RE: Board of Commissioners — Distribution of Vaccine Adverse Event Reporting System
(VAERS) Brochures
TO: Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Health Division provides immunizations for infants, toddlers,
preschoolers, children, teens and adults; and
WHEREAS_ according to the United States' Centers for Disease Control and Prevention (CDC).
vaccines have reduced or eliminated many infectious diseases that once routinely killed or
harmed many infants, children, and adults in the United States: and
WHEREAS, the CDC reports that immunizations, like any medication, can cause side effects;
and
WHEREAS, according to the CDC, adverse events to vaccines are estimated to occur after
vaccination of children and adolescents at a rate of one for every 1.5 million doses of vaccine;
and
WHEREAS, a parent, guardian or legal representative of a child under 18 years of age must sign
a consent to allow the Oakland County Health Division to provide a minor with an
immunization; and
WHEREAS, the parents, guardians, and legal representatives of child and adolescent patients
and adult patients should be informed of the benefits and risks of vaccines in understandable
language; and
WHEREAS, the Vaccine Adverse Event Reporting System (VAERS) is a national vaccine safety
surveillance program co-sponsored by the Food and Drug Administration (FDA) and the Centers
for Disease Control and Prevention (CDC); and
WHEREAS. the purpose of VAERS is to detect possible signals of adverse events associated
with vaccines. VAERS collects and analyzes information from reports of adverse events that
occur after the administration of U.S. licensed vaccines; and
WHEREAS, according to the CDC, very rarely do adults, adolescents or children experience
serious adverse events following immunization. By monitoring such events, VAERS helps to
identify any important new safety concerns and thereby assists in ensuring that the benefits of
vaccines continue to be far greater than the risks; and
WHEREAS, VAERS publishes an informational brochure; a sample can be found at

NOW THEREFORE BE IT RESOLVED, that the Oakland County Health Division shall provide
parents, guardians, and legal representatives of child and adolescent patients and adult patients
receiving immunizations with a VAERS informational brochure.

RE IT FURTHER RESOLVED, that the Oakland County Health Department shall provide
VAERS brochures as long as such materials are provided to the County at no charge from the
U.S. Department of Health & Human Services.
Chairperson, we move the adoption of the foregoing Resolution.
