Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Crawford, Dwyer, Fleming, Gingell, Gosselin, Hoffman, Kowall, Long, Middleton, Scott, Spisz, Taub, Weipert. (13) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. Kim Russell of the Rochester City Council addressed the Caucus regarding the submission of her application in consideration for appointment to the position on the Board of Commissioners left vacant by the resignation of Commissioner Matis. Moved by Middleton supported by Kowall the minutes of the October 7, 2015 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. Moved by Fleming supported by Dwyer the minutes of the October 22, 2015 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Middleton addressed the Caucus regarding Finance Committee item f. Facilities Management/Facilities Management Administration – Resolution Assigning all of Oakland County’s Qualified Energy Conservation Bonds Allocation to the State of Michigan. Discussion followed. Commissioner Long addressed the Caucus regarding General Government Committee item b. Department of Health and Human Services/Health Division - Amendment #8 to the Interlocal Agreement Between the County of Oakland and the Oakland County Community Mental Health Authority and item c. entitled Board of Commissioners – Building Authority Appointment. Discussion followed. Commissioner Gingell addressed the Caucus regarding the resignation of Commissioner Matis and the formation of a committee to review applications and interview candidates for appointment to that position. Commissioner Taub addressed the Caucus to inform them that the Oakland County Executive Christmas Party will be held December 4th. Republican Caucus Minutes Continued. November 12, 2015 649 Commissioner Taub then addressed the Caucus regarding Suspension of the Board Rules List and Agenda Changes for Board of Commissioners’ Meeting of November 12, 2015. Rule XIIC will be waived to include a Fiscal Note to General Government Committee item b. entitled Department of Health and Human Services/Health Division – Amendment #8 to the Interlocal Agreement Between the County of Oakland and the Oakland County Community Mental Health Authority. Commissioner Middleton addressed the Caucus regarding the Detroit Zoo financials. Commissioner Gingell addressed the Caucus to thank them for contributing toward staff gifts and to let them know the staff party will be held on December 11th. The Commissioner also addressed the Caucus regarding setting a Special Board Meeting on December 2nd to appoint the new Commissioner to replace Jeff Matis and Board of Commissioners Vice Chairperson. Commissioner Taub introduced Joseph Valentine, City Manager, City of Birmingham. Mr. Valentine addressed the Caucus about building a parking structure in the City of Birmingham. Discussion followed.
