Meeting called to order by Vice-Chairperson Michael Spisz at 7:04 p.m. in the Courthouse Auditorium, 1200 N. Telegraph Road, Pontiac, Michigan.

Vice-Chairperson Michael Spisz addressed the Board to introduce the Honorable Judge Joan Young and
Commissioners Taub and Quarles.
Honorable Judge Joan Young and Commissioners Taub and Quarles addressed the Board to present a Proclamation honoring Velma & Steve Lyons for demonstrating devotion and compassion towards the
foster children in their care, as well as empathy and support to the birth parents. They go out of their way to assist birth families kindly and appropriately, and represent the epitome of foster care’s purpose by
caring for a child until they can safely return home. They are incredibly loving and positive people. They are a tremendous asset to Oakland Family Services and a true blessing to the families they work with.
They were also presented with the Foster Parents of the Year Award.

Commissioners Taub and Bowman addressed the Board to present a Proclamation and the Circle of Light Award honoring Whitney Allgood who has a natural talent for making every child she works with feel
special and cared for. Her ability to anticipate the needs of children and families, and her commitment to making herself available to them, is truly invaluable. Her passion, enthusiasm and energy have created
opportunities for her clients to participate in activities and experiences they would not otherwise have had access to. The exceptional quality of Whitney’s work is known and respected by colleagues and clients
alike.
Commissioners Taub and Bowman addressed the Board to present a Proclamation and the Circle of Light Award honoring Jocelyn Cotter who has served as Family Preservation Program Aide at Oakland
Family Services for a year and during that time has consistently gone above and beyond the call of duty. She makes every effort to make both parents and children feel comfortable and respected. Jocelyn brings
a positive and compassionate attitude to everything she does. There are countless examples of her extraordinary kindness and willingness to advocate on behalf of others. She successfully facilitates both
main office and off-site parenting visits and has built an excellent rapport with all parties involved. Her passion for the important work she does is evident to all who know her.
Commissioners Taub and Middleton addressed the Board to present a Proclamation and the Circle of
Light Award honoring Susan Fellow who’s a Public Health Nurse and has worked at the Oakland County Health Division for 20 years, teaching expectant parent classes, visiting pregnant moms-to-be and new
moms and infants, as well as providing school services. In 2010, Susan began working as a Nurturing Parent Program Facilitator, teaching parenting skills, child development, and strategies to establish a
nurturing family.
Vice-Chairperson Michael Spisz addressed the Board to introduce Commissioners Bowman and Kochenderfer.
Commissioners Bowman and Kochenderfer addressed the Board and asked State Representative Tim
Greimel to join them in presenting a Proclamation honoring Oakland University Pontiac Initiative to the following members Deidre Waterman, Mayor, City of Pontiac, Patrice Waterman, City Council President,
City of Pontiac and staff; and George Hynd, Oakland University President and Staff.

Oakland County Deputy Clerk - Register of Deeds read a communication from L. Brooks Patterson, Oakland County Executive reappointing Gerald D. Poisson as his representative to the Job Evaluation
Review Panel for the two year term beginning January 1, 2017 and ending December 31, 2018; and reappointed Joellen Shortley as his (alternate) representative. Without objection the appointments were
confirmed.
Oakland County Deputy Clerk - Register of Deeds read a communication from Nanci J. Grant, Chief Judge, Sixth Judicial Circuit Court to advise that she appointed Kevin Oeffner to the Job Evaluation
Review Panel as the Courts’ representative; and Rebecca Schnelz as the Courts’ (alternate) representative for a two year term beginning January 1, 2017. Without objection the appointments were
confirmed.
Oakland County Deputy Clerk - Register of Deeds read a communication from the Elected Officials appointing Kimberly Noble, Office Supervisor, Clerk Legal Records Office as one of five (5) members to
serve on the Job Evaluation Review Panel for the term beginning January 1, 2017 and ending December 31, 2018; and Undersheriff Michael McCabe as (alternate). Without objection the appointments were
confirmed.

Oakland County Deputy Clerk - Register of Deeds read a communication from T. Edwin Norris, Clerk, City of Oak Park regarding Resolution in Support of the Road Commission for Oakland County’s 2017 Tri-
Party Program. Communication received and filed.

