REPUBLICAN CAUCUS MINUTES
May 2, 2018
Meeting called to order by Caucus Chairperson Shelley Taub at 6:15 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Crawford, Dwyer, Fleming, Gingell, Hoffman, Kowall, Long,
Middleton, Spisz, Taub, Tietz, Weipert. (12) EXCUSED ABSENCE WITH NOTICE: Berman, Kochenderfer. (2)
Quorum present.
Chairperson Shelley Taub addressed the Caucus to introduce Deputy Mike Garrison and K-9 Officer
Paco, who are retiring.
Chairperson Shelley Taub addressed the Caucus to introduce Dale Cunningham, Fiscal Officer, Oakland County Sheriff’s Office, who is also retiring.
Chairperson Shelley Taub addressed the Caucus to introduce Judy Cunningham retired Oakland County
Corporation Counsel.
Judy Cunningham, retired Oakland County Corporation Counsel addressed the Caucus to introduce her son Jacob Cunningham who is a candidate for Sixth Judicial Circuit Court Judge.
Jacob Cunningham, candidate for Sixth Judicial Circuit Court Judge addressed the Caucus.
Moved by Fleming supported by Crawford the minutes of the April 19, 2018 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Shelley Taub addressed the Caucus and stated that Commissioner Woodward will request
that Finance Committee item bb.: entitled Establishment of Oakland County 9-1-1 Charge Rate (Formerly Telephone Operating Surcharge) for the Period of July 1, 2018 to June 30, 2019 be moved from the
Consent Agenda to the Regular Agenda as he will be offering amendments to the resolution.
Bob Daddow, Deputy County Executive, addressed the Caucus regarding the Oakland County 9-1-1 charge rate
Pat Coates, CLEMIS Administrator, addressed the Caucus regarding the Oakland County 9-1-1 charge
rate.

Gerald Poisson, Deputy County Executive, addressed the Caucus regarding General Government Committee item a.: entitled Board of Commissioners – Authorizing Oakland County Public Transportation
Authority Millage Question to be Placed on 2018 Election Ballot.
Commissioner Gingell addressed the Caucus and stated that he will be offering an amendment to the resolution.
Discussion followed.
Chris Ward, Board of Commissioners Administration Director, Program and Operational Analyst
addressed the Caucus regarding the Caucus Memo and the new procedure for handling the 56+ proposed new miscellaneous resolutions being introduced tonight. He also stated that there will be three
committee meetings held immediately after Caucus.
Commissioner Gingell addressed the Caucus regarding how he will be handling the proposed Tri-Party resolutions being introduced at tonight’s Board meeting and the process for handling the proposed
Miscellaneous Resolutions that will be introduced with a Request for Suspension of the Board Rules for Immediate Consideration Under New Business.
Commissioner Gingell addressed the Caucus regarding the Motion to Discharge MR #18063 – Board of
Commissioners – Support Michigan House Bill 4706, Extreme Risk Protection Act.
Commissioner Gingell addressed the Caucus regarding the Board Rules that state that only three Proclamations may be awarded per Board meeting.
The Caucus adjourned at 8:21 p.m. until May 17, 2018, at 8:30 a.m.
