Roll called. REPUBLICAN COMMISSIONERS PRESENT: Bullard, Capello, Douglas, Gingell, Gosselin, Jacobsen, Long, Middleton, Potter, Potts, Runestad, Scott, Taub. (13) EXCUSED ABSENCE WITH NOTICE: None. (0) DEMOCRATIC COMMISSIONERS PRESENT: Coulter. (1) Quorum present. Chairperson Eileen Kowall welcomed the new commissioners. There was no public comment. Moved by Taub supported by Douglas the Agenda and the Caucus rules be adopted. A sufficient majority having voted in favor, the Agenda and the Caucus Rules were adopted. Moved by Gingell supported by Potts to nominate Bradford Jacobsen as Republican Caucus Chairperson. A sufficient majority having voted in favor, Bradford Jacobsen was selected Republican Caucus Chairperson. Commissioner Kowall turned the meeting over to Republican Caucus Chairperson Bradford Jacobsen. Moved by Scott supported by Long to nominate David Potts as Republican Caucus Vice Chairperson. A sufficient majority having voted in favor, David Potts was selected Republican Caucus Vice Chairperson. Commissioner Bill Bullard, Jr. addressed the Caucus regarding the Board rules. Moved by Bullard supported by Douglas to temporarily adopt the Board Rules with a committee consisting of Commissioners Douglas, Gingell, Long, Potts and Scott to review the rules. A sufficient majority having voted in favor, the motion carried. Discussion followed. Moved by Gingell supported by Taub to nominate Bill Bullard, Jr. as Board Chairperson. Republican Caucus Minutes Continued. November 18, 2008 960 A sufficient majority having voted in favor, Bill Bullard, Jr. was selected Board Chairperson. Commissioner Bullard announced that the Oakland County Board of Canvassers have completed the canvass of the November 4, 2008 General Election, and the results would be updated on the County’s website by 8:30 a.m. Discussion followed. Moved by Bullard supported by Taub to nominate Michael Gingell as Board Vice Chairperson. A sufficient majority having voted in favor, Michael Gingell was selected Board Vice Chairperson. Moved by Gingell supported by Middleton the Republican Caucus Agenda items #8 (Selection of Chairperson for Standing Committees), #9 (Selection of Vice Chairperson for Standing Committees), and #10 (Selection of Members of Standing Committees) be voted on according to the 2009-2010 Oakland County Board of Commissioner Committee Assignments chart that was distributed before the Caucus. A sufficient majority having voted in favor, the nominees for Chairperson, Vice Chairperson and Members of Standing Committees were selected to serve as follows: Finance Committee Chairperson – Tom Middleton Vice Chairperson – Mike Gingell Republican Members – Sue Ann Douglas, Jeff Potter, Christine Long, Shelley Taub, Dave Potts General Government Committee Chairperson – Christine Long Vice Chairperson – Shelley Taub Republican Members – Brad Jacobsen, Dave Potts, Jeff Potter, Jim Runestad, Kim Capello Personnel Committee Chairperson – Sue Ann Douglas Vice Chairperson – Kim Capello Republican Members – John Scott, Mike Gingell, Bob Gosselin, Tom Middleton Public Services Committee Chairperson – Jeff Potter Vice Chairperson – Jim Runestad Republican Members – Shelley Taub, Tom Middleton, Dave Potts Planning and Building Committee Chairperson – John Scott Vice Chairperson – Bob Gosselin Republican Members – Brad Jacobsen, Jim Runestad, Kim Capello Moved by Gingell supported by Douglas to appoint the following people to the committees as listed below: Airport Committee (5 Members – 1 year term) Christine Long Tom Middleton John Scott Mike Gingell David VanderVeen Area Agency on Aging (2 Members – 2 year term) Helaine Zack Shelley Taub (Alternate) Republican Caucus Minutes Continued. Moved by Middleton supported by Gingell to amend the set up of the Airport Committee to add a 6th member. A sufficient majority having voted in favor, the amendment carried. Discussion followed. Democratic Commissioner David Coulter addressed the Republican Caucus regarding the SEMCOG appointments. Moved by Taub supported by Douglas to amend the SEMCOG Committee members to leave the Democratic Commissioners listed as vacant until the Democratic Caucus appoints their members. November 18, 2008 962 A sufficient majority having voted in favor, the SEMCOG Committee was amended as follows: SEMCOG (1 year term) Delegates Alternates Jeff Potter Dennis Toffolo Christine Long David Potts John Scott (vacant) (vacant) (vacant) Moved by Bullard supported by Gingell to appointment the following commissioners to the Parks and Recreation Commission as follows: Shelley Taub – Term ends 01/01/12 – reappointed 2008 Christine Long – Term ends 01/01/2011 John Scott – Term ends 01/01/2010 A sufficient majority having voted in favor, the above named individuals were selected to serve on the Parks and Recreation Commission. Moved by Potts supported by Taub to nominate Andy Bergstrom to the Parks and Recreation Commission. Discussion followed. Republican Caucus Chairperson Bradford Jacobsen asked if there were any other nominations. Moved by Middleton supported by Gingell to nominate Robert Kostin to the Parks and Recreation Commission. Robert Kostin addressed the Caucus. Discussion followed. Vote on appointment: BERGSTROM: Bullard, Capello, Douglas, Potts, Scott, Taub. (6) KOSTIN: Gingell, Gosselin, Jacobsen, Long, Middleton, Potter, Runestad. (7) A sufficient majority having voted in favor, Robert Kostin was selected to serve on the Parks and Recreation Commission. Moved by Bullard supported by Taub to nominate Pecky Lewis to the citizen position of the Parks and Recreation Commission. A sufficient majority having voted in favor, Pecky Lewis was selected to serve on the Parks and Recreation Commission. Moved by Bullard supported by Capello to nominate Greg Jamian to the Road Commission. Republican Caucus Chairperson Bradford Jacobsen asked if there were any other nominations. Republican Caucus Chairperson Bradford Jacobsen thanked everyone for appointing him to the Caucus Chair. Moved by Scott supported by Douglas the meeting be adjourned.