BY: Commissioner, Tom Middleton, Chairperson, Finance Committee IN RE: DEPARTMENT OF MANAGEMENT & BUDGET - 2017 EQUALIZATION REPORT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen: WHEREAS the staff of the Equalization Division of the Department of Management & Budget has
examined the assessment rolls of the several townships and cities within Oakland County to ascertain whether the real and personal property in the respective townships and cities has been equally and
uniformly assessed at 50% of true cash value; and WHEREAS the Finance Committee in accordance with Rule XI.A (7) of the Board of Commissioners
adopted on January 11, 2017, has reviewed the findings and recommendations of the Equalization Officer, acting as the Equalization Director, and conducted hearings to provide for local intervention into
the equalization process; and WHEREAS based on its findings, the Equalization Officer has presented to the Finance Committee the
recommended 2017 equalization value which adds to or deducts from the valuation of the property in the several townships and cities an amount as, in its judgement, will produce a sum which represents the true
cash value thereof; and WHEREAS the Equalization Factors listed on the attached report is the result of the foregoing process
and are for information purposes only. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners adopts the
2017 equalization and authorizes its certification by the Chairperson of the Board and further that it be entered on the County records and delivered to the appropriate official of the proper township or city.

MONTH IN OAKLAND COUNTY – APRIL 2017 To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen: WHEREAS the nation's 3,144 counties provide a variety of essential public services to communities
serving 324 million Americans; and WHEREAS county governments are vital in creating healthy, vibrant and safe communities across
America; and WHEREAS Counties have to overcome complex challenges, provide essential services to residents, save
taxpayers money and constantly do more with less; and WHEREAS the National Association of Counties President Bryan Desloge is celebrating the innovative
ideas, programs and initiatives of Counties across the country through his 2016-2017 “Brilliant Ideas at Work” presidential initiative; and
WHEREAS each year since 1991 the National Association of Counties has encouraged counties across the country to actively promote their own programs and services to the public they serve; and
WHEREAS Oakland County continues to generate innovative programs in technology, healthcare, life sciences and economic growth to enhance the safety and quality of life for its residents.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby proclaims the month of April 2017, as National County Government Month in Oakland County and
encourages all County officials, employees, schools and residents to participate in county government celebration activities.
BE IT FURTHER RESOLVED as part of the celebration of National County Government Month, the Oakland County Board of Commissioners will host the annual Youth in Government Day Program, in
which local high school students are invited to meet with their County Commissioner and learn about county government.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners welcomes the Youth in Government participants as they continue along their pathway to become our future leaders.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this adopted resolution to the Michigan Association of Counties and the National Association of Counties.

IN RE: BOARD OF COMMISSIONERS - DESIGNATION OF APRIL 24, 2017 AS ARMENIAN MARTYRS' DAY IN OAKLAND COUNTY
To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen:
WHEREAS in 1915, the leaders of the Young Turk Party of the Ottoman Empire undertook a brutal, genocidal campaign of hatred against the people of Armenian descent; and
WHEREAS leaders of the Armenian people, including writers, thinkers, and professionals were rounded up, deported, and killed in Constantinople or present-day Istanbul, Turkey; and
WHEREAS the horrific events that followed have been recognized by scholars, governments, and civil society all over the world as the Armenian Genocide of World War I, when from 1915 through 1923, the
Young Turk leadership of the Ottoman Empire orchestrated the persecution and death of approximately1.5 million of the 2.5 million Armenians then living in Anatolia or present-day Turkey; and
WHEREAS this tragedy must be recognized as an attempted genocide of the Armenian people that inspired the horrific acts of others; and
WHEREAS the survivors of this massacre were forced from their homeland and scattered around the world; and
WHEREAS more than 11,000 people of Armenian descent reside in Southeast Michigan and many call Oakland County home; and
WHEREAS included among these many Armenian citizens are refugees, direct descendants and relatives whose lives were touched by the genocide; and
WHEREAS April 24, 2017 has been designated by community and religious leaders as Armenian Martyr's Day, a day of Memorial observance; and
WHEREAS even as we confront the inhumanity of 1915, we also are inspired by the remarkable spirit, strength, tenacity and courage of the Armenian people and their contributions which have enriched our
communities , spurred our economy , and strengthened our democracy; and WHEREAS the Oakland County Board of Commissioners desires to join in this observance to
commemorate the victims of these crimes against humanity and express our desire that these horrors are never forgotten.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby declare April 24, 2017, and each subsequent anniversary, in perpetuity, to be Armenian Martyrs' Day in
Oakland County. BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this
adopted resolution to the Armenian Embassy in Washington, DC, St. John's Armenian Church of Southfield and the Armenian National Committee.

