REPUBLICAN CAUCUS MINUTES
April 23, 2009
Meeting called to order by Republican Caucus Chairperson Bradford Jacobsen at 8:45 a.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
REPUBLICAN COMMISSIONERS PRESENT: Bullard, Capello, Douglas, Gingell, Gosselin,
Jacobsen, Long, Middleton, Potter, Potts, Scott, Taub. (12)
EXCUSED ABSENCE WITH NOTICE: Runestad. (1)
Quorum present.
Moved by Middleton supported by Gingell the minutes of the March 26, 2009 Republican Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
There was no public comment.
The members of the Republican Caucus discussed the Board Agenda.
Anthony Markwort, Department of Human Services applicant, addressed the Caucus regarding his
appointment.
Commissioner Bullard introduced a proposed resolution entitled Board of Commissioners – To Establish
County Policy and Parameters for Issuance of Annual Oakland County Park Passes to Oakland County
Commissioners, Oakland Parks and Recreation Commission Members, the Oakland County Executive
and Oakland County’s County – Wide Elected Officials.
Commissioner Taub introduced four proposed resolutions entitled Board of Commissioners –
Encouraging Voluntary Boat Disinfection Stations; Board of Commissioners – Water Resources
Commissioner – County Protection and Enforcement of Wetlands; Board of Commissioners – Resolution
in Support of the State of Michigan to Fulfill its Obligations and Promises by Fully and Unconditionally
Restoring State Revenue Sharing to all of Michigan’s 83 Counties; and Board of Commissioners –
Resolution Supporting Adequate State Funding to Hold Counties Harmless from the Department of
Human Services Lawsuit Settlement Agreement.
Commissioner Long opened discussion regarding Commissioner Bullard’s proposed Annual Oakland
County Park passes resolution and the policy regarding park passes. Discussion followed.
Democratic Commissioner Nash introduced a proposed resolution entitled Board of Commissioners –
Oakland County Energy Efficiency Collaborative Committee and answered questions. Phillip Bertolini,
Deputy County Executive/Chief Information Officer addressed the Caucus regarding administration
involvement and funding. Discussion followed.

Democratic Commissioner Hatchett introduced a proposed resolution entitled Board of Commissioners -
Recognizing National County Government Week in Oakland County.
Commissioner Gingell introduced a proposed resolution entitled Board of Commissioners - Declaring May
2009 – Mental Health Month in Oakland County.
The Republican Caucus adjourned at 9:20 a.m. until May 7, 2009, at 8:30 a.m.
