REPUBLICAN CAUCUS MINUTES
March 5, 2009
Meeting called to order by Republican Caucus Chairperson Bradford Jacobsen at 8:35 a.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bullard, Capello, Douglas, Gingell, Gosselin,
Jacobsen, Long, Middleton, Potter, Potts, Runestad, Scott. (12)
EXCUSED ABSENCE WITH NOTICE: Taub. (1)
Quorum present.
Moved by Middleton supported by Scott the minutes of the February 5, 2009 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
There was no public comment.
The members of the Republican Caucus discussed the Board Agenda.
Commissioner Middleton introduced Miscellaneous Resolution #09042 entitled Department of Information
Technology – Revision of Access Oakland Master Fee Structure to Eliminate Reduced Fee Level for
Transactions Over $10,000 and stated that it would be added to the Agenda.
Dale Cunningham, Business Manager of the Sheriff Department, addressed the Caucus regarding the
food service contract at the jail.
Commissioner Gingell introduced Miscellaneous Resolution #09044 entitled Board of Commissioners –
Recognizing March 2009 as Developmental Disabilities Awareness Month in Oakland County and stated
that it would be added to the Agenda.
Democratic Commissioner Steven Schwartz introduced a proposed resolution entitled Board of
Commissioners – Freezing County Millage Rate. He also introduced a proposed Resolution entitled
Board of Commissioners – Encourage Consolidation and Shared Services Between Governmental
Entities.
Democratic Commissioner David Woodward introduced a proposed resolution entitled Board of
Commissioners – Oakland Microloan Study Group.
Democratic Commissioner Helaine Zack introduced a proposed resolution entitled Board of
Commissioners – Resolution in Support of the Needs Assessment and Collaborative Strategic Plan for
Oakland County’s “Silver Tsunami” – Our Aging Population.

Democratic Commissioner Jim Nash introduced a proposed resolution entitled Board of Commissioners –
Urging Oakland County to Participate in the Energy Efficiency and Conservation Block Grant Program.
Commissioner Runestad addressed the Caucus.
Commissioner Bill Bullard, Jr., introduced Lynn Aranoff as a new member of the Oakland County
Republican Party.
Republican Caucus Chairperson Bradford Jacobsen stated that the Republican Caucus will meet on the
third Wednesday of each month at 5:30 p.m., starting on Wednesday, March 18.
Gerald Poisson, Deputy County Executive, addressed the Caucus.
The Republican Caucus adjourned at 9:36 a.m. until March 18, 2009, at 5:30 p.m.