WHEREAS Congress and the President of the United States have designated May 15 as Peace Officers' Memorial Day, and the week in which May 15 falls as National Police week; and
WHEREAS this time is to pay special recognition to the fallen law enforcement officers who have lost their lives in the line of duty for the safety and protection of others; and
WHEREAS the men and women of the Oakland County Sheriff's Office and the following local law enforcement agencies in Oakland County:

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners call on all citizens of Oakland County and on all patriotic, civic and educational organizations to observe the week of
May 15 - 21, 2017 as Police Week with appropriate ceremonies and observances in which all people may join in commemorating law enforcement officers, past and present, who, by their faithful and loyal
devotion to their responsibilities, have rendered a dedicated service to their communities and, in so doing, have established for themselves an enviable and enduring reputation for preserving the rights and
security of all citizens.

BE IT FURTHER RESOLVED to call on all citizens of Oakland County to observe Monday, May 15, 2017 as Peace Officers' Memorial Day in honor of those law enforcement officers who, through their

To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen:
WHEREAS Asian and Pacific American Heritage Month is a national celebration during the month of May to recognize the tremendous contributions of Americans of Asian and Pacific Islander descent; and
WHEREAS according to the 2010 Census, the Asian population grew faster than any other race group in the United States between 2000 and 2010; and
WHEREAS the Asian and Pacific American population grew in the United States by 56% between 2000 and 2013; and
WHEREAS this growth trend continues, with the total Asian American population in the U.S. in 2014 at 20.3 million, reflecting a growth rate of 4.6% between 2013 and 2014; and
WHEREAS Asian and Pacific Americans have enriched our culture, excelling in many fields, including education, business, science, technology, government, sports, and the arts; and
WHEREAS countless Asian and Pacific Americans have answered the call to protect the cause of freedom by serving in our Armed Forces; and
WHEREAS Oakland County is home to the second largest Asian population in Michigan and nearly half of Asians in the tri-county area; and
WHEREAS the City of Troy is home to the largest number of Asians in the region, comprising almost 21% of the total population; and
WHEREAS the entrepreneurship and innovation of Asian and Pacific Americans have strengthened Oakland County's economy; and
WHEREAS Asian and Pacific Americans contribute greatly to the economic, social, cultural and civic life of Oakland County.

WEEK MAY 1-7, 2017 To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen: WHEREAS according to the U.S. Bureau of Justice Statistic's information published in September 2014,
at year end 2013, 1,574,700 inmates were housed in the nation's local jails; and WHEREAS the Oakland County Sheriff's Office Corrections Divisions housed a daily average of 1,507
inmates in 2016; and WHEREAS last year almost 20,000 persons were admitted into the Oakland County jail facilities including
juveniles, mentally ill, persons awaiting trial, persons pending arraignment, protective custody cases, infirm, persons awaiting transfer to State, Federal or other jurisdictions, and sentenced; and
WHEREAS the Oakland County Sheriff’s Office Corrections Deputies are responsible for overall inmate supervision to ensure safe, secure and orderly facility operations, intake and release of all persons,
identification of special needs and classification of all inmates, inmate and professional visitation, inmate transport and Court security; and
WHEREAS the Oakland County Sheriff's Office Corrections Divisions are recognized as innovative, professional and able to operate a very complex and crowded set of multiple facilities, transport and
coordinate an enormous number of inmate movements on a daily basis with a minimal number of staff/inmate injuries or escapes; and
WHEREAS the week of May 1-7, 2017, has been designated as National Correctional Officers' Week. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby

also targeted for destruction or decimation for racial, ethnic, or national reasons; and millions more, including homosexuals (70,000); Jehovah's Witnesses (1,900); Soviet prisoners of war (2.9 million); and
political dissidents, also suffered grievous oppression and death under Nazi tyranny; and WHEREAS the history of the Holocaust offers an opportunity to reflect on the moral responsibilities of
individuals, societies, and governments; and WHEREAS the people of Oakland County should always remember the terrible events of the Holocaust
and remain vigilant against hatred, persecution, and tyranny; and WHEREAS we the people of Oakland County, should actively rededicate ourselves to the principles of

WHEREAS the Michigan Department of State has awarded the Clerk/Register of Deeds – Elections Division a Voting Equipment Hardware, Firmware and Software grant for the period of March 1, 2017
through April 30, 2018; and WHEREAS the current voting system has reached its end of useful life and requires replacement with
new equipment and software necessary to ensure efficient and accurate conduct of elections; and WHEREAS the approximate value of the voting equipment hardware, firmware and software received is
$228,920, there is no county match required and the state will be paying the vendor directly; and WHEREAS the Oakland County Clerk’s Election Division also needs equipment for its own use to
facilitate the implementation of the new voting system, the purchase of which is not included in the grant; and
WHEREAS funding of $150,000 is available in the Technology Replacement/Hardware Assigned Fund Balance; and

