Telegraph Road, Pontiac, Michigan. Roll called. PRESENT: Bullard, Coulter, Crawford, Douglas, Gregory, Hatchett, Jamian, Knollenberg, Kowall, Law, Long, McMillin, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Suarez, Webster, Wilson, Zack. (24) ABSENT: Coleman (absent with notice). (1) Quorum present. Invocation given by Vincent Gregory. Pledge of Allegiance to the Flag. Moved by Webster supported by Rogers the agenda be approved as printed. AYES: Bullard, Coulter, Crawford, Douglas, Gregory, Hatchett, Jamian, Knollenberg, Kowall, Law, Long, McMillin, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Suarez, Webster, Wilson, Zack. (24) NAYS: None. (0) A sufficient majority having voted therefore, the agenda was approved as printed. Chairperson Thomas Law addressed the Board and asked the Commissioners and the citizens of Oakland County to give a warm welcome as he introduced Detroit Mayor Kwame Kilpatrick to speak on the Detroit Water and Sewerage Department water rates as they pertain to Oakland County. Mayor Kwame Kilpatrick addressed the Board. The Mayor then introduced Victor Mercado, Utilities Operations Chief of the City of Detroit Water and Sewerage Department (DWSD) who addressed the Board with a presentation on the water rate issue and operation of the DWSD. Commissioners Minutes Continued. March 25, 2004 178 Victor Mercado, introduced Bart Foster, P.E., Senior Vice President Enterprise Consulting of Black and Veatch Corporation, who also addressed the Board with a presentation on computing water rates. The following Commissioners asked questions of Mayor Kwame Kilpatrick, Victor Mercado, and Bart Foster to express their concerns on the rising water rates with the City of Detroit Water and Sewerage Department: Peter Webster Eric Wilson Christine Long Tom McMillin Mattie Hatchett William Patterson Bill Bullard Sue Ann Douglas Chuck Moss Greg Jamian David Moffitt Jeff Potter Michael Rogers David Coulter Helaine Zack Charles Palmer Martin Knollenberg Mayor Kwame Kilpatrick, Victor Mercado, and Bart Foster then answered questions from the citizens of Oakland County on their concerns with the rising water rates. Chairperson Thomas Law declared a recess at 9:16 p.m. The Board reconvened at 9:23 p.m. Roll called. PRESENT: Bullard, Coulter, Crawford, Douglas, Gregory, Hatchett, Jamian, Knollenberg, Kowall, Law, Long, McMillin, Middleton, Moffitt, Moss, Palmer, Patterson, Potter, Rogers, Scott, Suarez, Webster, Wilson, Zack. The following people were called to address the Board for public comment: Bruce Boyd (no longer in attendance), Emma McAllister of the Golden Opportunity Club (no longer in attendance), Rolland Sizemore, of the Washtenaw Board of Commissioners addressed the Board, Claudice Filler (no longer in attendance), David E. Pruente (no longer in attendance), and Commissioner Mattie Hatchett addressed the Board. Chairperson Thomas Law asked the Chairperson of each Standing Committee if they had any resolutions to address. There were no resolutions on the agenda to address. As a point of personnel privilege Commissioner David Moffitt acknowleged the following people from the Southwest Oakland Cable Commission: Lisa Antuna, John Bujak, Andy Bonjour, Katherine Georgas, Eric Agnott, Dave Rheinhardt, and Shana Thompson.
