IN RE: HUMAN RESOURCES DEPARTMENT — REORGANIZATION AND BUDGET TASK
REDUCTIONS
To The Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS in reaction to tile difficult economic times facing Oakland County, the County
Executive has imposed a hiring freeze and established an estimated budget reduction task for FY2008 —
2010; and
WHEREAS the current budget reduction task and recent turnover has prompted a review of the
Human Resources (HR) Department operations and organization structure; and
WHEREAS the proposed reorganization deletes positions and realigns existing resources where
most needed while also meeting the department's budget reduction task and
WHEREAS the HR Department's current portion of the Conty Executive's budget reduction task
is $34,083 for FY2008, $31,624 for P../2009 and $205,553 for FY2010 and
WHEREAS the proposed reorganization exceeds the tameted task amount and accelerates the
savings by being effective in June of EY2008,
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the reorganization of the Human Resources Department as shown below:
1. To delete the following three (3) Ciovernmental Funded positions:

REDUCTIONS
TO THE OAKLAND COUNTY BOARD OF coxvissioNEas
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1) The Human Resources Department has preposed a reorganization which
will delete positions and realign exng resources where most
needed to meet the budget reduction task imposed for FY 2008, FY
2009 and FY 2010.
2) The Human Resources Department's portion of the County Executive's
budget reduction task is $34,083 fcr FY 2008, $31,624 for FY 2009,
and $205,553 for FY 2010.
3) The followtng Ls requested as part of the reorganization:
a. Delete three 0 Governmental Funded positions:

b. Retitle HR-Reer .,litment & HRIS Division (10504) to HR-Workforce

c. Combine BR-Recruitment Unit (105C42) and HR-Compensation &
Workforce Planning 7_7ni: (1050510) as one unit retitled HR-
Recruitment & Workforce Planning Unit (1050402).
d. Retitle BR-Recruitment & HR:S Administration (1050401) to HR-
Recruitment & Workforce Planning Administration and HR-Comp &
Workforce FLanning Administration (1050501) to HR-Benefits
Administration Unit,
e. Create one (1) :F/GP Office Assistant I PTNE (1,000 hrs.)
position :grade 3) and one (I) PR Employee Benefits Specialist
PTNE (1,000 rs.) position (grade 9: to be funded by the
Fringe Benefit Fund.
f. Upwardly reclassify one (1) Superv2aor-Employee Records (grade

Unit (105510) to newly titled Recritment and Workforce
Planning Unit (1050402) and delete the Compensation and
Workforce Planning Unit; Transfer one (1) Dser Support
Specialist : (c07868) from HR-Recruitmen: & HRIS
Administior. Unit to HR-Employee Records & HRIS Unit
(1050415); Transfer one (1) PR Retirement Administrator
(410254) from BR - Administration Unit -_050101) to HR -
Retirement Unit (1050515).
4) The effect of FY 2::09 and FY 2010 changes, including savings
realized from the reorganization, will be included in the FY 2009
and FY 2010 County Executive Recommended Dudget.
5) A budge: amendment is recommended to ree—e-- -he changes in the
departments organization and savings for the remainder of FY 2008
as follows:
