Meeting called to order by Chairperson Michael Gingell at 6:08 p.m. in the Courthouse Auditorium, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
PRESENT: Bowman, Crawford, Fleming, Gershenson, Gingell, Gosselin, Hoffman, Jackson,
Kowall, Long, McGillivray, Middleton, Scott, Spisz, Taub, Weipert, Woodward, Zack. (18) EXCUSED ABSENCE WITH NOTICE: Dwyer, Quarles. (2)
Quorum present.
Invocation given by Marcia Gershenson.
Pledge of Allegiance to the Flag.
Moved by Spisz supported by McGillivray the minutes of the November 12, 2015 Board Meeting be
approved.
A sufficient majority having voted in favor, the minutes were approved as printed.
Moved by Taub supported by Woodward the agenda, be amended as follows:
Move Special Order of Business item a.: entitled Appointment of Vice Chair before Reports of Standing Committees.
Move Special Order of Business item b.: entitled Appointment of County Commissioner to
Vacancy for District 15 before Reports of Standing Committees.
Vote on Agenda, as amended: AYES: Crawford, Fleming, Gershenson, Gingell, Gosselin, Hoffman, Jackson, Kowall, Long,

Chairperson Michael Gingell opened the nominations for Vice Chairperson.
Moved by Kowall supported by Scott and Woodward that Michael Spisz be nominated for Vice
Chairperson.

A sufficient majority having voted in favor, Michael Spisz was elected Vice Chairperson.
Chairperson Michael Gingell congratulated Commissioner Spisz.
Chairperson Michael Gingell opened the nominations for Appointment of County Commissioner to
Vacancy for District 15.
Moved by Taub supported by Scott the appointment of Adam Kochenderfer to County Commission District 15 until December 31, 2016 be confirmed.
Discussion followed.

Moved by Long, supported by Bowman the General Government Committee Report be accepted.
A sufficient majority having voted in favor, the report was accepted.
Chairperson Gingell offered an Amendment modifying the report to substitute newly appointed Commissioner Kochenderfer for the OPEN (Appointee) on the General Government and Human
Resources Committees, and substitute Commissioner Spisz for Board Vice Chairperson – Open on the Board of Commissioners Standing Committee – 2016.
Moved by Long supported by Bowman the report be modified as follows:
On the General Government Committee Report – Board of Commissioners – 2016 Standing Committee Assignments, substitute Kochenderfer for OPEN (Appointee) on the General
Government Committee, and the Human Resources Committee.

A sufficient majority having voted in favor, the appointment of Commissioner Kowall to the Airport
Committee for the remainder of the two-year term ending December 31, 2016 was confirmed.
There were no items to report on the agenda for the Human Resources Committee.
There were no items to report on the agenda for the Planning and Building Committee.
There were no items to report on the agenda for the Public Services Committee.
Commissioner Woodward addressed the Board to give notice of intent to discharge MR #14286, entitled Board of Commissioners – Opposition to House Bill 5953 Modifying the Scheduled Elective Term of
Office of the Oakland County Executive at the next Regular Board Meeting on December 9, 2015.
Chairperson Gingell addressed the board and stated that the deadline for submitting nominations to the Oakland County Executive’s Elite 40 under 40, Class of 2016 program has been extended to December
9, 2015 at 5:00 p.m. He also addressed the Board to inform them that Judge Matis’ investiture would be held in the Commissioner’s Auditorium on December 18, 2015 at 4:00 p.m.
The Board adjourned at 6:25 p.m. to the call of the Chair or December 9, 2015, at 7:00 p.m.
