HomeMy WebLinkAboutResolutions - 2007.10.18 - 9327October 4, 2007 MISCELLANEOUS RESOLUTION #07233 BY: Personnel Committee, Thomas Middleton, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2008 COLLECTIVE BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY PROSECUTOR'S INVESTIGATORS ASSOCIATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland and the Oakland County Prosecutor's :nvestigators Association have negotiated a an extension of the current collective bargaining agreement for Fiscal Year 2108 for approximately seven Prosecutor's Investigators; :and. WHEREAS this agreement crovides for increase effective with the pay period beginning September 29, 2007; and WHEREAS this agreement provides that health care for the employees represented by this bargaining unit will be consistent with the health care changes described in the County Executive's budget recommendation for fiscal year 2008, such modifications to begin January 1, 2008; and WHEREAS the agreement nas been reduced to writing in the form of a Memorandum of Agreement; and WHEREAS this agreement has been reviewed by your Personnel Committee, which recommends its approval, NOW THEREFORE BE :7 RESOLVED that the Board of Commissioners approves the collective bargaining agreement extension between the County of Oakland and the Oakland County Prosecutor's Investigators Association covering the period of October 1, 2007, through September 30, 2008, and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resciution. PERSONNEL COMMITTEE Personnel Committee Vote: Motion carried unanimously on a roll call vote with Jacobsen, Coleman, Hatchett absent MEMORANDUM OF AGREEMENT This agreement is entered into on this day of ,2007, between the County of Oakland and Oakland County Prosecutor's Investigators Association The parties agree to extend the provisions of the 2004 - 2007 collective bargaining agreement through September 30, 2008. The bi-weekly salary schedule will increase by 1.0% effective with the pay period beginning September 29, 2007. Base 1 year 2 year 3 year 4 year 5 year Prosecutor Investigator 1805.39 1914.20 2023.25 2132.11 2240.95 2349.75 Furthermore, effective January 1, 2008, employees represented by this bargaining unit shall have bi-weekly health care contributions, as follows: Employees hired prior to 5/31/03: Single 2 Person Family PPO $20 $42 $50 POS $16 $32 $38 CMM $ 4 $10 $16 HAP $33 $57 $63 TRAD $33 $57 $63 (no longer open for new enrollment) Employees hired on or after 5/31/03: PPO No Change POS No Change CMM 4 $10 $16 The collective bargaining agreement shall only be modified as indicated above. FISCAL NOTE (MISC. #07233) October 18, 2007 BY: Finance Committee, Mike Rogers, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2008 COLLECTIVE BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY PROSECUTOR'S INVESTIGATORS ASSOCIATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. The County of Oakland and the Oakland County Prosecutor's Investigators Association have previously negotiated a contract covering approximately seven (7) employees (M. R. #05028) for the period October 1, 2004 through September 30, 2007. 2. The County of Oakland and the Oakland County Prosecutor's Investigators Association have agreed to a contract extension for FY 2008 (October 1, 2007 through September 30, 2008). 3. The employees represented by this bargaining unit will receive the same benefit modifications as general non-represented County employees for fiscal year 2008. 4. The FY 2008 salary and related fringe benefit cost equals $5,057, (Salaries $3,630, Fringe Benefits $1,427). The General Fund amount equals $2,529 (Salary $1,815, Fringe Benefits $713) with the remaining portion of the costs being absorbed by grant funding. 5. All costs have been included in the FY 2008/FY 2009 Adopted Budget. No amendment is required. AYES: Burns, Coulter, Crawford, Douglas, Gershenson, Gingell, Gosselin, Gregory, Greimel, Hatchett, Jacobsen, KowaII, Long, Middleton, Nash, Potter, Potts, Scott, Spector, Suarez, Woodward, Zack, Bullard. (23) NAYS: None. (0) A sufficient majority having voted in favor, the resolutions (with fiscal notes attached) on the Consent Agenda were adopted.
