REPUBLICAN CAUCUS MINUTES
May 17, 2018 Meeting called to order by Caucus Chairperson Shelley Taub at 8:51 a.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan. Roll called.
COMMISSIONERS PRESENT: Berman, Crawford, Fleming, Gingell, Hoffman, Kochenderfer, Kowall, Long, Middleton, Taub, Weipert. (11) EXCUSED ABSENCE WITH NOTICE: Dwyer, Spisz, Tietz. (3)
Quorum present.
Judge, Kathleen Ryan addressed the Caucus to introduce the new Probate Court Administrator Edward Hutton III.
Edward Hutton III, Probate Court Administrator addressed the Caucus.
Keith Lerminiaux Corporation Counsel addressed the Caucus to introduce the new Corporation Counsel Litigator, Peter Menna.
Moved by Middleton supported by Fleming the minutes of the May 2, 2018 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Shelly Taub addressed the Caucus and stated that there will be a Suspension List to add the
following items: ITEMS NOT ON BOARD AGENDA GENERAL GOVERNMENT COMMITTEE a. MR #18149 – Board of Commissioners – Declaration of June 2, 2018, as National Gun Violence Awareness Day in Oakland County and Support the Wear Orange Campaign (Reason for Suspension: Waiver of Rule III: Resolution was taken up by the General Government Committee immediately prior to today’s meeting). b. Clerk/Register of Deeds – Approval of Intergovernmental Agreement with the Michigan Department of Health and Human Services for the Michigan Centralized Birth Certification System (MiCBCS) (Reason for Suspension: Waiver of Rule III: Resolution was taken up by the General Government Committee immediately prior to today’s meeting; and Waiver of Rule IXE.: Fiscal Note was taken up by the Finance Committee on May 10, 2018).

ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS COMMITTEE a. Department of Economic Development and Community Affairs – Resolution Confirming Appointment of Additional EDC Directors (The Detroit Skating Club, Inc. Project) – Charter Township of Bloomfield
(Reason for Suspension: Waiver of Rule III: Resolution was inadvertently left off the Board Agenda. Resolution was taken up by EDCA Committee, passed unanimously on May 8, 2018). b. Department of Economic Development and Community Affairs – Resolution Approving Project Area and Project District Area (The Detroit Skating Club, Inc. Project) – Charter Township of Bloomfield

Commissioner Crawford addressed the Board to give an update on Michigan Association of Counties
(MAC) meeting. Discussion followed.
Commissioner Kowall addressed the Caucus regarding Indigent Defense Bill 5985.

Commissioner Zack addressed the Caucus and stated she will be introducing a new proposed resolution entitled Board of Commissioners – Support for Letting Voters Decide on the Regional Transit Authority’s
Connect Southeast Michigan Transit Plan.
Discussion followed.
Gerald Poisson, Deputy County Executive addressed the Caucus regarding Board of Commissioners – Support for Letting Voters Decide on the Regional Transit Authority’s Connect Southeast Michigan Transit
Plan.
Discussion followed.
Commissioner Gingell addressed the Caucus to introduce Chief Doreen Olko, Auburn Hills Police and stated she’s retiring and being recognized at the Board.
Commissioner Crawford addressed the Caucus to state that the Michigan Associations of Counties
(MAC) would support Indigent Defense only if State funded opposes mandated consolidation of 911 Service providers.
Commissioner Middleton addressed the Caucus regarding Michigan Associations of Counties (MAC)
Policy Transportation Committee. Discussion followed.
Commissioner Gingell addressed the Caucus regarding wearing Orange to support MR #18149 entitled Board of Commissioners – Declaration of June 2, 2018, as National Gun Violence Awareness Day in
Oakland County and Support the Wear. Discussion followed.
Chris Ward, Board of Commissioners Administration Director, Program and Operational Analyst addressed the Caucus to read the Caucus Memo; and to acknowledge Anthony Bowen, College Intern

Board of Commissioners Administration for receiving his Master’s Degree. He also stated that the Internship will open for future Interns. Commissioner Kowall addressed the Caucus to thank the Board staff, Information Technology and
Michigan Department of Health and Human Services and the victim services agencies of CARE House and Common Ground for assisting in the Human Trafficking event. Chairperson Shelley Taub addressed the Caucus and stated that the Detroit Institute of Arts (DIA) tour for County Leaders will be held on Friday, May 18, 2018 from 6:30p.m. to 8:30p.m.
