Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin, Long, Matis, Middleton, Scott, Spisz, Taub, Weipert. (12) EXCUSED ABSENCE WITH NOTICE: Hoffman, Runestad. (2) Quorum present. Moved by Dwyer supported by Long the minutes of the June 11, 2014 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. No one addressed the Caucus during Public Comment. The members of the Caucus discussed the Board Agenda. Chairperson Shelley Taub addressed the Caucus regarding the Planning and Building Committee items on the Regular agenda. Commissioner Gosselin, Vice-Chair of the Planning and Building Committee addressed the Caucus and stated that he will address the items during the Board meeting. Caucus Chairperson Shelley Taub addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled Board of Commissioners – Support of Proposition 1 on the August 5, 2014 Ballot to Repeal and Replace the Michigan Personal Property Tax; and stated that Commissioner Mattie Hatchett will introduce it and request to Suspend the Board Rules for immediate consideration during the Board meeting. Discussion followed. Caucus Chairperson Shelley Taub addressed the Caucus to introduce two proposed Miscellaneous Resolutions entitled Board of Commissioners – Initiate Property Assessed Clean Energy (PACE) Program Countywide to Assist Oakland County Businesses and Green Investment; and Miscellaneous Resolution Board of Commissioners – Support for Senate Bill 2432 – Bank on Students Emergency Loan Refinancing Act; and stated that Commissioner Dave Woodward will be introducing them during the Board meeting. Commissioner Spisz addressed the Caucus regarding the Michigan Association of Counties (MAC) and National Associations of Counties (NACo) meeting that he attended and stated that Oakland County received eleven awards. Chairperson Shelley Taub addressed the Caucus to introduce Phil Bertolini, Deputy County Executive. 316 Republican Caucus Minutes Continued. July 16, 2014 Phil Bertolini, Deputy County Executive addressed the Caucus regarding the launch of Cyber Security Assessment for Everyone (CSAFE) and stated that it will be launched with the G2G Clouds Solutions marketplace and thanked the Commissioners for their support. Discussion followed. Commissioner Middleton addressed the Caucus regarding Planning and Building item a: entitled Miscellaneous Resolution #14139 – Water Resources Commissioner – Resolution to Authorize City of Pontiac 2014 Water Supply System Improvements Contract and City of Pontiac Water Supply System Improvements Bonds, Series 2014. Discussion followed. Gerald Poisson, Deputy County Executive addressed the Caucus regarding Water Resources and to give an update on the City of Detroit’s bankruptcy proceedings. Discussion followed. Caucus Chairperson Shelley Taub addressed the Caucus to announce the Campaign Finance close of books for the current reporting period will be on July 20, 2014. She also stated that the reports will be due on July 25, 2014. Commissioner Spisz addressed the Caucus to introduce a proposed Miscellaneous Resolutions entitled Board of Commissioners – Tri-Party Road Improvement Program Fiscal Year 2014 Appropriation – Charter Township of Highland – Clyde Road, Gravel Road Paving – Project No. 50181 and stated that he will be referring the item to the Finance Committee. Caucus Chairperson Shelley Taub addressed the Caucus to announce that a special Planning and Building Committee meeting will be held at 6:45 p.m. and that the General Government Committee meeting scheduled for Monday July 21, 2014 has been cancelled.
