Williams Lake Road, White Lake, Michigan. Roll called. PRESENT: Amos, Colasanti, Devine, Dingeldey, Douglas, Galloway, Garfield, Jensen, Law, McCulloch, Millard, Moffitt, Obrecht, Palmer, Patterson, Schmid, Sever, Taub. (18) ABSENT: None. (0) Quorum present Caucus Chairperson Dan Devine recognized the following special guests: David Sebastian, Chairperson of the Oakland County Republican Party; L. Brooks Patterson, County Executive; Michael Bouchard, Sheriff, Shawn Ciavattone, Congressman Knollenberg's Office; Hugh McDiarmid, Jr., Detroit Free Press and Charlie Crumm, Oakland Press. Moved by Garfield supported by Taub to suspend the rules and adopt the Caucus Rules appended to the agenda. Republican vote on adoption of Agenda and Caucus Rules: AYES: Colasanti, Devine, Dingeldey, Douglas, Galloway, Garfield, Jensen, Law, McCulloch, Millard, Moffitt, Obrecht, Palmer, Patterson, Schmid, Sever, Taub, Amos. (18) NAYS: None. (0) As a result of the Republican votes cast, the Agenda and Caucus Rules were adopted. Moved by Palmer supported by Obrecht that current members remain the same for the year 2000 for Items 3, 4, 6, 7, 8, 9 and 10 on the Agenda. Discussion followed. Palmer withdrew his motion, Obrecht withdrew his support. The nominees for Republican Caucus Chairperson are Dan Devine and Kay Schmid. The nominee for Republican Caucus Vice Chairperson is Terry Sever. Caucus Chairperson Dan Devine surveyed the Caucus for other interested parties. There being none, Terry Sever was selected Republican Caucus Vice-Chairperson. Moved by Palmer supported by Colasanti the Board Rules that are currently in place be accepted for the year 2000. Discussion followed. There being none, Donald Jensen was selected Vice Chairperson of the Finance Committee. The nominee for Vice Chairperson of the General Government Committee is Nancy Dingeldey, Caucus Chairperson Dan Devine surveyed the Caucus for other interested parties. There being none, Nancy Dingeldey was selected Vice Chairperson of the General Government Committee. The nominee for Vice Chairperson of the Personnel Committee is Dan Devine. There being no other interested parties, Dan Devine was selected Vice Chairperson of the Personnel Committee. December 8, 1999 Caucus Chairperson Dan Devine surveyed the Caucus for other interested parties. There being none, Fran Amos was selected Vice Chairperson of the Planning and Building Committee. The nominee for Vice Chairperson of the Public Services Committee is David Moffitt. Caucus Chairperson Dan Devine surveyed the Caucus for other interested parties. There being none, David Moffitt was selected Vice Chairperson of the Public Services Committee. Commissioner Obrecht inquired as to whether any current committee members were interested in changing committees. Caucus Chairperson Dan Devine polled the caucus. Several commissioners indicated interest in different committee assignments. Discussion followed. The nominees for members of the Finance Committee are: Kay Schmid, John Garfield, Fran Amos, Shelley Taub, Charles Palmer, Frank Millard, Nancy Dingeldey and Lawrence Obrecht. A signed paper ballot was cast. Moved by Jensen supported by Palmer the current membership of the General Government Committee remain the same for the year 2000. As a result of the Republican voice vote, the motion passed and the current membership of the General Government Committee will remain the same for the year 2000. 533 Republican Caucus Minutes Continued. December 8, 1999 Moved by Patterson supported by Obrecht the current membership of the Personnel Committee remain the same for the year 2000. As a result of the Republican voice vote, the motion passed and the current membership of the Personnel Committee will remain the same for the year 2000. Commissioner Garfield expressed an interest in leaving the Planning and Building Committee and serving on the Public Services Committee. Commissioner Dingeldey expressed an interest in serving on the Planning and Building Committee. Moved by Patterson supported by Obrecht the current membership of the Planning and Building Committee remain the same for the year 2000 with the addition of Nancy Dingeldey to fill the vacancy created by John