NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners adopt the attached certificates with the recommendations herein contained as part of the permanent records of the Board. BE IT FURTHER RESOLVED that the Equalization Director be authorized and directed to sign the several tax certificates on which the attached tabulation was based, thereby authorizing and directing the various assessing officers to spread the rates against the taxable valuation set forth herein for 2007. Chairperson, on behalf of the Finance Committee, I move the adoption of the foregoing resolution. FINANCE COMMITTEE FINANCE COMMITTEE Motion carried on a roll call vote with Greimel voting no and Zack and Crawford absent. ill 4 COAKLAND L. BROOKS PATTERSON, OAKLAND COUNTY EXECUTIVE COUNTY MICHIGAN DEPARTMENT OF MANAGEMENT AND BUDGET EQUALIZATION DIVISION October 11, 2007 OAKLAND COUNTY BOARD OF COMMISSIONERS FINANCE COMMITTEE: Please be advised that there are two unusual issues with the 2007 Apportionment of Local Tax Rates Report. The first issue is with the City of Clawson. The 2006 Library millage should have been rolled back. The City of Clawson Attorney, Manager and City Council are of the opinion the millage is not subject to the Headlee requirement. The millage reported in the 2007 Apportionment Report has been reduced. The second issue is with the City of Pontiac. On November 7, 2006 Pontiac voters approved four (4) City millage proposals. The 0.5000 mill for Minor Recreation and 0.8172 of 1.0000 mill for Police put the City of Pontiac over their Charter limitations therefore the 2007 Apportionment Report reflects a millage rate total for the City of Pontiac excluding both the Minor Recreation and Police Millages. Both issues have been reviewed by Oakland County Corporation Counsel. They agree that the City of Clawson millage should have rolled back and that the City of Pontiac millages exceed their Charter limitations.
