MINUTES OF THE REPUBLICAN CAUCUS
WITH A QUORUM OF THE
BOARD OF COMMISSIONERS PRESENT
December 1, 1998
Meeting called to order by Republican Caucus Chairperson Donn Wolf at
7:19 P.M. at White Lake Oaks, 991 S. Williams Lake Road, Union Lake, Michigan.
Roll called.
PRESENT: Amos, Coleman, Devine, Dingeldey, Douglas, Garfield, Hoffman,
Jacobs, Jensen, Kaczmar, Law, McCulloch, McPherson, Millard, Moffitt, Obrecht,
Palmer, Schmid, Taub, Wolf. (20)
ABSENT: Gregory, Holbert, Huntoon, Johnson, Kingzett. (5)
Quorum present.
Moved by Palmer supported by McCulloch the Agenda and Caucus Rules be
adopted.
Moved by Millard supported by Obrecht to divide the issue of voting on the
Agenda and Caucus Rules as separate issues.
As a result of the Republican voice vote the Agenda was accepted.
As a result of the Republican voice vote the Caucus Rules were accepted.
Republican Caucus Chairperson Donn Wolf stated Item #5 was added to the
Caucus Rules to read as follows:
5. Republican Commissioners who will not be returning to office
in 1999 will not vote. Republican Commissioners-Elect votes will be
counted. Democratic votes will not be counted.

As a result of the Republican votes cast the Agenda and Caucus Rules were
adopted.
Moved by Moffitt supported by Palmer that Dan Devine be nominated for
Republican Caucus Chairperson.
Moved by Moffitt supported by Palmer a unanimous vote be cast.
As a result of the Republican voice vote Dan Devine was elected Republican
Caucus Chairperson.

Moved by Devine supported by Garfield that David Moffitt be nominated for
Republican Caucus Vice Chairperson.
Moved by Devine supported by Garfield a unanimous vote be cast.
As a result of the Republican voice vote David Moffitt was elected
Republican Caucus Vice Chairperson.
Moved by Dingeldey supported by Palmer the Board Rules for 1999 be
accepted, as presented.
Discussion followed.
Moved by Millard supported by Law the 1999 Board Rules be amended to read
as follows:

(h) Children=s Village

AND DELETE PARAGRAPH B (4), (5) AND (6) AND REPLACE PARAGRAPH (4) AS
FOLLOWS:
(4) To coordinate efforts of the Sheriff, Prosecutor,
Courts, Probation Departments, Office of Community Corrections
and other necessary departments to address the status of jail
overcrowding and to make periodic report to the Board of
Commissioners with recommendations applicable resolutions as
required to address this issue.
(The foregoing paragraph (4) is meant to take on and continue
the efforts of the former Jail Task Force)
Discussion followed.
Moved by Palmer supported by Millard to accept the 1999 Board Rules as
temporary rules without Millard=s amendment until a future date.
Moved by Schmid supported by Moffitt to amend the 1999 Board Rules to
prohibit the Republican Caucus Chairperson from serving on more than one
committee.
As a result of the Republican voice vote the amendment failed.
Commissioner Millard withdrew his amendment.
As a result of the Republican voice vote the 1998 Oakland County Board
Rules were adopted as temporary rules until the Ad Hoc Rules Committee meets.
The nominee for Board Chairperson is John McCulloch.
As a result of a unanimous voice vote cast John McCulloch was selected
Board Chairperson.
The nominees for Board Vice Chairperson are Lawrence Obrecht and
Kay Schmid.

As a result of the Republican voice vote Sue Ann Douglas was selected
Chairperson of the Finance Committee.
The nominees for Chairperson of the General Government Committee are

Moved by Devine supported by Palmer a unanimous vote be cast.
As a result of the Republican voice vote Donald Jensen was selected
Vice Chairperson of the Finance Committee.
The nominees for Vice Chairperson of the General Government Committee are
David Moffitt and Nancy Dingeldey.
Commissioner Moffitt withdrew his nomination.
Moved by Moffitt supported by Devine a unanimous vote be cast.
As a result of the Republican voice vote Nancy Dingeldey was selected
Vice Chairperson of the General Government Committee.
The nominee for Vice Chairperson of the Personnel Committee is Dan Devine.
Moved by Palmer supported by Dingeldey a unanimous vote be cast.
As a result of the Republican voice vote Dan Devine was selected
Vice Chairperson of the Personnel Committee.
The nominee for Vice Chairperson of the Planning and Building Committee is
Fran Amos.
Moved by Dingeldey supported by Palmer a unanimous vote be cast.

As a result of the Republican votes cast David Moffitt was selected
Vice Chairperson of the Public Services Committee.
Commissioner Moffitt moved for a motion to withdraw as Vice Chairperson of
the Republican Caucus. That motion was supported by Schmid.
As a result of the Republican voice vote the motion to withdraw carried.
Moved by Moffitt to nominate Terry Sever as Vice Chairperson of the
Republican Caucus.
As a result of the Republican voice vote Terry Sever was elected Vice
Chairperson of the Republican Caucus.

