Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Berman, Crawford, Dwyer, Fleming, Hoffman, Kochenderfer, Kowall, Long, Middleton, Spisz, Taub, Tietz, Weipert. (13) EXCUSED ABSENCE WITH NOTICE: Gingell. (1) Quorum present. Commissioner Dwyer addressed the Caucus during public comment regarding National Safety Month – June – Lock-it-up-Oakland County and circulated brochures. Chairperson Shelley Taub addressed the Caucus during public comment to acknowledge Ken Borton, Chairman, Otsego County, Lisa McComb, Executive Director, Economic Alliance Zinc, Otsego County, Trisha Adams, Administration, Otsego County and Rachel Frisch, Administration, Otsego County. Moved by Kochenderfer supported by Crawford the minutes of the March 30, 2017 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Chuck Nebus, Police Chief, Farmington Hills addressed the Caucus regarding Finance Committee item b.: entitled Establishment of Oakland County 9-1-1 Charge Rate (Formerly Telephone Operating Surcharge) for the period July 1, 2017 to June 30, 2018. Discussion followed. Bob Daddow, Deputy County Executive and Pat Coates, Admin Clemis, Information Technology addressed the Caucus and stated that the Establishment of Oakland County 9-1-1 Charge Rate (Formerly Telephone Operating Surcharge) for the period July 1, 2017 to June 30, 2018, is a user fee increase not a tax. Chairperson Shelley Taub addressed the Caucus regarding General Government Committee item h.: entitled MR #17080 – Board of Commissioners – Professional Services Contract for Government Relations Consulting and Lobbying Services. Discussion followed. Republican Caucus Minutes Continued. April 26, 2017 207 Commissioner Weipert addressed the Caucus regarding Planning and Building Committee item e.: entitled MR #17073 – Water Resources Commissioner – Clinton River Water Resource Recovery Facility Drainage District Drain Bonds – Full Faith and Credit Resolution. Discussion followed. Commissioner Weipert addressed the Caucus regarding Planning and Building Committee item h.: entitled Water Resources Commissioner – Appointment of Duties. Discussion followed. Chairperson Shelley Taub addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled: Board of Commissioners – Support to Preserve Funding for the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Home Investment Partnership ACT (HOME) Programs. Chairperson Shelley Taub addressed the Caucus to introduce Willie Brooks, Executive Director & CEO, Oakland County Mental Health Authority. Willie Brooks, Executive Director & CEO, Oakland County Mental Health Authority addressed the Caucus to give an update on OCCMHA Targeted Case Management Funding Model. Discussion followed. Commissioner Jackson addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled: Board of Commissioners – Declaration of May 25, 2017 as National Missing Children’s Day in Oakland County. She stated that she will request suspension of the Board rules for immediate consideration. Commissioner Zack addressed the Caucus to introduce a proposed Miscellaneous Resolution entitled: Board of Commissioners – Designation of May 2017 as Mental Health Month and the Week of May 1 – 7 as Children’s Mental Health Awareness Week in Oakland County.
