IN RE: PARKS AND RECREATION COMMISSION — 2008 TEENS OUTSIDE PROGRAM
GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentleman:
WHEREAS, the Oakland County Parks and Recreation Commission has been awarded
$1,800 for the Teens Outside Program through the National Recreation and Park Association and
the Outdoor Industry Foundation; and
WHEREAS, the Teens Outside Program was developed in response to the need to advance
the access, opportunity and resources needs to increase participation in active outdoor recreation
and sport, to engage youth in outdoor pursuits and to foster environmental stewardship; and
WHEREAS, the Teens Outside Program meets the Oakland County Parks and Recreation
Commission's Strategic Plan's Core programming areas of Youth Oriented programs and Camps
and Outdoor Adventures Programs and supports the Governor's Certificate of Proclamation of "No
Child Left Inside"; and
WHEREAS, the Core Programming areas identified will assist the Oakland County Parks
and Recreation Commission in determining the future direction of a sustainable outdoor adventure
programming for youth, in extending these programs to communities and organizations where these
resources are otherwise unavailable and to increase exposure and appreciation for outdoor pursuits.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves and accepts the terms of the $1.500 grant for the Teens Outside Program through the
National Recreation and Park Association and the Outdoor Industry Foundation.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners directs its
Chairperson or designee to execute the $1.500 grant for the Teens Outside Program.
Chairperson, on behalf of the General Government Committee, I move the adoption of the
foregoing resolution.

Teens Outside
In 2007 the National Recreation and Parks Association and the Outdoor
Industry Foundation have partnered to launch the Teens Outside! project in
20 communities across the United States...including Oakland County.
This summer, the Outdoor industry Foundation and NRPA, are extending the
opportunity to all the initial pilot communities and are thrilled that Oakland
County Parks is taking part again in this national initiative to increase
participation in sustainable outdoor recreatioit programming for youth, ages
10-19.
By participating in Teens Outside TM , we are making a commitment to
reconnect kids with nature by providing an expanded opportunity for youth
to engage with the outdoors, as well as to work to influence the
development of environmentally- and conservation-aware youth.
As a component of our selection, Oakland County Parks will receive a grant
in the amount of $1,500 to grow and enhance our existing outdoor
recreational programs in Oakland County. As additional support, we will
also be provided with access to special pricing for equipment and gear to
assist us in delivering our programs effectively.

Oakland County Parks has been renewed as a Teens Outside TM organization for 2008.
The Outdoor Foundation, in partnership with NRPA, are thrilled that you are taking part in this
nationai initiative to increase participation in sustainable outdoor recreation programming for
youth, ages 10-19.
By participating in Teens OutsideTM, you are committed to reconnecting kids with 'nature by
providing an expanded opportunity for youtri to engage with the outdoors, as well as work to
influence the development of environmentally- and conservation-aware youth.
As a component of your selection, we are happy to extend Oakland County Parks a grant in the
amount of $1,500 to grow and enhance your existing outdoor recreational programs in your
community. As additional support, you will also be proviced with access to special pricing for
equipment and gear to assist you in delivering your programs effectively.
Contingent with receiving these funds and resources, Oakland County Parks must commit to the
goals and objectives outlined on the attached Teens Outside Tr./ Grantee Agreement by signing
and returning both pages of the Grantee Agreement to NRPA.
We are very excited to have Oakland County Parks taking part in the 2008 Teens OutsideTM
program again this year!
Please review the enclosed Teens Outside Tv Grantee Agreement, sign and return one copy as
your official acceptance of the grant. Grant funding will not be distributed until we receive'
your signed grant agreement. You may submit the .signed copy via fax 703.729.4753 or send

All renewed Teens Outside agencies will receive $ 1,500 in grant funding and access to soe,c'el prcing on outdoor
gear to assist them in successfully implementing their 2008 Teens Outside programming. In return, ail awardec'
agencies will be expected to meet the followinc„ Teens Outside objectives (cr show measured progress towards):
• Providing outdoor recreational experiences tnat engage youtr„ ages 10-19 on a regular basis during the
programming season. Although one-off activAles are acceptable as add-on events Teens Outside agencies
are expected to work toward — and show progress towards - building truly susteineb!e, routine outdobr
programming that delivers regular and consistent outdoor recreattonai activities for teens.
• Establish a baseline group of activr7y leaders and mentors from currently available resources. while agreeing
to work towards building a reliabie group of committed mentors to support the Teens Outside initiative.
Teens Outside mentors should be engaging and capable outdoor activity leaders tnat can not only teach
participants about outdoor recreational activities, but instill their passion for the outdoors and serve as
positive role models for teens.
• Complete a Teens Outside Program Plan outlining anticipated Summer and Fall Teens Outside
programming initiatives.
• Complete a Teens Outside Grant Usage Budget outlining agency plans to spend grant proceeds.
• Attend Teens Outside Program KiCKOit via Webinar or conference call (method and time TED).
• At the beginrOg of each Teens Out..scie programming season (Summer 2068 and Fall 2008):
o ensure at participants receive and complete a pre-provided Participant Pre-Survey.'
o enter/provide data from completed Participant Pre-Surveys into either an online survey tool, to
spreadsheet template, or as directed by NRPA (method and means TBD).
• At the conclusion of each Teens Outside programming season (Summer 2008 and Fall 2008):
o ensure ali participants receive and complete a pre-provided "Participant Post-Survey."
o enter/provide data from competed Participant Post-Surveys into ether an online survey tool, to
spreadsheet template, or as directed by NRPA (method and means TED).
• Actively participate in two status conference calls dimirig the 2ti05 programming seasons.
9 Provide a thoughtful, well-written Teens Outside Final Agency Evaluation based on provided template.
Provide photos of Teens Outside activities and samples of promotional materials produced, If available.
• J requested, agree to participate in one-to-one interviews with NREA/7he Outdoor Foundation to discuss
oetails, of the local Teens Outside program.
• Make efforts to coordinate and establish relationships with local stakenoiders involved in outdoor recrootion
or environmental stewardship to devoiop a common agenda to increase availability, quality end opportunity
for youth to engage in outdoor programs within the community.

IN RE: PARKS AND RECREATION COMMISSION - 2008 TEENS OUTSIDE PROGRAM GRANT
ACCEPTANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced Miscellaneous Resolution and finds:
1) The Oakland County Parks and Recreation Commission has received a
grant in the amount of $1,500 for the Teens Outside Program
through the National Recreation and Park ASsociation and the
Outdoor Industry Foundation.
2) The Oakland County Parka and Recreation Commission approved the
acceptance of the mini-grant on June 4, 2008.
3) Current total estimated cost of the grant program is $3,000.
4) The grant has been budgeted in the FY 2008 Parks and Recreation
Commission budget, therefore no budget amendment is recommended.
