REPUBLICAN CAUCUS MINUTES
May 6, 2015
Meeting called to order by Caucus Chairperson Shelley Taub at 6:06 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Crawford, Fleming, Gingell, Gosselin, Hoffman, Kowall, Long,
Matis, Middleton, Scott, Spisz, Taub, Weipert. (13) EXCUSED ABSENCE WITH NOTICE: Dwyer. (1)
Quorum present.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Matis.
Commissioner Matis addressed the Caucus and stated that Commissioner Dwyer will be absent with
excuse.
Chairperson Shelley Taub Addressed the Caucus and stated that she will amend the Agenda as follows: Proclamation: Foster Parents of the Year – Bessie and Lavern Burton, Angela and Scott
Munroe, Circle Of Light Award – Angela Hettinger, Ayana Knox-Potts, Presenters – Commissioner Shelley Taub, Judge Joan Young and Kathleen Trott.
Chairperson Shelley Taub addressed the Caucus regarding Kathy Williams, Housing Counsel &
Homeless Services Supervisor and Lon Shook, Senior Community and Home Improvement Specialist receiving an award.
The members of the Caucus discussed the Board Agenda.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Middleton.
Commissioner Middleton addressed the Caucus regarding Finance Committee items c.: entitled Board of
Commissioners – Participation in the City of Auburn Hills Downtown Development Authority; and d.: entitled Board of Commissioners – Establish an End Date for County Participation in the City of
Auburn Hills Tax Increment Financing Authority.
Discussion followed.
Commissioner Gingell addressed the Caucus to introduce Tom Tanghe, City Manager, City of Auburn Hills and Samantha Mariuz, Management Assistant, City of Auburn Hills.

Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Weipert.
Commissioner Weipert addressed the Caucus regarding Planning and Building Committee item d.: entitled Water Resources Commissioner – Resolution to Authorize Oakland County City of Pontiac
Water Supply System Bonds and stated that he will refer it to the Finance Committee.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Spisz, Vice-Chair of Public Services Committee.
Commissioner Spisz, Vice-Chair of Public Services Committee addressed the Caucus and stated that
there were no issues with the Public Services Committee items on the Consent Agenda.
Chairperson Shelley Taub addressed the Caucus to introduce Pat Coates, Admin CLEMIS.
Pat Coates, Admin CLEMIS, addressed the Caucus regarding Finance Committee item j.: entitled Establishment of Oakland County 9-1-1 Charge Rate (Formerly Telephone Operating Surcharge) for the
Period of July 1, 2015 to June 30, 2016.
No one addressed the Caucus during Public Comment.
Moved by Spisz supported by Kowall the minutes of the April 23, 2015 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.

Bob Daddow, Deputy County Executive, addressed the Caucus regarding Finance Committee item j.: entitled Establishment of Oakland County 9-1-1 Charge Rate (Formerly Telephone Operating
Surcharge) for the Period of July 1, 2015 to June 30, 2016; to give a breakdown of Funds for 9-1-1 Service fees.
Discussion followed.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Matis.
Commissioner Matis addressed the Caucus to introduce two proposed Miscellaneous Resolutions on
behalf of Commissioner Dwyer entitled Board of Commissioners – Recognition of National Law Enforcement Officer Week – May 10 – 16, 2015; and Board of Commissioners – Recognition of National
Correctional Officers’ Week May 3 – 9, 2015. He also stated that he would request suspending the rules for immediate consideration.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Spisz.
Commissioner Spisz addressed the Caucus to introduce two proposed Miscellaneous Resolutions
entitled Board of Commissioners Increased Support of Local Road Projects with Improvements in the Tri-Party Road Improvement Program; and Board of Commissioners – Parental Right to Know the Number of
Students Receiving Immunization Waivers by School Building and Child Care Facility.
Chairperson Shelley Taub addressed the Caucus to introduce George Miller, Director of Health & Human Services.
George Miller, Director of Health & Human Services addressed the Caucus regarding the students sent
home from Lake Orion Schools because of an incident of the chicken pox.

Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Gingell.
Commissioner Gingell addressed the Caucus and stated that he will appoint 3 Appointees to the Zoological Authority Board as follows:

Valerie Knol Ernest Essad Larry Obrecht Alex Cooper
Commissioner Gingell addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled
Board of Commissioners Road Commission for Oakland County – Appropriation of One-Time Funding for Purchase of Capital Assets. He also stated that he will refer it to the Finance Committee.

Chairperson Shelley Taub addressed the Caucus regarding amending the Agenda and adding the
suspension list item as follows: ITEM NOT ON BOARD AGENDA GENERAL GOVERNMENT COMMITTEE e.: Department of Health and Human Services/Health Division – Oakland University, REACH
Grant Acceptance.
Reasons for Suspension: Waiver of Rule III: Resolution was taken up by the Human Resources Committee immediately prior to today’s meeting. (Resolution was taken up by the General Government
Committee on 4/27/15 and Fiscal Note was taken up by Finance on 04/30/15).
The Caucus adjourned at 8:34 p.m. until May 21, 2015, at 8:30 a.m.