located throughout Oakland County; and WHEREAS the U.S. Export Assistance Center (USEAC) promotes exports of U.S. goods and services
through the U.S. and Foreign Commercial Service (US&FCS) worldwide network of offices, and works to protect U.S. business interests abroad; and
WHEREAS BusinessUSA (BUSA) supports innovation and entrepreneurship in the U.S. business community to enhance U.S. economic resiliency, assist U.S. job creation, and help American firms
transform themselves into globally competitive enterprises; and WHEREAS the Oakland DEDCA has, and desires to continue to, work closely with the US&FCS and
BUSA offices on campus to foster economic development across Oakland County; and WHEREAS the Oakland County Board of Commissioners in MR #13013 (see attached) approved a
Memorandum of Agreement to allow the US & FCS and BUSA to use building space in the Annex I Building on the County campus; and
WHEREAS the U.S. Department of Commerce (USDOC) has drafted an agreement, which is attached, to establish a Joint Project, (JPA) to provide for the continued work among Oakland DEDCA, US & FCS,
and BUSA and to provide for the continued use of space in the Annex I Building by US &FCS and BUSA; and
WHEREAS Oakland County Corporation Counsel and the Department of Facilities Management has reviewed the JPA; and
WHEREAS the parties will review this agreement once every year to determine whether it should be revised, renewed, or canceled; and
WHEREAS the JPA will become effective when signed by all parties, will terminate at the end of one (1) year, and may be amended at any time by written agreement of the parties; and
WHEREAS US&FCS and BUSA will provide its own furniture, computers, fax machines, office equipment, etc., and reimburse the County, at its standard rate, for phone service; and
WHEREAS the County would provide janitorial service, general building maintenance, security, grounds work, a reasonable number of parking spaces, and utilities except for network/IT services; and
WHEREAS the JPA provides for the use of approximately 3,707 gross square feet of office space within the Annex I building from January, 2017 through September 30, 2017; and
WHEREAS in exchange for the County providing the building space at a rate of $13.51 per square foot, the US&FCS and BUSA agree to:
• work with Oakland DEDCA and Oakland County businesses to provide market information and counseling;

Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced resolution and finds:
1. Pursuant to Miscellaneous Resolution #16336, Parks and Recreation assumed operations and management of the grill rooms located at White Lake Oaks and Lyon Oaks.
2. Parks and Recreation Commission and Human Resources Department have identified an omission on Miscellaneous Resolution #17036 that created Grill Room operations and staffing at
White Lake and Lyon Oaks as the written resolution did not address the request in the “WHEREAS” and the “BE IT FURTHER RESOLVED” statements.
3. Fiscal Note included on the approved resolution illustrated that two (2) Proprietary Revenue (PR) Funded Part-Time Non-Eligible (PTNE) 1,000 hours per year Seasonal Program Specialist
positions were to have been created. 4. Parks & Recreation has requested to add 500 hours to each of the following positions: two (2)
Second Cook (5060426-11903 and 5060456-11914) and two (2) Parks Helper positions (#5060426-11909 and 5060456-11920).
5. Operational revenue from Lyon Oaks and White Lake Conference Center and from Parks and Recreation Planned Use of Balance are available to cover the cost of the positions to be created.
6. A FY 2017 budget amendment is not required. Fiscal Years 2018 and 2019 will be incorporated into the County Executive Recommended budget. TOM MIDDLETON

of $350.00 for the period of October 1, 2016 through September 30, 2017; and WHEREAS the purpose of this grant is to provide funding for Michigan Prosecuting Attorneys to promote
awareness of National Crime Victims’ Rights Week; and WHEREAS the grant agreement has completed the Grant Review Process in accordance with the Board
of Commissioners Grant Acceptance Procedures. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts grant
funding from the Prosecuting Attorneys Association of Michigan and the Michigan Department of Health and Human Services in the amount of $350.00 with no county match, for the period of October 1, 2016
through September 30, 2017. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant agreement and to approve any grant extensions or changes, within fifteen percent (15%) of the original award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future commitment and continuation of this program is contingent upon continued future levels of grant funding.

To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriff’s Office has been awarded $17,270 from Oakland County Community Mental Health Authority (OCCMHA); and
WHEREAS the funds will be used to conduct crisis intervention training (CIT) for Oakland County Sheriff’s Office patrol deputies, dispatchers and corrections deputies. Training will improve interaction between the
deputies and the public, increase pre-booking jail diversions, increase crisis de-escalation within the OCSO jails, and increase identification of inmates in need of mental health intervention; and
WHEREAS no county match is required; and WHEREAS this grant agreement has completed the grant review process according to the Board of
Commissioners Grant Acceptance Procedures. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
2017 Mental Health Diversion Council Grant award from the Oakland County Community Mental Health Authority (OCCMHA), in the amount of $17,270 with no county match required.

