Williams Lake Road, White Lake, Michigan. REPUBLICAN COMMISSIONERS PRESENT: Bullard, Crawford, Douglas, Jamian, Knollenberg, Kowall, Law, Long, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Webster, Wilson. (18) REPUBLICAN COMMISSIONERS ABSENT: McMillin (1) Quorum present. Board of Commissioners Chairperson Thomas Law acknowledged the presence of Democratic Commissioner Eric Coleman. Moved by Bullard supported by Long the Republican Caucus Agenda and Caucus Rules be adopted. Discussion followed. Vote on Agenda and Caucus Rules: AYES: Crawford, Douglas, Jamian, Knollenberg, Kowall, Law, Long, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Webster, Wilson, Bullard. (18) NAYS: None. (0) As a result of the Republican vote, the Republican Caucus Agenda and Caucus Rules were adopted. Moved by Patterson supported by Kowall the nomination of Peter Webster for Republican Caucus Chairperson. Discussion followed. Commissioner Patterson withdrew his motion and Commissioner Kowall withdrew her support. Commissioner Peter Webster requested nomination for Republican Caucus Chairperson. Moved by Douglas supported by Palmer the nominations be closed and an unanimous vote be cast to elect Peter Webster as Republican Caucus Chairperson. As a result of the Republican voice vote, the nominations were closed, and Peter Webster was unanimously elected Chairperson of the Republican Caucus. Commissioner Michael Rogers requested nomination for Republican Caucus Vice Chairperson. Republican Caucus Minutes Continued. December 1, 2003 600 Moved by Middleton supported by Law the nominations be closed and an unanimous vote be cast to elect Michael Rogers as Republican Caucus Vice Chairperson. As a result of the Republican voice vote, the nominations were closed, and Michael Rogers was unanimously elected Vice Chairperson of the Republican Caucus. Moved by Palmer supported by Long the Rules for the Oakland County Board of Commissioners 2004 Edition be adopted. Discussion followed. Commissioner Palmer withdrew his motion and Commissioner Long withdrew her support. Republican Caucus Chairperson Peter Webster stated the Rules for the Oakland County Board of Commissioners for 2004 would remain as is, unless amended. Commissioner Moffitt requested nomination for Board Vice Chairperson. Moved by Palmer supported by Law the nominations be closed and an unanimous vote be cast. As a result of the Republican voice vote, the nominations were closed, and David Moffitt was unanimously selected Board Vice Chairperson. Discussion followed. Moved by Palmer supported by Crawford to suspend Republican Caucus Rule #2 to allow Standing Committee Chairpersons, Vice Chairpersons, and Members of all Standing Committees be selected under one vote. Vote on motion to suspend Rule #2 and vote for 2004 Standing Committees: AYES: Jamian, Knollenberg, Law, Long, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Webster, Wilson, Bullard, Crawford. (14) NAYS: Douglas, Kowall, Middleton, Scott. (4) As a result of the Republican vote, the motion to suspend the rules carried, and the following Republican Commissioners were unanimously selected members of their designated Committees as follows: Finance Committee Chairperson -Charles Moss Republican Vice Chairperson -Bill Bullard Republican Members -Palmer, Crawford, Jamian, Webster, -Knollenberg, Long General Government Committee Chairperson -William Patterson Republican Vice Chairperson -Peter Webster Republican Members -Bullard, Potter, Scott, Knollenberg, Kowall Personnel Committee Chairperson -Greg Jamian Republican Vice Chairperson -Michael Rogers Republican Members -Moss, Wilson, Patterson, Middleton Republican Caucus Minutes Continued. Vote on suspension of Caucus Rule #2: AYES: Jamian, Knollenberg, Kowall, Law, Long, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Webster, Wilson, Bullard, Crawford, Douglas. (18) NAYS: None. (0) As a result of the Republican vote, the motion to suspend Republican Caucus Rule #2 carried. Moved by Palmer supported by Jamian to reappoint Commissioners Patterson, Crawford, Gregory, and Middleton members of the Airport Committee. Moved by Moffitt supported by Jamian the nominations be closed, and an unanimous vote be cast. Vote on appointments to the Airport Committee: AYES: Knollenberg, Kowall, Law, Long, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Webster, Wilson, Bullard, Crawford, Douglas, Jamian. (18) NAYS: None. (0) As a result of the Republican vote, the nominations were closed, and Commissioners Patterson, Crawford, Gregory, and Middleton were unanimously selected members of the Airport Committee for a 1 year term. Moved by Palmer supported by Crawford the following incumbents be selected for reappointment to the various Committees as follows: Area Agency on Aging (2) Year Term Jan Dolan Job Evaluation Review Panel (1) Year Term Eric Coleman Eileen Kowall Sue Ann Douglas (alternate) Parks and Recreation (3) Year Term Hugh D. (18) NAYS: None. (0) As a result of the Republican vote, the above mentioned incumbents were selected members of their designated Committees. Republican Caucus Chairperson Peter Webster stated the appointments to the Election Scheduling Committee and the Building Authority would be made at a later date. Moved by Moffitt supported by Law a recommendation to amend the Board Rules as follows: X. STANDING COMMITTEE STRUCTURE A. The Standing Committee structure shall be: (1) Finance Committee ten (10) eleven (11) Members B. Membership of all Standing Committee shall be as follows: (1) The Finance Committee shall consist of seven (7) eight (8) Members of the majority party and three (3) members of the minority party. (17) NAYS: Douglas. (1) As a result of the Republican vote, the recommendation to amend the Board Rules carried. Moved by Law supported by Moffitt the amended calendar be accepted. Discussion followed. (18) NAYS: None. (0) Republican Caucus Chairperson Peter Webster stated as a result of the Republican vote, the amended calendar was accepted and the Republican Caucus adjourned at 7:48 p.m.
