Telegraph Road, Pontiac, Michigan. Roll called. PRESENT: Bullard, Coulter, Crawford, Douglas, Gershenson, Gregory, Hatchett, Jamian, Kowall, Long, Melton, Molnar, Moss, Nash, Palmer, Patterson, Rogers, Scott, Suarez, Wilson, Woodward, Zack. (22) EXCUSED ABSENCE PER MISCELLANEOUS RESOLUTION #04228: Coleman. (1) EXCUSED ABSENCE WITH NOTICE: Middleton, Potter. (2) Quorum present. Invocation given by Mike Rogers. Pledge of Allegiance to the Flag. Moved by Gregory supported by Molnar the minutes of the June 30, 2005, Board Meeting be approved. A sufficient majority having voted therefore, the minutes were approved as printed. Moved by Kowall supported by Coulter the agenda be approved as printed. AYES: Bullard, Coulter, Crawford, Douglas, Gershenson, Gregory, Hatchett, Jamian, Kowall, Long, Melton, Molnar, Moss, Nash, Palmer, Patterson, Rogers, Scott, Suarez, Wilson, Woodward, Zack. (22) NAYS: None. (0) A sufficient majority having voted therefore, the agenda was approved as printed. Vice Chairperson Hugh Crawford, along with Chairperson Bill Bullard Jr., presented Kristi Timar, Captain of the Novi High School Girls’ Soccer Team, with a proclamation honoring her outstanding athletic performance which resulted in her being awarded the prestigious Michigan High School Athletic Association’s distinguished Ms. Soccer Award. Vice Chairperson Hugh Crawford asked Kristi Timar to introduce the rest of her teammates, “the Novi Wildcats”, individually to receive a proclamation commending them for their accomplishments and superb team effort of posting a 24-0-1 winning season record under the guidance of Head Coach Brian O’Leary. Commissioners Minutes Continued. July 13, 2005 271 Chairperson Bill Bullard Jr. introduced County Executive, L. Brooks Patterson who addressed the Board with his recommendations for the Fiscal Year 2006/2007 Budget. Mr. Patterson discussed the preliminary budget shortfalls estimated for Fiscal Year 2006/2007, recommended budget cut tasks to be taken by all Oakland County Elected Officials, and a projection of possible continued budget shortfalls to the year 2012. County Executive, L. Brooks Patterson addressed the issue of Oakland County Prosecutor, David Gorcyca being quoted in the July 12, 2005 article in the Detroit News in regards to the 2006/2007 Budget. County Executive, L. Brooks Patterson introduced the Director of Management and Budget, Laurie Van Pelt, who addressed the Board with details on the 2006/2007 preliminary budget shortfalls, retiree health care obligations, juvenile institutions, requests for additional resources and balancing the Fiscal Year 2006/2007 Budget. Ms. Van Pelt also addressed the July 12, 2005, Detroit News Article. Director of Management and Budget, Laurie Van Pelt introduced the Director of Human Resources, Nancy Scarlet who addressed the Board on the issues of dedicated funding, history of position changes, summary of County Executive position recommendations for the Fiscal Year 2006 Budget, grant funded positions, Fiscal Year 2006 Budget position requests, withdrawals, considerations and recommended positions, general salary increases for Fiscal Year 2006, and the issue of retiree’s health care cost. Director of Human Resources, Nancy Scarlet introduced the Manager of Fiscal Services, Tim Soave who did summary and highlights of the Fiscal Year 2006 Recommended Budget. Chairperson Bill Bullard Jr. thanked County Executive, L. Brooks Patterson for their presentation on the Fiscal Year 2006/2007 Budget. Chairperson Bill Bullard Jr. asked “Are their any Commissioners who wish to address County Executive, L. Brooks Patterson or his staff with questions, concerns, or comments in regards to the budget?” There being none, the Chairperson opened the questions to the general public for Public Comment. The following person addressed the board: Oakland County Prosecutor, David Gorcyca addressed the Board on the issue of being quoted in the July 12, 2005 article in the Detroit News regarding the 2006/2007 Budget. Chairperson Bill Bullard Jr. asked “Are there any other persons present who wish to speak?” No persons requested to speak.