OPERATING SURCHARGE) FOR THE PERIOD JULY 1, 2017 TO JUNE 30, 2018 To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen: WHEREAS the County has created and now operates and maintains an interoperable public safety radio
communications system for over a decade for the benefit of its residents on behalf of and for local law enforcement, fire services, emergency medical services, hospitals, homeland security, and operating
purposes other than public safety (such non-public safety agencies using the radio system are funded from revenue sources outside of the 9-1-1 charges); and
WHEREAS the County constructed this public safety radio communications system through a 9-1-1 charge (fee) on devices, as defined by the Emergency 9-1-1 Service Enabling Act, Michigan Public Act 32
of 1986, MCL §484.1101 et seq., as amended; and WHEREAS the Michigan statutes requires that county boards of commissioners annually approve the
9-1-1 charge rate for the fiscal year period from July 1 through June 30 each year (including the period under consideration in Oakland County of July 1, 2017 through June 30, 2018); and
WHEREAS the State requires that a certified copy of the board of commissioners resolution be submitted to the Michigan Public Services Commission no later than mid-May of each year (due May 15, 2017 this
year) covering the ensuing July 1 through June 30 fiscal year without which the fee cannot be charged; and
WHEREAS the County’s 9-1-1 current charge rate is $.28 per month per device as defined by Michigan statutes and is below the authorized limit established by State statute of $.42 per month per device; and
WHEREAS an attached Memorandum dated April 10, 2017 from the County Administration covering the financial, programmatic, operating, and capital needs and status of the Radio Communications Fund for
the funding period January 1, 2017 through September 30, 2022 has been prepared outlining in detail the business issues involving the next several years’ 9-1-1 charge rates; and
WHEREAS the attached memorandum also covers major capital projects anticipated to occur in FY 2017 through FY-2022 as mandated by evolving technology and obsolescence of existing radio
communications equipment, including replacement of radio consoles at the eighteen Public Safety Answering Points (PSAPs) within the County, the replacement of public safety responders’ mobile and
portable radios, tower equipment, the replacement of older connectivity in the CLEMIS Wide Area Network (WAN), and the migration to a Next Generation 9-1-1 Emergency Services IP Network (ESINet)
and associated PSAP call-processing equipment (CPE); and WHEREAS the attached memorandum has outlined two courses of financial alternative actions arising
from future uncertainties in the funding source arising from the State’s operating 9-1-1 fund each of which would require an increase of $.04 per device per month in the 9-1-1 charge per month under either

alternative course of action as noted in the attached memorandum; and WHEREAS the Budget Task Force and the CLEMIS Radio Communications Oversight Committee (such
membership of which includes law enforcement, fire, medical, administration and other representatives) meeting held on April 10, 2017 respectively unanimously agreed with the increase of $.04 per device per
month bringing the total amount to be assessed at $.32 per device per month for the period July 1, 2017 to June 30, 2018.
NOW THEREFORE BE IT RESOLVED that the County’s Board of Commissioners hereby approves the 9-1-1 charge of $.32 per month per device as defined by Michigan statutes for the period July 1, 2017
through June 30, 2018. BE IT FURTHER RESOLVED that a budget amendment is recommended to the Radio Communications

significant impact to local units of government within the State of Michigan; and

WHEREAS Oakland County has historically been proactive in monitoring, positioning, and lobbying both state and federal legislation which impacts the County, its operations, and residents; and
WHEREAS many issues, debated at the State level, have far reaching consequences for the citizens of Oakland County; and
WHEREAS due to term limits and turnover in the legislature it is in Oakland County’s best interest that the Board of Commissioners continue a government relations consultant and lobbying services contract; and
WHEREAS a government relations consulting firm that engages in lobbying activities must represent the view of the entire Oakland County Board of Commissioners; and
WHEREAS a Governmental Affairs Study Group, comprised of the Chairperson of the Board, the Majority Caucus Chairperson and the Minority Caucus Chairperson was appointed on January 26, 2017; and
WHEREAS the Governmental Affairs Study Group, in consultation with the Oakland County Compliance Purchasing Unit, to develop Request for Proposals (RFPs) for government relations consulting services;
and WHEREAS the Oakland County Purchasing Unit sent out notice of the RFP to Twenty-seven (27)
consulting firms throughout the State of Michigan and gave notification of the bid opportunity on the Michigan Inter-governmental Trade Network (MITN); and
WHEREAS the County received one (1) proposal, which was reviewed and evaluated by the study group; and
WHEREAS the Governmental Affairs Study Group has made the recommendation that Public Affairs Associates LLC, (PAA), based in Lansing, Michigan, be selected as the government relations consulting
firm by the Oakland County Board of Commissioners; and WHEREAS this is the 8th year Public Affairs Associates LLC, (PAA) has represented Oakland County as
its governmental relations consulting firm; and WHEREAS Public Affairs Associates LLC, (PAA) are keeping their price constant over the life of the
proposed contract (3 years plus optional 2 one year extensions), equaling ten (10) years of service without a cost increase.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby authorizes the Purchasing Unit to issue a professional services contract with Public Affairs Associates
LLC (PAA), as the government relations consulting firm representing the interests of the Oakland County Board of Commissioners for a period of three years commencing 7/1/2017 through 6/30/2020, with an
optional two one year extensions. BE IT FURTHER RESOLVED that Oakland County Board of Commissioners authorizes payment of a
monthly fee of Five Thousand ($5,000) Dollars for the services rendered under the contract, unless terminated by the parties.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners, or his designee, is authorized to execute the professional services contract with Public Affairs Associates LLC (PAA), on

