CHAIRPERSON IN RE: HUMAN RESOURCES DEPARTMENT — REORGANIZATION AND BUDGET TASK REDUCTIONS To The Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS in reaction to tile difficult economic times facing Oakland County, the County Executive has imposed a hiring freeze and established an estimated budget reduction task for FY2008 — 2010; and WHEREAS the current budget reduction task and recent turnover has prompted a review of the Human Resources (HR) Department operations and organization structure; and WHEREAS the proposed reorganization deletes positions and realigns existing resources where most needed while also meeting the department's budget reduction task and WHEREAS the HR Department's current portion of the Conty Executive's budget reduction task is $34,083 for FY2008, $31,624 for P../2009 and $205,553 for FY2010 and WHEREAS the proposed reorganization exceeds the tameted task amount and accelerates the savings by being effective in June of EY2008, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the reorganization of the Human Resources Department as shown below: 1. To delete the following three (3) Ciovernmental Funded positions: ft Status Full-time Eu Li -time Position Title Supervisor Human Resources Human Resources Analyst II Senior Human Resource Analyst PINE 2. To retitle two HR Divisions as follows: From HR-Recruitment & HRIS Division (10504) HR-Workforce Management Division HR-Compensation & Ben. Division (10505) HR-Benefits Administration Division 3. To combine two units intc one and retitle as follows: From HR-Recruitment Unit (1050402) HR-Compensation & Workforce Planning Unit (10505 1.0) 4. FISCAL NOTE (MISC. #08101) June 12, 2008 FINANCE COMMITTEE, MIKE ROGEPS, CHAIRPERON IN RE: HUMAN RESOURCES DEPARTMENT - REORGANIZATION AND BUDGET TASK REDUCTIONS TO THE OAKLAND COUNTY BOARD OF coxvissioNEas Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1) The Human Resources Department has preposed a reorganization which will delete positions and realign exng resources where most needed to meet the budget reduction task imposed for FY 2008, FY 2009 and FY 2010. 2) The Human Resources Department's portion of the County Executive's budget reduction task is $34,083 fcr FY 2008, $31,624 for FY 2009, and $205,553 for FY 2010. 3) The followtng Ls requested as part of the reorganization: a.
