REPUBLICAN CAUCUS MINUTES
March 18, 2015
Meeting called to order by Caucus Chairperson Shelley Taub at 6:05 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Crawford, Dwyer, Fleming, Gingell, Gosselin, Hoffman, Kowall,
Long, Matis, Middleton, Scott, Taub, Weipert. (13) EXCUSED ABSENCE WITH NOTICE: Spisz. (1)
Quorum present.
Chairperson Shelley Taub addressed the Caucus to introduce Mark Newman, Director of Public Services.
Mark Newman, Director of Public Services, addressed the Caucus regarding Community Connection in the Department of Corrections looking for clothing donations and gave an update on Animal Control.
Discussion followed.
Moved by Crawford supported by Fleming the minutes of the February 18, 2015 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Shelley Taub addressed the Caucus and stated that the Agenda will be amended to remove
the second Proclamation entitled – Lon Shook, Michigan State Housing Development Authority Housing Counselor of the Year – Commissioners Mike Gingell and Shelley Taub during the Board meeting.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Kowall.
Commissioner Kowall addressed the Caucus regarding Planning and Building item a.: entitled MR
#15050 – Board of Commissioners – Initiate Property Assessed Clean Energy (PACE) Program Countywide to Assist Oakland County Business and Green on the Consent Agenda.
Discussion followed.
Chairperson Shelley Taub addressed the Caucus regarding Planning and Building item a.: entitled MR
#15050 – Board of Commissioners – Initiate Property Assessed Clean Energy (PACE) Program Countywide to Assist Oakland County Businesses and Green Investment and suggested amending the
Agenda and moving this item off the Consent Agenda to the Regular Agenda and refer it to the Finance Committee.

Commissioner Middleton addressed the Caucus regarding Finance Committee item a.: entitled MR #15052 – Amendment to Fiscal Year 2015 General Appropriations Act and 2015 County General
Property Tax Rates – Millage Reduction on the Regular Agenda.
Gerald Poisson, Deputy County Executive and Bob Daddow, Deputy County Executive addressed the Commissioners and asked for their continued support on MR #15052.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Long.
Commissioner Long addressed the Caucus regarding General Government Committee item c.: entitled
Board of Commissioners – Appointment to the Parks and Recreation Commission on the Regular Agenda.
Discussion followed.
Commissioner Long addressed the Caucus regarding General Government Committee item d.: entitled
Board of Commissioners – Appointment to the Building Authority on the Regular Agenda.
Discussion followed.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Hoffman.
Commissioner Hoffman, Vice-Chair of the Human Resources Committee addressed the Caucus regarding Human Resources Committee item a.: entitled Human Resources Department – Salary
Administration Plan 2nd Quarterly Report for FY 2015 on the Regular Agenda and stated that it will be referred to the Finance Committee.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Weipert.
Commissioner Weipert addressed the Caucus and stated that he has no issues with the items on the
Planning and Building Committee. He also stated that he will be setting a Public Hearing for April 2, 2015, at 9:40 a.m. on the Planning and Economic Development Services Division Resolution Approving the
Issuance of Refunding Bonds (Marian High School, Inc. Project) – Bloomfield Township.
Commissioner Dwyer addressed the Caucus and stated that there were no issues with the Public Services Committee.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Crawford.
Commissioner Crawford addressed the Caucus regarding a Legislative Committee representing Oakland
County he attended alongside with other Commissioners and State Legislators from Oakland County.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Long.
Commissioner Long addressed the Caucus regarding Oakland County Community Mental Health Authority Appointments.

Commissioner Middleton addressed the Caucus regarding a proposed Miscellaneous Resolution Commissioner Helaine Zack will be introducing during the Board meeting under New and Misc entitled
Board of Commissioners – Prohibition of Nepotism in Appointments to Boards and Commissions.
Discussion followed. Chairperson Shelley Taub addressed the Caucus regarding the Flower Fund.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Weipert.
Commissioner Weipert addressed the Caucus regarding the conflict in scheduling of the Road
Commission meeting that he wasn’t able to attend.

Chairperson Shelley Taub addressed the Caucus regarding General Government Committee item a.: entitled MR #15001 – Board of Commissioners – Opposition to Proposed Federalization of
Waterways.

Chairperson Shelley Taub addressed the Caucus regarding April is Child Abuse Awareness & Prevention Month and circulated literature. She also stated there will be an event held on April 2, 2015 at 9:30 a.m. to
create a pinwheel garden at the County Complex for Care House.
The Caucus adjourned at 9:38 p.m. until April 2, 2015, at 8:30 a.m.
