MINUTES OF THE REPUBLICAN CAUCUS
November 14, 2005
Meeting called to order by Republican Caucus Chairperson Eileen Kowall at 6:45 p.m. at Liberty Golf and
Banquet, 6060 Maybee Rd, Clarkston, Michigan 48346.
REPUBLICAN COMMISSIONERS PRESENT: Bullard, Crawford, Douglas, Kowall, Long,
Middleton, Molnar, Moss, Palmer, Patterson, Potter, Scott. (12)
Quorum of Republican Caucus were present.
Moved by Moss supported by Long the Republican Caucus Agenda and Caucus Rules be adopted.
A sufficient majority having voted in favor, the Republican Caucus Agenda and Caucus Rules were
adopted.
Moved by Douglas supported by Molnar to nominate Eileen Kowall for Republican Caucus Chairperson.
A sufficient majority having voted in favor, Eileen Kowall was elected Republican Caucus Chairperson.
Moved by Long supported by Patterson to nominate Eric Wilson for Republican Caucus Vice
Chairperson.
A sufficient majority having voted in favor, Eric Wilson was elected Republican Caucus Vice Chairperson.
Moved by Patterson supported by Bullard to govern under 2005 Board Rules for 2006, subject to any
subsequent rule changes adopted at the December 8, 2005 Board meeting, or if amended in 2006.
Discussion followed.
A sufficient majority having voted in favor, the Board Rules for 2006 were adopted.
Moved by Palmer supported by Patterson to nominate Hugh Crawford for Board of Commissioners Vice
Chairperson.
A sufficient majority having voted in favor, Hugh Crawford was nominated Board of Commissioners Vice
Chairperson.
Caucus Chairperson Eileen Kowall congratulated Commissioner Crawford.
Moved by Crawford supported by Douglas to keep items #7 (Selection of Chairperson for Standing
Committees), #8 (Selection of Vice Chairperson for Standing Committees), and #9 (Selection of Members
of Standing Committees) of the agenda the same for 2006.
A sufficient majority having voted in favor, the Selection of Chairperson, Vice Chairperson, and Members
of Standing Committees remained the same for 2006.
Caucus Chairperson Eileen Kowall read the appointments to all the committees as to who showed
interest, per attached sheet.

Moved by Patterson supported by Moss to refer the recommendations for appointments to the Retirement
Board to the General Government Committee to allow for candidates to be interviewed.
Discussion followed.
Vote on motion to refer the recommendation for appointments to the Retirement Board to the
General Government Committee:
AYES: Bullard, Kowall, Long, Middleton, Molnar, Moss, Patterson, Potter, Scott. (9)
NAYS: Crawford, Douglas, Palmer. (3)
A sufficient majority having voted in favor, the recommendation for appointments to the Retirement Board
were referred to the General Government Committee to allow for candidates to be interviewed.

Moved by Moss supported by Patterson to recommend Vincent Gregory for reappointment to the Parks
and Recreation Commission.
Discussion followed.
A sufficient majority having voted in favor, Vincent Gregory was recommended for reappointment to the
Parks and Recreation Commission.
Moved by Palmer supported by Crawford to recommend Pecky Lewis and Suzy Vogt for reappointment to
the Parks and Recreation Commission.
Discussion followed.
Moved by Douglas supported by Scott to amend the procedures for appointments to allow for interviews
of candidates in 2007.
Discussion followed.
Commissioner Douglas withdrew her motion.
Vote on recommendation of Pecky Lewis and Suzy Vogt to the Parks and Recreation
Commission:
AYES: Crawford, Douglas, Kowall, Long, Middleton, Molnar, Moss, Palmer, Patterson, Potter,
Bullard. (11)
NAYS: Scott. (1)
A sufficient majority having voted in favor, Pecky Lewis and Suzy Vogt were recommended for
reappointment to the Parks and Recreation Commission.
Discussion followed.
Moved by Moss supported by Long to recommend incumbents William Patterson, Tom Middleton, Hugh
Crawford, Vincent Gregory, and David VanderVeen (Executive Designee) for appointment to the Airport
Committee.
Moved by Moss supported by Long to recommend incumbents Jan Dolan and Eric Wilson (alternate) for
appointment to the Area Agency on Aging.
Moved by Moss supported by Long to recommend Joel Garrett for appointment to the Building Authority.

Moved by Moss supported by Long to recommend Delegates Mike Rogers, Chris Long, Chuck Moss, Eric
Coleman, and Mattie Hatchett, with Alternates Dennis Toffolo, Greg Jamian, John Scott, Tim Melton and
Jim Nash for appointment to SEMCOG.
Commissioner Moss made a “Friendly Amendment” to add Clifton Hitchcock for recommendation for
appointment to Area Agency on Aging.
Moved by Douglas supported by Crawford to remove Clifton Hitchcock from recommendation for
appointment to the Area Agency on Aging, to be interviewed later.
Discussion followed.
Moss withdrew his “Friendly Amendment” to consider Clifton Hitchcock at this time.
Vote on recommendations for appointment to the Airport Committee, Area Agency on Aging,
Building Authority, and SEMCOG:
AYES: Douglas, Kowall, Long, Middleton, Molnar, Moss, Palmer, Patterson, Potter, Scott,
Bullard, Crawford. (12)
NAYS: None. (0)
A sufficient majority having voted in favor, the incumbents, as shown in the attachment, were
recommended for appointment to the Airport Committee, Area Agency on Aging, Building Authority, and
SEMCOG.
Discussion followed.
Commissioner Crawford requested to reconsider Dennis Murphy for the Retirement Board, and asked the
affirmative side to make the motion.
Caucus Chairperson Eileen Kowall asked if anyone wanted to make the motion.
No person made a motion to reconsider.
Discussion followed.
Caucus Chairperson Eileen Kowall asked if there was any further discussion on the appointments.
Chairperson Bill Bullard, Jr. reviewed the Chairperson’s appointments and indicated he would welcome
input on the appointments he will submit to the Board of Commissioners on December 8, 2005.
Chairperson Bill Bullard, Jr. addressed the Republican Caucus with discussion of other business.
The Republican Caucus adjourned at 7:30 p.m.
