REPUBLICAN CAUCUS MINUTES
November 1, 2007
Meeting called to order by Republican Caucus Chairperson Eileen Kowall at 8:42 a.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bullard, Crawford, Douglas, Gingell, Gosselin,
Jacobsen, Kowall, Long, Middleton, Potter, Potts, Rogers, Scott. (13)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
Moved by Crawford supported by Gingell the minutes of the October 18, 2007, Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
Phillip Bertolini, Deputy County Executive, addressed the Caucus members and gave them an update on
Wireless Oakland, then answered questions.
Commissioner Bill Bullard, Jr. spoke to the Caucus regarding Dr. Grenae Dudley-White, and her
appointment to the Department of Human Services Agency Board. Dr. Dudley-White addressed the
Caucus members.
Dave Hieber, Manager of Equalization, and Tim Soave, Manager of Fiscal Services, presented to the
Caucus a projection for 2008 regarding assessed and taxable values, foreclosures and value changes.
They answered questions from the commissioners. Bob Daddow, Deputy County Executive and Laurie
VanPelt, Director of Management and Budget also addressed the Caucus.
The members of the Republican Caucus discussed the Board Agenda.
Democratic Commissioner Jim Nash introduced Board of Commissioners – Support of the Great Lakes,
Great Michigan Platform: A Bipartisan Legislative Package to Protect Michigan’s Water for Future
Generations, a resolution to be introduced at today’s meeting.
The Republican Caucus Chairperson declared a recess at 9:33 a.m.
The Republican Caucus reconvened at 10:54 a.m.

Democratic Commissioners present were David Coulter, Marcia Gershenson and Dave Woodward.
Caucus Chairperson Kowall turned the meeting over to Commissioner Bill Bullard, Jr., who addressed the
Republican Caucus regarding the Jail Overcrowding Bill.
Commissioner Bill Bullard, Jr. stated that the Republican Caucus would take a Caucus position on the
2008 appointments.
Moved by Bullard supported by Gosselin to select Hugh Crawford to serve as Board Vice-Chairperson.
AYES: Bullard, Crawford, Douglas, Gingell, Gosselin, Jacobsen, Kowall, Long, Middleton, Potter,
Potts, Rogers, Scott. (13)
NAYS: None. (0)
As a result of the Caucus position vote, Hugh Crawford was selected to serve as Board Vice-Chairperson
for 2008.
Moved by Crawford supported by Gosselin all present Committee Chairpersons, Vice-Chairpersons and
Committee Members remain the same for 2008.

Rogers, Scott, Bullard. (13)
NAYS: None. (0)
As a result of the Caucus position vote, the Chairperson, Vice Chairperson, and Committee Members of
the Standing Committees were selected as follows:
Finance Committee: Rogers (C), Kowall (VC), Douglas, Crawford, Middleton, Long, Potter
(Republican Committee Members)
General Government Committee: Long (C), Gingell (VC), Crawford, Kowall, Potter, Jacobsen,
Potts (Republican Committee Members)
Personnel Committee: Middleton (C), Jacobsen (VC), Douglas, Rogers, Scott, Gosselin
(Republican Committee Members)
Planning and Building Committee: Douglas (C), Potts (VC), Jacobsen, Gingell, Gosselin
(Republican Committee Members)
Public Services Committee: Potter (C), Scott (VC), Middleton, Gingell, Potts (Republican
Committee Members)
Moved by Gingell supported by Potter to select Eileen Kowall as Republican Caucus Chairperson and
Robert Gosselin as Republican Caucus Vice-Chairperson.
AYES: Douglas, Gingell, Gosselin, Jacobsen, Kowall, Long, Middleton, Potter, Potts, Rogers,
Scott, Bullard, Crawford. (13)
NAYS: None. (0)
As a result of the Caucus position vote, Eileen Kowall was selected Chairperson of the Republican
Caucus and Robert Gosselin was selected Vice-Chairperson of the Republican Caucus for 2008.
Moved by Gingell supported by Potts to select Eileen Kowall and Greg Jamian to serve on the Parks and
Recreation Commission.

As a result of the Caucus position vote, Eileen Kowall and Greg Jamian were selected to serve on the
Parks and Recreation Commission.
Commissioner Rogers addressed the Republican Caucus regarding jail overcrowding management.
Commissioners Bullard, Kowall, and Potts also addressed the Caucus.
The Republic Caucus adjourned at 11:19 a.m. until November 29, 2007, at 8:30 a.m.
