REPUBLICAN CAUCUS MINUTES
August 21, 2008
Meeting called to order by Republican Caucus Chairperson Eileen Kowall at 8:44 a.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bullard, Crawford, Douglas, Gingell, Gosselin,
Jacobsen, Kowall, Long, Middleton, Potter, Potts, Rogers, Scott. (13)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
Moved by Crawford supported by Jacobsen the minutes of the July 31, 2008 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
There was no public comment.
The members of the Republican Caucus discussed the Board Agenda.
Caucus Chairperson Eileen Kowall congratulated Commissioner John Scott and Commissioner Hugh
Crawford on their win in the August 5, 2008 Primary Election. Commissioner Crawford congratulated
Eileen Kowall who won in the Primary as well.
Commissioner Gosselin introduced a proposed resolution entitled Designating John R Road in Honor of
George W. Suarez.
Commissioner Gingell introduced a proposed resolution entitled Board of Commissioners – Resolution
Urging a Swift and Conclusive End to the Issues Surrounding the Office of the Mayor of the City of
Detroit.
Commissioner Bullard announced that at today’s Board meeting there would be a moment of silence to
honor Commissioner Suarez. A formal memorial is planned for the September 4, 2008 Board meeting.
The members of the Republican Caucus discussed the legal opinion of Corporation Counsel regarding
the appointment of District 24. Judy Cunningham of Corporation Counsel addressed the Caucus.
Caucus Chairperson Eileen Kowall moved to nominate Glenn Clark to be appointed to District 24.
Commissioner Crawford supported the motion.
Discussion followed.
Commissioner Jeff Potter moved to divide the question. There was no support; the motion failed.

AYES: Bullard, Crawford, Douglas, Gingell, Gosselin, Jacobsen, Kowall, Long, Middleton, Potts,
Rogers, Scott. (12)
NAYS: Potter. (1)
A sufficient majority having voted in favor, the nomination of Glenn Clark to be appointed to District 24
carried.
The Republican Caucus adjourned at 9:43 a.m. until September 4, 2008, at 8:30 a.m.
