January 6, 1998
Meeting called to order by County Clerk Lynn D. Allen at 5:59 P.M. in the
Courthouse Auditorium, 1200 N. Telegraph Road, Pontiac, MI.
Roll called.
PRESENT: Amos, Coleman, Devine, Dingeldey, Douglas, Fracassi, Holbert,
Huntoon, Jacobs, Jensen, Johnson, Kaczmar, Kingzett, McCulloch, McPherson,
Obrecht, Palmer, Powers, Schmid, Taub, Wolf. (21)
ABSENT: Garfield, Law, Millard, Moffitt. (4)
Quorum present.
Invocation given by Commissioner Dennis Powers.
Pledge of Allegiance to the Flag.
Moved by McPherson supported by Wolf the minutes of the December 2, 1997
Republican Caucus with a Quorum of the Board of Commissioners Present be
approved.
A sufficient majority having voted therefor, the minutes were approved, as
printed.
Moved by Wolf supported by Dingeldey the minutes of the December 4, 1997
Board meeting be approved.
A sufficient majority having voted therefor, the minutes were approved, as
printed.
Moved by Wolf supported by Dingeldey the minutes of the December 11, 1997
Board meeting be approved.
A sufficient majority having voted therefor, the minutes were approved, as
printed.
Moved by Wolf supported by Law the Journal for the 1997 Session be approved
and closed and the 1997 Session be adjourned sine die.

agenda carried.

Moved by Wolf supported by Garfield the Board Rules be adopted as the
temporary Rules of the Board.
AYES: Coleman, Devine, Dingeldey, Douglas, Fracassi, Garfield, Holbert,
Huntoon, Jacobs, Jensen, Johnson, Kaczmar, Kingzett, Law, McCulloch, McPherson,
Millard, Moffitt, Obrecht, Palmer, Powers, Schmid, Taub, Wolf, Amos. (25)
NAYS: None. (0)
A sufficient majority having voted therefor, the motion carried and the
Board Rules were adopted as the temporary Rules of the Board.
The Clerk opened nominations for the temporary Chairperson.
Commissioner Jacobs nominated JoAnne Holbert. Supported by Kingzett.
Moved by Wolf supported by Garfield the nominations be closed and a
unanimous ballot be cast for JoAnne Holbert.
A sufficient majority having voted therefor, the motion carried.
Commissioners Wolf and Jacobs escorted Holbert to the Chair.
Commissioner Holbert addressed the Board.
Commissioner Holbert opened nominations for the permanent Chairperson.
Commissioner Wolf nominated John McCulloch. Supported by Palmer.
Moved by Wolf supported by Obrecht the nominations be closed and a
unanimous ballot be cast for John McCulloch.
A sufficient majority having voted therefor, the motion carried.
Commissioners Wolf and Jacobs escorted McCulloch to the Chair.
Chairperson McCulloch opened nominations for the Vice-Chairperson.
Commissioner Wolf nominated Kay Schmid. Supported by Amos.
Moved by Wolf supported by Garfield the nominations be closed and a
unanimous ballot be cast for Kay Schmid.
A sufficient majority having voted therefor, the motion carried.
Commissioners Wolf and Jacobs escorted Schmid to the Chair.
Chairperson McCulloch addressed the Board.
The Chairperson appointed the following people to the General Government
Committee:

Quorum present.
The Clerk read a note from Anne Pernick expressing the family=s
appreciation and sincere thanks for the expressions of sympathy for the loss of
her husband Larry.
The Clerk read a communication from Chairperson McCulloch appointing
Dr. Val Vangieson and Theodore Spehar to serve on the Oakland County Sanitary
Code Appeals Board for a three year term ending December 31, 2000.
There being no objections, the appointments were confirmed.
The Clerk read a communication from Chairperson McCulloch appointing
Elsie August and Jennifer Radcliff to serve on the Oakland County Historical
Commission for a three year term ending January 1, 2001.
There being no objections, the appointments were confirmed.

IN RE: ADOPTION OF RULES FOR THE OAKLAND COUNTY BOARD OF COMMISSIONERS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed the proposed rules for
the Oakland County Board of Commissioners, recommends the adoption of the
attached rules as the permanent Rules for the Oakland County Board of
Commissioners.
Chairperson, on behalf of the General Government Committee, I move the
acceptance of the foregoing report.

MISCELLANEOUS RESOLUTION #98001

IN RE: SENATE BILL 113 (SUPPORT) STRENGTHENING CHILD ABUSE LAWS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS developments in the last several decades have moved child abuse and
neglect from societal denial to a prominent place on the public agenda; and
WHEREAS in recognizing the physical and psychological damage caused to
children by abusive acts or failure to prevent those acts, our legislature has
created statutes to protect our children from harm; and
WHEREAS Senate Bill 113, sponsored by Senator Michael Bouchard, strengthens
law enforcement=s ability to arrest and prosecute those people who abuse and
neglect children, particularly those individuals who have a duty and
responsibility to protect and care for the children they abuse; and
WHEREAS Oakland County Prosecutor, David Gorcyca, has solicited our
assistance in petitioning the State Legislature to pass Senate Bill 113, so that
his office can more aggressively prosecute child abusers and those who recklessly
place children in harm=s way.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
does hereby request the State Legislature to act immediately to pass Senate
Bill 113.
BE IT FURTHER RESOLVED that certified copies of this resolution be sent to
all Oakland County Legislators, Governor Engler, Lt. Governor Binsfield, Michigan
Association of Counties and the County=s legislative agents.
Chairperson, I move the adoption of the foregoing resolution.
