REPUBLICAN CAUCUS MINUTES
November 6, 2008
Meeting called to order by Republican Caucus Chairperson Eileen Kowall at 8:42 a.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bullard, Clark, Crawford, Douglas, Gingell,
Gosselin, Jacobsen, Kowall, Long, Middleton, Potter, Potts, Rogers, Scott. (14)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
Moved by Crawford supported by Long the minutes of the October 23, 2008 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
Republican Caucus Chairperson Eileen Kowall welcomed Parks and Recreation Director, Dan Stencil,
who was in attendance.
Commissioner Bill Bullard, Jr. addressed the Caucus regarding the election on November 4, 2008. He
scheduled a Republican Caucus meeting on Monday, November 10, 2008, at 6:00 p.m. to discuss
committee set up for 2009.
Commissioner Mike Rogers addressed the Republican Caucus and thanked everyone for their support.
Commissioner Mike Gingell addressed the Board.
Commissioner Sue Ann Douglas addressed the Caucus and thanked the Clerk’s office for the election
reporting software.
Commissioner Jeff Potter addressed the Caucus regarding the election results.
Commissioner David Potts addressed the Caucus regarding bills in the Senate.
Republican Caucus Chairperson Eileen Kowall welcomed Larry Obrecht, Animal Control, who was in
attendance and will be presenting a proclamation at the regular Board meeting.
Chairperson Eileen Kowall also welcomed Jim Runestad, who was elected in the November 4, 2008
election as County Commissioner in District #6.
The members of the Republican Caucus discussed the Board Agenda.

Commissioner Long addressed the Republican Caucus regarding a resolution that she, Democratic
Commissioner Helaine Zack and Democratic Commissioner Marcia Gershenson are sponsoring that
supports mental health parity for women.
Commissioner Tom Middleton addressed the Caucus regarding the MSU Advisory appointment.
Deputy County Executive, Gerry Poisson addressed the Republican Caucus and answered questions
regarding the resolution on women’s mental health parity.
Democratic Commissioner Helaine Zack introduced a proposed resolution entitled Board of
Commissioners – Support for Mental Health Parity in Michigan, a proposed resolution entitled Board of
Commissioners – Support for Senate Bill 1066 – Amendments to the Michigan Vehicle Code to Allow
Individuals Charged with Certain Driving Offenses to Attend a Basic Driver Improvement Course, and a
proposed resolution entitled Board of Commissioners – Support for House Bill 6455 – Amendments to the
Michigan Vehicle Code to Allow for Reinstatement of Driver’s License for Those with Outstanding Driver
Responsibility Fees.
The Republican Caucus adjourned at 9:10 a.m. until November 20, 2008, at 8:30 a.m.