IN RE: HUMAN RESOURCES DEPARTMENT - AMENDMENT OF SECTION 34 OF THE DEFINED BENEFIT PENSION PLAN CONCERNING REDETERMINED AMOUNTS FOR 2017

WHEREAS by MR 96101 this Board of Commissioners established the Oakland County Employees Retirement System Restated Resolution in 1996 as Amended in May of 2016 by MR 16117 (hereinafter
“Defined Benefit Plan” or “Plan.”); and WHEREAS the attached Section 34 of the Plan provides for certain Post Retirement Benefit Increases;
and WHEREAS unless the provisions in Section 34 are modified as to the application of the “redetermined
amount”, those who retired under the Plan between January 1, 2012 through May 1, 2012 (hereinafter “certain 2012 retirees”), will have their pension amount reduced below what they had previously received
based on their May 1, 2016 redetermined amount; and WHEREAS on March 23, 2017, to address this situation, the Oakland County Retirement and Deferred
Compensation Board approved a motion to recommend that Section 34 of the Plan be modified as follows:
“34.7 - 2017 Suspension of Application of Redetermination Amount” Effective May 1, 2017, the first sentence of the last full paragraph of Section 34 shall be amended
to read as follows: The redetermined amount calculated for 2017 shall not be less than the redetermined amount calculated for 2016. This amendment shall be void and shall have no
further force and effect as of April 30, 2018.” WHEREAS the recommendation of the Oakland County Retirement and Deferred Compensation Board, if
approved by the Board of Commissioners, will result in the pension benefits of these certain 2012 retirees remaining the same amount as of May 1, 2017 as their prior redetermined amount payable as of May 1,
2016; and WHEREAS the Human Resources Retirement Unit has calculated the cost of maintaining the Plan
benefits for these certain 2012 retirees at this level from May 1, 2017 through April 30, 2018 to be approximately $3,529, and such costs will be paid from the Defined Benefit Plan assets.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners adopts the amendment to Section 34 of The Plan as set forth above.

aggregate principal amount, will mature in such years and principal amounts, and will be subject to redemption prior to maturity as shall be determined by the Oakland County Water Resources

WHEREAS the contract for the TEP grant required that the owner of the Ellis Barn execute a Historic Preservation Easement for the purpose of insuring that the historic property will be preserved; and
WHEREAS the easement has been negotiated with the Michigan State Housing Development Authority, acting through the State Historic Preservation Office, and has been reviewed by Corporation Counsel;
WHEREAS it is the recommendation of the Oakland County Parks and Recreation Commission that the Oakland County Board of Commissioners authorizes and approves the Historic Preservation Easement

WHEREAS the Sheriff’s Office has received a distribution of $26,606.44 in Crime Victim’s Rights Act funds; and
WHEREAS these funds were distributed to the Sheriff’s Office by the Court or by agreement between the parties involved; and
WHEREAS the Sheriff is requesting that these funds be used for materials to be distributed to victims and potential victims as established under the Crime Victim’s Rights Act; and
WHEREAS this project will be used by the Sheriff’s Office to enhance the privileges and rights established for victims under the Crime Victim’s Rights Act.

