Williams Lake Road, White Lake, Michigan. COMMISSIONERS PRESENT: Bullard, Coulter, Crawford, Douglas, Jamian, Knollenberg, Kowall, Law, Long, McMillin, Middleton, Moffitt, Moss, Obrecht, Palmer, Patterson, Potter, Rogers, Scott, Webster, Zack. (19) Republicans (2) Democrats ABSENT: Coleman, Gregory, Hatchett, Suarez. (0) Republicans (4) Democrats Quorum present. Moved by Webster supported by Crawford the Agenda be adopted and the Caucus Rules be amended. As a result of the Republican voice vote, the Republican Caucus Rules were amended. Vote on Agenda and Caucus Rules as amended: AYES: Crawford, Douglas, Jamian, Knollenberg, Kowall, Law, Long, McMillin, Middleton, Moffitt, Moss, Obrecht, Palmer, Patterson, Potter, Rogers, Scott, Webster, Bullard. (19) NAYS: None. (0) As a result of the Republican vote, the Agenda and Caucus Rules as amended, were adopted. Moved by Palmer supported by Patterson the nominee for Republican Caucus Chairperson was Peter Webster. Moved by Palmer supported by Law the nominations be closed and an unanimous vote be cast to elect Peter Webster as Republican Caucus Chairperson. As a result of the Republican voice vote, the nominations were closed, and Peter Webster was unanimously elected Chairperson of the Republican Caucus. Moved by Palmer supported by Moffitt the nominee for Republican Caucus Vice Chairperson was Michael Rogers. Moved by Middleton supported by Obrecht the nominations be closed and an unanimous vote be cast to elect Michael Rogers as Republican Caucus Vice Chairperson. As a result of the Republican voice vote, the nominations were closed, and Michael Rogers was unanimously elected Vice Chairperson of the Republican Caucus. Republican Caucus Minutes Continued. December 2, 2002 539 Moved by Crawford supported by Moss the Rules for the Oakland County Board of Commissioners 2003 Edition as amended in Sections (VIII and X), be adopted. Republican vote on adoption of Board Rules for 2003, as amended: AYES: Douglas, Jamian, Knollenberg, Kowall, Law, Long, McMillin, Middleton, Moffitt, Moss, Obrecht, Palmer, Patterson, Potter, Rogers, Scott, Webster, Bullard, Crawford. (19) NAYS: None. (0) As a result of the Republican vote, the Board Rules for 2003 as amended, were adopted. Moved by Palmer supported by Moffitt the nominee for Board Chairperson was Thomas Law. Moved by Palmer supported by Moffitt the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Thomas Law was unanimously selected Board Chairperson. Moved by Moss supported by Rogers the nominee for Board Vice Chairperson was David Moffitt. Moved by Moss supported by Rogers the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and David Moffitt was unanimously selected Board Vice Chairperson. Moved by Palmer supported by Law the nominees for Committee Chairpersons were as follows: Finance Committee -Charles Moss General Government Committee -William Patterson Personnel Committee -Thomas Middleton Planning and Building Committee -Charles Palmer Public Services Committee -Hugh Crawford Moved by Palmer supported by Law the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and the above mentioned nominees were unanimously selected Chairperson of their designated Committee. As a result of the Republican voice vote, the nominations were closed, and the above mentioned nominees were unanimously selected Vice Chairperson of their designated Committee. As a result of the Republican voice vote, the nominations were closed, and the above mentioned nominees were unanimously selected members of their designated Committee. Moved by Obrecht supported by Palmer to reappoint William Patterson member of the Airport Committee. Moved by Moss supported by Law the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and William Patterson was unanimously selected member of the Airport Committee for a one (1) year term. Moved by Law supported by Obrecht to delay filling open vacancies to the Airport Committee at this time. Moved by Law supported by Middleton to reappoint Lawrence Obrecht member of the Area Agency on Aging. Moved by Crawford supported by Law the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Lawrence Obrecht was unanimously selected member of the Area Agency on Aging for a two (2) year term. Moved by Palmer supported by Douglas to reappoint Ken Stroebel member of the Building Authority. Moved by McMillin supported by Bullard the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Ken Stroebel was unanimously selected member of the Building Authority for a three (3) year term. Moved by Obrecht supported by Moffitt to reappoint Sandra Abrams and Kathryn Dornan members of the Elections Scheduling Committee. Moved by Middleton supported by Law the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Sandra Abrams and Kathryn Dornan were unanimously selected members of the Elections Scheduling Committee for a one (1) year term. Moved by Crawford supported by Obrecht to reappoint Hugh Crawford as the alternate to the Job Evaluation Review Panel. Moved by Obrecht supported by Patterson the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Hugh Crawford was unanimously selected the alternate member of the Job Evaluation Review Panel for a one (1) year term. Republican Caucus Minutes Continued. December 2, 2002 541 Republican Caucus Chairperson Peter Webster recommended remaining vacancies of the various boards would be filled at a later date. Republican Caucus Chairperson Peter Webster stated nominations to the Library Board would be addressed at a later date. Moved by Obrecht supported by Law to reappoint Pecky Lewis and Richard Vogt members of the Parks and Recreation Commission for a three (3) year term. Moved by Middleton supported by Law the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Pecky Lewis and Richard Vogt were unanimously selected members of the Parks and Recreation Commission for a three (3) year term. Moved by Law supported by Patterson that Hugh Crawford be appointed to fill the unexpired term of Shelley Taub as member of the Parks and Recreation Commission. Moved by Middleton supported by Bullard the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and Hugh Crawford was unanimously selected member of the Parks and Recreation Commission for an unexpired term ending January 1, 2004. Commissioner Michael Rogers stated he would abstain from voting for member of the Road Commission. Moved by Obrecht supported by Douglas to reappoint Larry Crake member of the Road Commission. Moved by Moffitt supported by Law to appoint Jim Dunleavy member of the Road Commission. Moved by Crawford to appoint Ed Kriewall member of the Road Commission. Discussion followed. Each nominee was allowed a two minute speech. Larry Crake, the only nominee present, addressed the Board. The Republican vote for a member of the Road Commission as a result of a roll call vote was: Jamian -Crake Palmer -Crake Knollenberg -Crake Patterson -Crake Kowall -Crake Potter -Crake Law -Dunleavy Rogers -Abstain Long -Crake Scott -Crake McMillin -Crake Webster -Crake Middleton -Crake Bullard -Crake Moffitt -Dunleavy Crawford -Kriewall Moss -Crake Douglas -Crake Obrecht -Crake The Republican vote was: Larry Crake (15) Jim Dunleavy (2) Ed Kriewall (1) Abstain (1) As a result of the Republican roll call vote, Larry Crake was selected member of the Road Commission for a six (6) year term. December 2, 2002 542 Moved by Obrecht supported by Moffitt the nominees for SEMCOG delegates were David Moffitt, Charles Moss, and Lawrence Obrecht as alternate to David Moffitt. Moved by Middleton supported by Patterson the nominations be closed and an unanimous ballot be cast. As a result of the Republican voice vote, the nominations were closed, and David Moffitt, Charles Moss, and Lawrence Obrecht as alternate to David Moffitt, were selected delegates to SEMCOG for a one (1) year term. Republican Caucus Chairperson Peter Webster stated appointments to the Claims Review Board, Community Development, Historical Commission, Lake Boards, Sanitary Code Appeal Board, and Substance Abuse Advisory Council would be made at a later date. Moved by Palmer supported by Moss the Republican Caucus be adjourned. As a result of the Republican voice vote, the Republican Caucus adjourned at 7:50 p.m.
