Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Bosnic, Crawford, Dwyer, Gingell, Gosselin, Long, Matis, Middleton, Runestad, Scott, Spisz, Taub, Weipert. (13) EXCUSED ABSENCE WITH NOTICE: Hoffman. (1) Quorum present. Moved by Middleton supported by Spisz the minutes of the November 19, 2014 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. Chairperson Shelley Taub addressed the Caucus to introduce Julia Ruffin, Board of Commissioners Liaison. Julia Ruffin, Board of Commissioners Community Liaison, addressed the Caucus regarding the 2015 Board of Commissioners Inauguration, and stated that the invitations will be sent electronically. The members of the Caucus discussed the Board Agenda. Chairperson Shelley Taub addressed the Caucus regarding Public Services Committee item e.: Miscellaneous Resolution #14279 - Sheriff’s Office – Position Changes – OCCMHA Reimbursement for Jail Alliance with Support (JAWS) Program; and stated that she will amend the Agenda to add it to the Regular Agenda. She also stated there will be an amendment offered during the Board meeting. Commissioner Middleton will offer the amendment. Chairperson Shelley Taub addressed the Caucus regarding MR #14287 – Board of Commissioners – Approval and Submission of Amendment #1 – Articles of Incorporation of the Great Lakes Water Authority. Discussion followed. Chairperson Shelley Taub addressed the Caucus to introduce Bob Daddow, Deputy County Executive. Bob Daddow, Deputy County Executive, addressed the Caucus regarding MR #14287 – Board of Commissioners – Approval and Submission of Amendment #1 – Articles of Incorporation of the Great Lakes Water Authority to discuss the appointment process. December 11, 2014 Commissioner Crawford addressed the Caucus regarding MR #14287 – Board of Commissioners – Approval and Submission of Amendment #1 – Articles of Incorporation of the Great Lakes Water Authority; and stated that she opposed the amendment because it would delay the appointment process. Discussion followed. Commissioner Runestad addressed the Caucus regarding MR #14287 – Board of Commissioners – Approval and Submission of Amendment #1 – Articles of Incorporation of the Great Lakes Water Authority and stated that he supports the County Executive, L. Brooks Patterson’s, decision but will support the proposed amendment so that the Board has a voice in appointments. Commissioner Gingell addressed the Caucus regarding General Government Committee item d.: entitled Board of Commissioners – Position Changes and Reorganization. Nancy Scarlet, Human Resources Director, addressed the Caucus regarding General Government Committee item d.: entitled Board of Commissioners – Position Changes and Reorganization. Discussion followed. Commissioner Spisz addressed the Caucus regarding Human Resources Committee item b.: entitled Board of Commissioners – Annual Stipend Allowance for Board Leadership and inquired how the percentages were determined. Commissioners Bosnic, Gingell and Gosselin also spoke on the item. Commissioner Gosselin, ViceChair of Planning and Building Committee, addressed the Caucus regarding Planning and Building Committee item c.: entitled Animal Control (AC)/Facilities Planning & Engineering (FPE) – Animal Control Building Security Enhancement Project; and discussed its importance for the safety of personnel. Discussion followed. Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Helaine Zack. Commissioner Helaine Zack addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled Board of Commissioners – Support of House Bill 5095 Amending State Laws Governing Large Scale Animal Breeding and Holding Facilities and stated that she will be requesting suspension of the Board Rules for immediate consideration because of the time sensitive nature of the House Bill. Commissioner Spisz addressed the Caucus regarding MR #14257 – Board of Commissioners – Support of Senate Bills 117 and 118 “The Puppy Protection Act” and requested the item be taken off the Agenda under Special Order of Business, because Commissioner Helaine Zack no longer intends to discharge it. Chairperson Shelley Taub addressed the Caucus and stated that Commissioner Helaine Zack will make a motion to discharge MR #14258 – Board of Commissioners – Opposition to DTE Residential Rate Increases and Costs Allocation Plan Proposed before Michigan Public Service Commission and Improve Public Notification. Discussion followed. Chairperson Shelley Taub addressed the Caucus and stated that Commissioner Dave Woodward will introduce a proposed Miscellaneous Resolution entitled Board of Commissioners – Opposition to House Bill 5977 Prohibiting Local Government’s Ability to Enact Community Compensation and Benefits Ordinances. Chairperson Shelley Taub addressed the Caucus regarding a Legislative Analysis Memo for House Bill 5977. 664 Republican Caucus Minutes Continued. December 11, 2014 Discussion followed. Commissioner Gingell addressed the Caucus regarding MR #14258 – Board of Commissioners – Opposition to DTE Residential Rate Increases and Costs Allocation Plan Proposed Before Michigan Public Service Commission and Improve Public Notification Discussion followed. Commissioner Gosselin recognized Commissioners who will not be returning to the Board in 2015. Discussion followed. Commissioner Crawford addressed the Caucus regarding her time on the Board and offered a parting gift of tissues. Commissioner Matis addressed the Caucus to take a personal privilege to acknowledge Arleen and Jerry Allen. Commissioner Matis addressed the Caucus to announce Commissioner Mattie Hatchett’s Retirement Reception. Chairperson Shelley Taub addressed the Caucus and stated that the Board of Commissioners Inauguration and Swearing in Ceremony will be on January 14, 2015 at 5:30 p.m. Chairperson Shelley Taub addressed the Board to introduce Newly Elected Commissioner Wade Flemming.