Chairperson, Ladies and Gentlemen: WHEREAS the National Safety Council (NSC), a nonprofit, nongovernmental public service organization
dedicated to protecting life and promoting health in the United States of America, established National Safety Month to increase awareness of the leading safety and health risks and ultimately decrease the
number of unintentional injuries and deaths; and WHEREAS each June, communities throughout the nation take time to recognize and support the many
innovative programs and positive efforts being undertaken to promote the safety of individuals; and WHEREAS unintentional injuries are the leading cause of death in the United States for people aged 1-44
and the cause of more than 27 million emergency room visits annually; and

WHEREAS while overall unintentional firearms deaths have decreased, statistics show a disproportionate number among children, with 16% of the unintentional firearms deaths occurring among youth under age
20; and WHEREAS many organizations, including gun rights advocates, have utilized National Safety Month as
an opportunity to educate the public and spread awareness of the fundamentals of safe gun handling and storage to promote a safe environment for everyone; and
WHEREAS a national effort is underway to form partnerships among law enforcement, elected officials, community leaders, state agencies, businesses, the firearms industry and others to raise awareness of
and to distribute at no expense cable-style gun locks; and WHEREAS the Oakland County Board of Commissioners unanimously adopted the report "Gun Violence
in Oakland County" in 2013 with the action item: "Promote continual effective gun safety practices through public awareness and regular training. Increase public awareness of the proper securing of firearms and
the penalties associated with the failure to do so”; and WHEREAS the Gun Violence Study Group of the Public Services Committee is undertaking plans to
conduct a countywide effort to recognize National Safety Month with the goal of promoting firearms safety, including partnerships with numerous organizations; and
WHEREAS the ongoing efforts of the Oakland County Board of Commissioners to reduce gun violence has earned national recognition with a National Association of Counties Achievement Award; and
WHEREAS a partnership of the Board of Commissioners, the Oakland County Sheriff's Office, the National Project Child Safe/NSSF organization, Crime Stoppers, and over 30 local law enforcement
agencies came together in June 2016 to successfully distribute more than 5,000 gun safety locks, at no cost to participants; and
WHEREAS a study by the RAND Corporation of firearm storage patterns in U.S. homes found that "of the homes with children and firearms, 55% were reported to have 1 or more firearms in an unlocked place,"
and 43% reported keeping guns without a trigger lock in an unlocked place”; and WHEREAS a 2005 study conducted by the Behavioral Risk Factor Surveillance System in conjunction
with the Centers for Disease Control on adult firearm storage practices in U.S. homes found that over 1.69 million children and youth under age 18 are living in homes with loaded and unlocked firearms; and
WHEREAS a 1999 study published in the Journal of the American Medical Association found that more than 75% of the guns used in youth suicide attempts and unintentional injuries were stored in the
residence of the victim, a relative, or a friend; and WHEREAS the U.S. Secret Service and Department of Education determined in 65% of the cases of 37
studied school shootings (1974-2000) the attacker obtained their gun from home; and WHEREAS the safe storage of firearms helps prevent firearms from being stolen, reducing the risk of
illegal gun trafficking; and WHEREAS Oakland County leaders and law enforcement officials must continue to increase public
awareness of the safe storage and handling of firearms to prevent accidental death and illegal gun trafficking.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby recognizes June 2017 as National Safety Month in Oakland County and declares their support for efforts
to promote firearms safety education awareness and the distribution of gun safety devices. BE IT FURTHER RESOLVED that Oakland County Board of Commissioners encourages all
organizations, private and public, that are responsible for the safety of individuals to undertake activities in the month of June to promote greater awareness of personal safety and reduce the risks of
unintentional injury. BE IT FURTHER RESOLVED the Oakland County the Board of Commissioners authorizes the
expenditure of up to $5,000, to be in accordance with the Rules of the Board of Commissioners relating to Sponsorship of Events and Activities of Adjunct Committees the line item budget is as follows: $2,500 for

WHEREAS federal CDBG and HOME funds are proven catalyst resources for local governments to revitalize deteriorating neighborhoods, housing, public facilities and infrastructures; develop affordable
housing; and deliver vital human services to meet special needs of veterans, seniors, disabled individuals and homeless persons; and
WHEREAS CDBG and HOME funds spur economic opportunities and public/private partnerships within each community to accomplish essential housing and community development improvements; and
WHEREAS these programs strengthen and sustain neighborhoods and enhance the quality of life of our low income residents; and
WHEREAS despite demonstrated local and nationwide success of these programs, federal CDBG and HOME discretionary funding has declined substantially since 2000 and is proposed for steep cuts or
elimination in the President’s Fiscal Year (FY) 2018 budget; and WHEREAS continued CDBG and HOME funding cuts or program elimination will restrict our local
community capacity and critical means to revitalize declining housing and community conditions and provide safety-net services for our low income citizens.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners request United States Senators and Representatives in Congress serving Oakland County communities and constituents
to reverse the tide of funding cuts to the CDBG and HOME programs cuts and restore CDBG appropriations to $3.3 billion and HOME appropriations to $1.2 billion which approximate FY 2016 budget