The nominees for members of the Finance Committee are: Lawrence Obrecht,
Shelley Taub, Charles Palmer, Nancy Dingeldey, David Galloway, Fran Amos and
Frank Millard.
A signed paper ballot was cast.
The Chairperson stated that Deputy Clerk Pat Campbell would be appointed
chief teller with Dave VanderVeen as assistant teller in the balloting process.
The nominees for members of the General Government Committee are:
Thomas Law, Terry Sever, William Patterson and John Garfield.
Moved by Devine supported by Dingeldey a unanimous vote be cast.
As a result of the Republican voice vote Thomas Law, Terry Sever,
William Patterson and John Garfield were selected members of the General
Government Committee.
The Caucus recessed at 9:20 P.M. to allow the tellers to count the results
of the signed paper ballots cast for members of the Finance Committee.
The Caucus reconvened at 9:30 P.M.

Ron Colasanti expressed an interest in serving on the Personnel Committee.

Committee.

Moved by Taub supported by Dingeldey a unanimous vote be cast.
As a result of the Republican voice vote Kay Schmid, Nancy Dingeldey,
David Galloway and William Patterson were selected members of the Public Services
Committee.
Moved by Palmer supported by Moffitt that John Garfield be nominated to
serve on the Planning and Building Committee.
As a result of the Republican voice vote John Garfield was selected a
member of the Planning and Building Committee.
Moved by Palmer supported by Devine that Lawrence Obrecht be nominated to
the Personnel Committee.

The nominees to fill Donn Wolf=s position as member of the Airport

the Area Agency on Aging will be addressed at a future time.
The nominee for member of the Building Authority is Tamara
VanWormer-Tazzia.
Moved by Palmer supported by Dingeldey a unanimous vote be cast.
As a result of the Republican voice vote Tamara VanWormer-Tazzia was
selected as a member of the Building Authority.
Republican Caucus Chairperson Dan Devine stated that selecting a member to
Community Mental Health will be addressed in March of 1999.
The nominees for members of the Elections Scheduling Committee are:
William Brian, Kathryn Dornan and Sherrie English.
Moved by Dingeldey supported by Amos a unanimous vote be cast.
As a result of the Republican voice vote William Brian, Kathryn Dornan and
Sherrie English were selected members of the Elections Scheduling Committee.
The nominee for members of the Job Evaluation Review Panel is Nancy
Dingeldey, with the selection of an alternate to be left open until a future
date.
Moved by Devine supported by Amos a unanimous vote be cast.
As a result of the Republican voice vote Nancy Dingeldey was selected as a
member of the Job Evaluation Review Panel.
Commissioner McCulloch stated he would like to see a Democratic
Commissioner serve on the Parks and Recreation Commission for the one-year term
and wished to nominate Eric Coleman.
Discussion followed.
Commissioner McCulloch=s nomination of Eric Coleman was supported by Taub.

As a result of the Republican vote Eric Coleman was selected a member of
the Parks and Recreation Commission for a one-year term.
Moved by McCulloch supported by Devine that Terry Sever be nominated to the
Area Agency on Aging.
Moved by McCulloch supported by Devine a unanimous vote be cast.
As a result of the Republican voice vote Terry Sever was selected as a
member of the Area Agency on Aging.
Fred Korzon was nominated for the Parks and Recreation Commission.
Moved by Taub supported by Palmer a unanimous vote be cast.
As a result of the Republican voice vote Fred Korzon was selected a member
of the Parks and Recreation Commission.
Nominees for members of the Park and Recreation Commission for a three-year
term are: Fran Amos, Frank Millard, Thomas Law and Kay Schmid.
Commissioners= Frank Millard and Kay Schmid withdrew their nomination.

As a result of the Republican votes cast Thomas Law was selected as a
member of the Parks and Recreation Commission for a three-year term.
The nominee for member of the Road Commission is Richard Skarritt.
As a result of the Republican votes cast Richard Skarritt was selected as a
member of the Road Commission.
The nominees for members of Southeast Michigan Council of Government
(SEMCOG) are: L. Brooks Patterson (with Dave VanderVeen as his alternate),
David Moffitt, Nancy Dingeldey, Kay Schmid, Eric Coleman and Ruel McPherson.
Moved by Law supported by Jensen that a unanimous vote be cast.
As a result of the Republican voice vote L. Brooks Patterson (with
Dave VanderVeen as his alternate), David Moffitt, Nancy Dingeldey, Kay Schmid,
Eric Coleman and Ruel McPherson were selected as members of the SEMCOG.
Republican Caucus Chairperson Dan Devine stated the 5 alternate positions
for SEMCOG would be discussed at the next Republican Caucus meeting.
Republican Caucus Chairperson Dan Devine stated the first meeting of 1999
will be January 5, 1999 at 6:00 P.M. in the evening.
Moved by Amos supported by Dingeldey the meeting of the Republican Caucus
be adjourned.