Garfield. As a result of the Republican voice vote, the motion passed and the current membership of the Planning and Building Committee remains the same for the year 2000 with the addition of Nancy Dingeldey to fill the vacancy created by John Garfield. Moved by Moffitt supported by Palmer the current membership of the Public Services Committee remain the same for the year 2000 with the addition of John Garfield to fill the vacancy created by Nancy Dingeldey. As a result of the Republican voice vote, the motion passed and the current membership of the Public Services Committee remains the same for the year 2000 with the addition of John Garfield to fill the vacancy created by Nancy Dingeldey. Commissioner Colasanti expressed an interest in serving on the Airport Committee in the near future. Caucus Chairperson Dan Devine stated that the Parks and Recreation appointments would be addressed separately from the other committee appointments. Moved by Moffitt supported by Millard that the Board of Commissioner appointments be approved, as appended to the appointment packet, to the following committees with the exception of Parks and Recreation: Airport Committee, Area Agency on Aging, Building Authority, Elections Scheduling Committee, Job Evaluation Review Panel, SEMCOG, Community Development, Historical Commission, Personnel Appeal Board and the Sanitary Code Appeal Board. Discussion followed. Board Chairperson McCulloch requested that the Huron Clinton Metropolitan Authority Commission appointment of James Clarkson be added to the list of approved appointments. Caucus Chairperson Dan Devine stated that a "YES" vote would approve the above-listed appointments and a "NO" vote would not. (0) As a result of the Republican votes cast, the appointments to the Airport Committee, Area Agency on Aging, Building Authority, Elections Scheduling Committee, Huron Clinton Metropolitan Authority Commission, Job Evaluation Review Panel, SEMCOG, Community Development, Historical Commission, Personnel Appeal Board and the Sanitary Code Appeal Board be approved. Moved by Palmer supported by Millard, Peoky Lewis be nominated for the Parks and Recreation Commission. 534 Republican Caucus Minutes Continued. December 8, 1999 As a result of the Republican voice vote, Pecky Lewis was selected a member of the Parks and Recreation Commission. Moved by Obrecht supported by Palmer, Deborah Schutt be nominated for the Parks and Recreation Commission to fill the vacancy created by Nancy McConnell. Moved by Galloway supported by Law, Dick Vogt be nominated for the Parks and Recreation Commission to fill the vacancy created by Nancy McConnell. A signed paper ballot was cast. The Republican vote for member of the Parks and Recreation Commission as a result of the signed paper ballot reads as follows: Amos -Schutt McCulloch -Schutt I. Moved by Millard supported by Colasanti to set aside the remaining seat on the Parks and Recreation Commission to allow the Democratic Caucus to appoint a candidate for a three year term. Caucus Chairperson Dan Devine addressed the nomination of Fran Amos for the Parks and Recreation Commission. Moved by Obrecht supported by Schmid the motion be amended to identify upon voting either a seat reserved for the Democratic Caucus appointment or a vote for Fran Amos' nomination. Caucus Chairperson Dan Devine requested an opinion from Corporation Counsel regarding the wording of the amendment. Jody McLeod, Deputy Corporation Counsel stated that the amendment was in order. Discussion followed. The Caucus recessed at 9:00 P.M. The Caucus reconvened at 9:20 P.M. Board Chairperson McCulloch discussed the proposed motion and amendment and suggested they be withdrawn so that both the Democratic Caucus and the Republican Caucus could bring forth specific candidates for nomination to date certain, January 13, 2000. Obrecht withdrew his amendment, Schmid withdrew her support. Millard withdrew his motion, Colasanti withdrew his support. Moved by Taub supported by Millard that the remaining appointment to the Parks and Recreation Commission be postponed date certain, January 13, 2000, at the Caucus Meeting prior to the first Board of Commissioners' meeting of the year. 535 G.
