Journal for 2011 – 2012 Session and
adjourn the 2011 – 2012 Session Sine Die.

The 2013 – 2014 Session was called to order by County Clerk Lisa Brown.

Commissioners Taub and Scott escorted Commissioner Gershenson to the Chair. County Clerk Lisa Brown congratulated Commissioner Gershenson.
County Clerk Lisa Brown turned the gavel over to Temporary Chairperson Commissioner Gershenson
and assumed the Chair of the County Clerk of the Board.
Temporary Chairperson Gershenson opened the nominations for the Permanent Chairperson.
Moved by Taub supported by Spisz that Michael Gingell be nominated for Permanent Chairperson.
Commissioner Taub asked the nominations be closed and unanimous vote be cast.

present them with a proclamation for their 20th year Anniversary and to sing a few selections during the recess.
The Chairperson declared a recess at 6:40p.m. to allow the General Government Committee to meet.

MISCELLANEOUS RESOLUTION #13000
BY: General Government Committee, Christine Long, Chairperson IN RE: BOARD OF COMMISSIONERS – AMEND MR #05040 - PUBLICATION OF OAKLAND
COUNTY BOARD OF COMMISSIONERS’ APPOINTMENTS To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners is empowered under Public Act 139 of 1973 to
appoint members of a board, commission, or authority; and WHEREAS the Oakland County Board of Commissioners is responsible for making appointments to
numerous boards, committees and commissions; and WHEREAS MR #05040 was adopted establishing a publication and interview policy to seek candidates
for these appointments; and WHEREAS MR #05040 gave the General Government Committee the discretion to waive the publication
and interview requirements only in instances when considering the re-appointment of an individual, who was previously interviewed and appointed, to fill an unexpired portion of a term in which the time
remaining in that unexpired term is less than one (1) year but did not provide the Committee with the same discretion for any other circumstance; and
WHEREAS there are times when circumstances require appointments be made in a more expedient manner.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners hereby amends Miscellaneous Resolution #05040 to allow the General Government Committee the discretion to waive the above-cited
publication and interview requirements for any appointment as the Committee determines necessary. BE IT FURTHER RESOLVED that the Board Rules be amended to incorporate this resolution.

AUTHORITY BOARD To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen: WHEREAS a vacancy exists on the Huron Clinton Metroparks Authority Board for the six-year term that
expires May 15, 2018; and WHEREAS it is being recommended that Jaye Quadrozzi be appointed to the Huron Clinton Metroparks
Authority Board for the six-year term that expires May 15, 2018. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners, hereby
appoints Jaye Quadrozzi Huron Clinton Metroparks Authority Board for the six-year term that expires May 15, 2018.
