April 17, 2013
Meeting called to order by Republican Caucus Chairperson Shelley Taub at 5:36 p.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.

REPUBLICAN COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin, Hoffman, Long, Matis, Middleton, Runestad, Scott, Spisz, Taub, Weipert. (14)

Quorum present.
Moved by Spisz supported by Hoffman the minutes of the March 21, 2013 Republican Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Judy Cunningham,
Corporation Counsel.
Judy Cunningham, Corporation Counsel addressed the Caucus regarding Corporation Counsel’s legal opinion about Oakland County collecting taxes for the City of Pontiac.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Jim Thienel, Chairman
of the Oakland County Republican Party.
Jim Thienel, Chairman of the Oakland County Republican Party addressed the Caucus to give a presentation entitled “Proposed Bylaws to be Adopted at the Oakland County Republican Party Executive
Committee Meeting of April 18, 2013.”
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Scott.
Commissioner Scott addressed the Caucus regarding Lincoln Day full page ad and stated he will need to collect $29.00 from all of the republican Commissioners.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Gerald Poisson,
Deputy County Executive and Robert Daddow, Deputy County Executive.
Gerald Poisson, Deputy County Executive and Robert Daddow, Deputy County Executive addressed the Caucus regarding the Oakland County Budget Projections for FY2013 – FY2017 (Final Framework
Report).

Laurie Van Pelt, Director, Management and Budget addressed the Caucus regarding public health money and statewide cuts.

Gerald Poisson, Deputy County Executive addressed the Caucus and stated the Department of
Management and Budget has financial teams watching the budget.

Commissioner Gingell addressed the Caucus regarding money coming in for the budget and warned the Caucus to not misread Budget facts.

FY2013 – FY2017 (Final Framework Report).

Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Mark Newman, the new Oakland County Public Services Director.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Kieth Lerminiaux, the
new Corporation Counsel Representative.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Gingell.
Commissioner Gingell addressed the Caucus regarding Miscellaneous Resolution #13057 entitled Board of Commissioners – Transparency Policy for the Oakland County Pet Adoption Center; and
Miscellaneous Resolution #13058 entitled Board of Commissioners – Support of the Oakland County Pet Adoption Center as a “No Kill” Animal Shelter; and Miscellaneous Resolution #13059 entitled Board of
Commissioners – Adoption Policy Reform of the Oakland County Pet Adoption Center and stated the resolutions must go through the committee process.

Gerald Poisson, Deputy County Executive addressed the Caucus and stated the Executive
Administration’s resources will be focused on Children’s Village, Crime Victims, and the Oakland County DNA lab before they can consider the “No Kill” resolutions.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Dwyer.
Commissioner Dwyer addressed the Caucus regarding the next Gun Violence meeting that will be held
on April 23, 2013 at 11:30 a.m. in Committee Room A.

Commissioner Middleton addressed the Caucus regarding the McLaren Health Care bill.

Gregory lane, Sr. Vice President/CAO McLaren Health Care addressed the Caucus regarding the construction of McLaren hospital in Clarkston and the revitalization of the Pontiac facility.

Commissioner Middleton addressed the Caucus regarding the McLaren Health Care resolution.

McLaren Oakland, and Jeremiah Malcolf, McLaren MGS addressed the Caucus regarding the Certificate of Need Committee.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Gingell.
Commissioner Gingell addressed the Caucus regarding the McLaren Health Care Bill and stated there
was a lot of information and misinformation regarding the Bill and the Board will need to assess all points of McLaren.
Gregory Lane, Sr. Vice President/CAO McLaren Health Care addressed the Caucus regarding the
McLaren Health Care Bill and stated McLaren provided all the information it could for the Board of Commissioners.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner
Middleton.
Commissioner Middleton addressed the Caucus regarding the McLaren Health Care Bill and introduced Matthew Gibb, Deputy County Executive.
Matthew Gibb, Deputy County Executive addressed the Caucus regarding the McLaren Health Care Bill.

and stated L. Brooks Patterson, County Executive, is in favor of the project.

bang their gavel to signify the beginning and ending of a meeting as they are being recorded.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Crawford.
Commissioner Crawford addressed the Caucus regarding the Southeast Michigan Council of
Governments’ “Percent of Population Age 60 and Older, By Community, 2030” Report.
Republican Caucus Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Gingell.
Commissioner Gingell addressed the Caucus regarding Youth In Government Day on April 22, 2013 and stated that Julia Ruffin, Board of Commissioners Community Liaison is coordinating the event.
The members of the Republican Caucus discussed the Board Agenda.
Commissioner Middleton addressed the Caucus and stated that the Finance Committee has no issues
with the items on the Consent Agenda.
Commissioner Long addressed the Caucus and stated the General Government Committee has no issues with the items on the Consent Agenda.
Commissioner Scott addressed the Caucus and stated that the Human Resources Committee has an
item on the suspension list (item not on Board Agenda) item a.: entitled Health and Human Services Department/Health Division – Increase Pay Rate of Chief – Health Division Medical Services
Classification. (Waiver of Rule III – Resolution was taken up by Human Resources Committee immediately prior to today’s meeting. (Fiscal Note was taken up by Finance Committee on April 11.))
Commissioner Runestad addressed the Caucus and stated the Planning and Building Committee has no
issues with the items on the Consent Agenda.
Commissioner Dwyer addressed the Caucus and stated the Public Services Committee has no issues with the items on the Consent Agenda.
Commissioner Middleton addressed the Caucus and stated the Finance Committee has no issues with
the items on the Regular Agenda.
Commissioner Long addressed the Caucus and stated the General Government Committee has no issues with the items on the Regular Agenda.
Commissioner Scott addressed the Caucus and stated the Human Resources Committee has no issues
with the items on the Regular Agenda.
Commissioner Runestad addressed the Caucus and stated the Planning and Building Committee has no issues with the items on the Regular Agenda.
Commissioner Dwyer addressed the Caucus and stated that the Public Services Committee has an item
on the suspension list (item not on Board Agenda) item c.: entitled Public Services Department – Medical Examiner’s Office Position Deletion and Creation. (Waiver of Rule III – Resolution was taken up by Public
Services Committee at its regular April 9, 2013 meeting, but was inadvertently left off the April 17, 2013 Board Agenda. A motion will be made to amend the Board Agenda to add the item to the Regular Agenda
for referral to the Human Resources and Finance Committees).
Commissioner Gingell addressed the Board regarding the appointments to the Zoological Authority Board and Women’s Advisory Board.

Commissioner Runestad addressed the Caucus regarding the Victims Services Award Proclamation done
in recognition of National Crime Victims Week.
Republican Caucus Chairperson Shelley Taub addressed the Caucus regarding the Economic Development Luncheon.
Commissioner Scott addressed the Caucus regarding the Lincoln Day Dinner and the $29.00 needed for
the Republican Commissioners’ advertisement.
Commissioner Hoffman addressed the Caucus regarding Youth In Government Day and thanked Jim VerPloeg, Administrative Director Program & Operations Analyst, and Julia Ruffin, Board of
Commissioners Community Liaison.
The Republican Caucus adjourned at 8:05 p.m. until May 9, 2013, at 9:30 a.m.
