IN RE: HUMAN RESOURCES DEPARTmENT - FISCAL YEAR 2007 COLLECTIVE BARGAINING
AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY THE COMMAND OFFICERS
ASSOCIATION (COA)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and the COA have negotiated an extension
of the current collective bargaining agreement for Fiscal Year 2C07 for
approximately 102 Sheriff Office Command Officers; and
WHEREAS this agreement provides for 2 increase effective with the pay
period beginning September 30, 2006; and
WHEREAS this agreement provides that health care for the employees
represented by this bargaining unit will be consisent with Micellaneors
Resolution 406114 effective with the ratification a this agreement; and
WHEREAS the agreement including other modifications has been reduced to
writing in the form of a Memorandum of Agreement; and
WHEREAS this agreement nas been reviewed by your Personnel Committee,
which recommends its approval.
NOW THEREFORE 3E IT RESOLVES that the 3oard of Commissioners approves
the collective bargaining agreement extension between the County of Oakland
and the Command Officers Association covering toe period of October 1, 2006,
through September 30, 2007, and that the Board Chairperson, on behalf of the
County of Oakland, is authorized to execute said agreement as attached.

of the foregoing resolution.

MEMORANDUM OF AGREEMENT
This agreement is entered into on this day of ,2007,
between the County of Oakland and the Command Officers Association of Michigan
who represent approximately 102 Sheriff's Office Command Officers.
The parties agree to extend the provisions of the 2003-2006 collective
bargaining agreement through September 30, 2007. The collective bargaining agreement
shall only be modified as indicated below.
The bi-weekly salary schedule will increase by 2% effective retroactive to the pay
period beginning September 30, 2006.

Effective with the ratification of this agreement, employees in this bargaining
unit's health care will be modified to be consistent with the provisions of Miscellaneous
Resolution #06114. These changes include $200 individual/$400 family deductibles and
$20 office visit co-pays. Current language in the collective bargaining agreement that
provides that any changes in health care contributions and prescription co-pays
negotiated by the Oakland County Deputy Sheriff's Association which are of a lesser
amount will be applied to this bargaining unit shall be removed.
Additional modifications to the collective bargaining agreement effective with the
ratification of this agreement are, as follows:
Retirement Employees hired on or after 5/27/95:
Increase employer contribution to 3%
Increase employee contribution to 3%
Clothing Allowance
Add $100 annually for Suit and Tie only.
Captain Weekend Duty
Captains are no longer required to report to the Sheriffs Office
on Holidays but will be on call.
Mileage Will be paid at the IRS rate as adjusted..
Fitness Standards
Increase incentive to three days off provided 50% of unit
passes the fitness test currently in use.
Retiree Health Care
Except for the members of this bargaining unit who are solely covered
by the Retiree Health Savings Account, the Employer and the Union
agree that when the Union member retires, he/she shall become a part
of the County's general retiree group and as such shall participate in
the health care program that the County provides to retirees and their
eligible dependants.
The Employer and the Union acknowledge and agree that the Union
and its members have assurance under Oakland County Ordinance
#27 that the retiree health care benefits shall be provided through
either (a) the County and/or (b) a government program (e.g.,
Medicare); and that basic retiree health care shall be maintained.
The parties also acknowledge and agree that the Employer shall
continue to have the right to select cost-effective funding methods,
administrators, and to reasonably modify, from time to time, the
portion of the total cost to be borne by retirees for receiving such
benefits (e.g., co-pays and deductibles).
The parties also agree that the Employer can modify its retiree health
care programs so that the County and its retirees can participate in any
government sponsored program or policy as long as the benefits
provided are of comparable coverage as provided in Oakland County
Ordinance #27.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and
finds:
1. FY 2007 annual wage and benefit cost for the 2% salary increase is $214,838 and was included in the
FY 2007 budget. (Salaries of $156,246 and Fringe Benefits of $58,592). The FY 2008 and FY 2009
Adopted Budget includes funding for the FY 2007 agreement.
2. Additional cost of clothing allowance of $100 for 15 employees is $1,500 per year. Funding is
available in contingency for FY 2007, FY 2008 and FY 2009.
3. Increased cost of fitness day is $30,498 for a total of $91,800. A budget amendment is recommended
to FY 2008 and FY 2009. Funding is available in the Class and Rate Change account.
4. The FY 2007 Amended Budget, and the FY 2008/FY 2009 Adopted Budget included the general
Salary increases.
5. A budget amendment is recommended for Fiscal Years 2007, 2008, and 2009 as follows:
