IN RE: HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN 4th QUARTERLY
REPORT FOR FY2D08
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary
Grades 1 - 21 provides a process for aepartments arid employees to request a review of the salary grade
placement of classifications; and
WHEREAS the 4th Quarterly Report for FY 2008 identifies the job studies conducted and the salary
grade changes recommended by the Human Resources Department after cornpletion of this review process;
and
WHEREAS funding is available in the Classification and Rate Change fund to implement GF/GR
salary grade changes resulting from this Salary Administration Quarterly Report recommendations; and
WHEREAS funding is available in the FM&O Fund to implement salary grade changes resulting from
recommended Proprietary salary grade changes.
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes
implementation of the Salary Administration Plan Li th Quarte0y Report for FY 2008, which includes the
following classification changes:

PART 11-BACKGROUND
BACKGROUND
Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. It
requires presentation of a quarterly report to the Personnel Committee of reviews conducted during the quarter by the Human
Resources Department, arid of appeals heard by the Job Evaluation Review Panel if applicable. The Personnel and Finance
Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming
effective. Funds are contained in the FY08 Budget specifically for classification and rate changes resulting from these reviews.
in cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step
has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review
Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Personnel Committee. The
Personnel Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel.

Department: Circuit Court! Civil / Criminal Division
Reports To: Caseflow ADR Supervisor
GENERAL SUMMARY
A. DESCRIPTION
Under general supervision, assists the Caseflow/ADR (Alternative Dispute Resolution) Supervisor in the daily
operations of the Circuit Court/Civil/Criminal Division/Case Management Office, Coordinates maintenance
and office related issues. Assists in overseeing changes of venue, case transfers, case consolidations, and
visiting judge use for assistance with docket, convenience of location or due to bench disqualification for both
circuit and Probate Courts. Regularly meets with judges and staff to resolve scheduling and related issues.
Conducts research and analysis relating to the development, implementation and evaluation of caseflow office
operations and procedures. Reviews and interprets federal, state, and local legislation to ensure office
operations are in compliance. Utilizes current county-wide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
Functions as a working supervisor over lower level employees, instructs, assigns, schedules, and checks work.
Assists as needed with performance appraisals, and participates in decisions to hire, discipline ; discharge, and
award pay increases and/or promotions.
TYPICAL DUTIES AND RESPONSIBILITIES
Oversees the Case Assignment process for the Circuit Court/Civil/Criminal Division and Family Division' s
jurisdiction.
Assists the supervisor in the daily management functions of the office, such as recruitment and selection of
personnel, assigning and reviewing work, reviewing and updating office policies and procedures, and
implementing new policies and procedures.
Handles requests for case reassignment, joint assignments, case consolidation (companion files) and
disqualifications of assigned judge or referee.
Assists in managing mass. judicial docket reassignments, including attending meetings with a variety of
departments.
Coordinates joint assignments where Probate Judge sits as Probate and Circuit Judge or where Circuit Judge
sits as Circuit and Probate Judge. As appropriate, contacts State Court Administrative Regional Office and/or
Circuit Court Administrator's office.

Coordinates changes of venue with other Probate Courts in Michigan_ As appropriate, confers with Senior
Referee or Chief Judge regarding case specifics. Assists in the preparation of specific orders reflecting the
intent of the transferring judge.
Monitors jury trial activity throughout the year for Probate Court. Coordinates activities with the Supervisor—
Jury Office and Jury Commission.
Attends meetings with court personnel to discuss problems and to participate in decision-making process for
Circuit Court, Civil/Criminal and Family Division operations.
Rectifies processing problems, and assists supervisor in handling the more difficult and complex complaints
and questions concerning court activities,
Under direction of the supervisor, develops and generates statistical reports as needed for the Circuit Court,
Civil/Criminal and Family Divisionsjudges, Circuit Court Administrator, and the State Court Administrative
Office_ Ensures that reports are in compliance with various requirements of the State Court Administrative
Office.
Assists with administering the Visiting Judge program for Probate Court. Processes requests for assignment,
contacts State Court Administrative Regional Office, contacts visiting judge, makes logistical arrangements
including courtroom, chambers, and support staff required. Notifies parties as appropriate, processes payrric,rit
requests, and assists as necessary. Maintains records of visiting juthae usage. cost, eases assigned, and other
statistical data. Coordinates with other Courts where assiemment is for convenience of locaticre
May represent the Circuit Court, Civil/Criminal and Family Divisions at meetings with other justice system
agencies, civic groups, and seminars.
Assists supervisor with special projects such as settlement week and visiting judge assignments,
Attends administrative meetings with court personnel, judges and Bar as needed and/or assigned.
As needed, confers with the Manager-Civil/Criminal Division and/or SCAO regarding interpretation and
implementation issues and ensures that the staff complies with legal regulations and court policies and
procedures.
Assists the Court Administrator and Judges in coordinating judicial activities.

Responds to requests for assistance from Judges and their respective staff in regard to Caseflow, ADR, and
quality issues along with requests from attorneys and the public regarding issues such as court procedures, case

Ensures accurate information is provided to attorneys and the general public regarding procedures for
documents required by the court to be filed with the Case Management Office.
Utilizes current County-wide and/or department specific software to complete assignments.

Para-Lent or Legal Assistant; AND
2. Have two (2) years of full-time experience in a law office, court setting or legal environment.
3. Pass the complete examination, including the employment medical established for this
classification.
4. Successfully complete the six month probationary period.
ADDITIONAL DESIRABLE. QUALIFICATIONS
I. Considerable knowledge of department rules, terminology and procedures.
2. Considerable ability and skill in initiaing improvements in departmental operations.
1. Considerable ability in interpreting departmental programs, procedures and legal requirements
to officials and the general public.

FOR FY 2008
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule X11-0 of this Board, the Finance Committee has reviewed the above referenced resolution
and finds:
1) The Human Resources Department, with approval from the Board of Commissioners, provides a
process for departments and employees requesting a review of the salary grade placement
classifications for Grades 1 — 21,
2) One (1) Proprietary Fund Supervisor-FM&O Administrative Services position in the Facilities
Maintenance and Operations Division will be upgraded from a grade 11 to a grade 12, at an annual
cost of $5,227 and $4,021 for the remainder of FY 2009 in salaries and fringe benefits.
3) There are no General Fund/General Purpose position changes.
4) The cost to upgrade the Supervisor-FM&O Administrative Services position will be covered by the
Facilities Maintenance and Operations Fund (#83100).
5) One (1) ADA Coordinator position in the Circuit Court-Civil/Criminal Division is to be retitled to
Casefiow/ADA Coordinator.
6) The following unused classification titles are to be deleted:
• Psychiatrist PT
Consultant Psychiatrist PhD
Storekeeper Helper
Water Meter Technician
7) The classification upgrade, position retitle and deletion of unused classifications will be effective
December 20, 2008,
8) No budget amendment is recommended.
