REPUBLICAN CAUCUS MINUTES
January 20, 2016
Meeting called to order by Caucus Chairperson Shelley Taub at 6:04 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Crawford, Dwyer, Fleming, Gingell, Gosselin, Hoffman,
Kochenderfer, Kowall, Long, Middleton, Scott, Spisz, Taub, Weipert. (14) EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Weipert supported by Scott the minutes of the December 9, 2015 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Weipert addressed the Caucus regarding Planning and Building Committee, item
a.: Economic Development and Community Affairs – Resolution Approving the Provision of a Brownfield Plan for the 2100 South Opdyke – City of Pontiac Project; and requested that the resolution be moved
from the Regular Agenda to the Consent Agenda.
Discussion followed.
Chairperson Shelley Taub addressed the Caucus regarding the Flower Fund and circulated an envelope for contributions.
Chairperson Shelley Taub addressed the Caucus regarding two proposed Miscellaneous Resolutions
entitled Board of Commissioners – Designation of January 2016 as Human Trafficking Awareness Month in Oakland County; and Board of Commissioners – Stepping Up: A National Initiative to Reduce the
Number of People with Mental Illnesses in Jails. She also stated that she would request Suspension of the Board Rules for Immediate Consideration on these resolutions under New and Miscellaneous
Business.
Chairperson Shelley Taub addressed the Caucus to introduce Commissioner Bowman. Commissioner Bowman addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled Board of
Commissioners – Designation of February 2016 as African American History Month in Oakland County, and stated he will refer it to the General Government Committee.

Commissioner Gingell addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled Board of Commissioners – Partnership with Oakland Schools and Defeat the Label to Provide Anti-
Bullying Training for Middle School Students, and stated he will refer it to the Finance Committee.
Chairperson Shelley Taub addressed the Caucus regarding a proposed Miscellaneous Resolution entitled Board of Commissioners - Support for the First Amendment Rights of Local Government Officials and Call
for Legislation Amending PA 269 of 2015; and stated that it will be referred to the General Government Committee.
Discussion followed.
Commissioner Fleming addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled
Board of Commissioners – Support of the Hardest Hit Fund (HHT) Program Step Forward Michigan Homeowner Program; and stated he will refer it to the General Government Committee.
Discussion followed.
Keith Lerminiaux, Corporation Counsel and Gerald Poisson, Deputy County Executive addressed the
Caucus regarding changes to Section 57 in PA 269 of 2015.
Discussion followed.
Chairperson Shelley Taub and Oakland County Deputy Clerk – Register of Deeds, Sheila Cummings addressed the Caucus regarding Campaign Finance reporting changes.
Commissioner Gingell and George Miller, Director, Health and Human Services addressed the Caucus
regarding the scheduled facility tour of the OIHN (Oakland Integrated Healthcare Network) and the mission of the OIHN.
The Caucus adjourned at 7:45 p.m. until February 4, 2016 at 8:30 a.m.