WHEREAS Oakland County recently replaced the magnetometers and x-ray machines at many Oakland County courts, which has created a surplus of old equipment placed into storage; and
WHEREAS the 43rd District Court, Hazel Park Division (H.P.D.C.) has a demonstrated need for a magnetometer and two x-ray machines; and
WHEREAS the stored equipment has a significantly diminished value to Oakland County, but is still substantially newer than the existing security screening equipment at H.P.D.C. and would constitute a
significant upgrade over H.P.D.C’s existing equipment; and WHEREAS the Oakland County Sheriff’s Office provides security at the H.P.D.C.; and
WHEREAS the appropriation of this equipment to the H.P.D.C. would significantly improve the safety of the public and Oakland County Sheriff’s deputies who provide security at the H.P.D.C.; and
WHEREAS the Oakland County Sheriff’s Office recommends selling the equipment for $1.00 to H.P.D.C, and Corporation Counsel has prepared an Agreement (attached Exhibit A) and Bill of Sale (attached
Exhibit B). NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves and
authorizes the sale of one (1) used magnetometer and two (2) used x-ray screening machines as set forth in the Agreement (attached Exhibit A) and Bill of Sale (attached Exhibit B).

and accessible services for all people with mental illness to promote recovery.
BE IT FURTHER RESOLVED that the Clerk of the County of Oakland is directed to submit a copy of this resolution to the Oakland County Community Mental Health Authority.

IN RE: BOARD OF COMMISSIONERS - DECLARATION OF MAY 25, 2017 AS NATIONAL MISSING CHILDREN'S DAY IN OAKLAND COUNTY
To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen:
WHEREAS according to the U.S. Department of Justice, in one year there were nearly 800,000 children missing; and
WHEREAS on average, there is an estimated average of 2,200 children reported missing to law enforcement agencies daily; and
WHEREAS 58,000 of these children are victims of non-family abductions, and more than 200,000 are the victims of family abductions; and
WHEREAS of the 18,500 runaways reported to the National Center for Missing & Exploited Children in 2016, 1 in 6 were likely sex trafficking victims; and
WHEREAS 86% of these children who are likely sex trafficking victims were in the care of social services or foster care when they went missing; and
WHEREAS the National Center for Missing & Exploited Children® (NCMEC) exists as a resource to help prevent child abduction and sexual exploitation, help find missing children, and assist victims of child
abduction and sexual exploitation, their families, and the professionals who serve them. The National Center for Missing & Exploited Children's recovery rate has grown from 62% in 1990 to 97% today of
domestically missing children, but too many children still remain among the missing; and WHEREAS the AMBER Alert program was created in 1996 and is operated by the U.S. Department of
Justice. As of April 5, 2017, 857 children have been successfully recovered as a result of the program; and
WHEREAS as of December 2016, the NCMEC's toll free, 24 hour call center has received more than 4.3 million calls since it was created in 1984. Information about missing or exploited children can be reported
to the call center at 1.800.THE.LOST (1.800.843.5678); and WHEREAS the National Center for Missing and Exploited Children initiated the Take 25® national child
safety campaign to encourage families to take 25 minutes to talk to their children about safety and abduction prevention. The Take 25® campaign heightened awareness about child safety issues; and
WHEREAS H.R. 1808 – Improving Support for the Missing and Exploited Children Act of 2017 has been introduced to amend and improve the Missing Children’s Assistance Act. The bipartisan legislation will
further the mission of NCMEC to help find missing children, reduce child sexual exploitation and prevent future victimization; and
WHEREAS this special day is a time to remember those children who are missing and give hope to their families.
NOW THEREFORE BE IT RESOLVED that in partnership with the National Center for Missing & Exploited Children and its collaborative organizations, the Oakland County Board of Commissioners
hereby proclaims May 25, 2017 as National Missing Children's Day in Oakland County. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners urges the participation of
local government, law enforcement, schools, community-based organizations, and families in the protection and education of all individuals about child abduction and sexual exploitation, appropriate
protective measures, and ways to respond and seek help from law enforcement, social services, and the National Center for Missing & Exploited Children.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners encourages all individuals to take 25 minutes to help children stay safer.

BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners recognizes May 25, 2017 as being set aside as National Missing Children's Day as part of Oakland County, Michigan's
continuing efforts to prevent the abduction and sexual exploitation of children. BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this
adopted resolution to the National Center for Missing & Exploited Children (NCMEC), the National Association of Counties (NACo) and the Michigan Association of Counties (MAC).
