IN RE: PARKS AND RECREATION COMMISSION - "CONCERTS IN THE PARK" PROGRAM MINI-
GRANT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Parks and Recreation Commission has applied for
a $2,000 grant for the "Concerts In The Park" Program through the Oakland
County Cultural Council and Michigan Council for Arts and Cultural Affairs; and
WHEREAS, the "Concerts In The Park" Program was developed to promote
music, arts and culture auross Oakland County based on input from community
organizations, parks and recreation department directors, the Oakland County
Parks and Recreation Commission and staff members; and
WHEREAS, the "Concerts In The Park" Program meets the Oakland County
Parks and Recreation Commissicn's goals and objectives of innovative specialized
recreation programs and cultural experiences; and
WHEREAS, the goals and objectives will assist the Oakland County Parks and
Recreation Commission in determining future specialized recreation programs by
providing these programs to communities and organizations where these resources
are otherwise unavailable and to increase exposure and appreciation for arts and
culture; and
WHEREAS the Oakland county Parks and Recreation Commission accepted this
mini-grant at their regular meeting on March 2C05, for forwarding and
approval by the Oakland County Board of Commissnoners.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the acceptance of the $2,000 grant for the "Concerts In The Park"
Program through the Oakland County Cultural Council and Michigan Council for Arts
and Cultural Affairs.
Chairperson, on behalf of the General Government Committee, I move the
adoption of the foregoing resolution.

PROJECT DESCRIPTION
What is your project? When will it take place?
The Concert in the Parks project is a co;laborativc effort to promote music, arts and culture
across Oakland County through a county-wide Summer Concert Series. Over 100 concerts will
be held from June through August and will include music from all genres include but not limited
to big band, jazz, country, Dixieland, kids, folk, jazz, oldies, patriotic, piano, pop, rock, rhythm
and blues, alternative, African, and world music.
Who is involved? Where will it take place?
Oakland County Parks, Birmingham, lientington Woods, Wixom, Southfield, Lake Orion, Novi,
Clarkston, Madison Heights, West Bloomfield are all current project members. Each
community, tlu-ough their Parks & Recreation department, hosts a Summer Concert Series at a
local park, campground or downtown area. The goal for 2008 is to expand the project members
to include 15 Oakland County conimunities,
How many participants are you expecting?
The total number of participants is expected to be nearly 20,000 - who will come together to
enjoy different genres of music and in the street entertainment!
Location & Permission
Each host community is responsible for securing their concert location(s) and to ensure the best
possible accessibility and safety for their residents and auests. Each project member will sign a
letter of agreement with Oakland County Parks stating that they have permission to use any and
all facilities being used during the Summer Concert Series.
PROJECT MANAGEMENT
Jim Dunleavy, Chief of Recreation for Oakland County Parks, will be responsible for
coordinating the Concerts in the Parks project. Jim has been with Oakland County Parks for
nearly twenty years, and is responsible for leading the Recreation Section, which includes
Wateiparks, Nature Centers, Therapeutic Recreation, Special Events, Day Camps, and Mobile
Recreation. He has experience managing budgets, hiring and training full and part-time staff.
Jim Dunleavy is a competent and capable individual.
All of this information in this packet is clear, accurate and ready :or your approval.
FEASIBILITY
Several meetings have been held over the past year to assess community needs and assets. The
conclusion was that is a need in Oakland County for music, alas & cultural programming that is
financially attainable. Oakland County's entertainment agent. Gail & Rice, was made available
to assist communities with artist selection. Oakland County Parks also is able to leverage
internal staff for creative marketing. This project is truly a collaborative effort and each project
member has made a commitment to fundina and managing the Summer Concert Series in their
own community. The project is strueeurally sound and has a strong community backing.
The project will be evaluated through on-site surveys, performee evaluations and project member
feedback

ARTISTIC/CULTURAL MERIT
Artists will be selected and funded by each of the projec: members independently. Most
communities have relationships with certain artists and are familiar with what types of
entertainment are popular in their communities. We may also work tbrough Gail & Rice to bring
in new artists to play the Oakland County Summer Cancer ,: Sees circuit. (Gail and Rice have
beeii in the business for 75 years and arc a credible and respected booking agency) This makes
it possible for communities to expand their offerings at a reasonable cost.
Artists are chosen based on the community needs and interests. They are also chosen based on
their cost to the community. A majority of the communities offer their Summer Concert Series
free of charge so that everyone is able to attend and enjoy their cotrznunity together.
Most communities have built relationships with local artists and have been influential in helping
to promote them to the public.
Oakland County Parks is committed to promoting music, arts and culture in the communities.

COMMUNITY IMPACT
The Concerts on the Park program has support from the project support communities as well as
other communities who are not yet members, but see this project as a positive community
initiative. It has the full support of Oakland County Parks.
Each Summer Concert Series is unique in that they partner with local brisirieec }Ind groups in
their communities to offer additional activities and snacks during the concerts. These concerts
become a venue for fundraising. raising awareness for eommtmity issues and making
connections.
The community project members provide the financial backing for the artists, the concert site,
staffing and any other activities they wish to provide op-site. They also promote their SUMIIIBI
Concert Series as well as the entire co only-wide series throughout their communities.
Oakland County Parks provide financia; banking for the web design, news ads, information
cards, banners, yard signs, press releases, staff for on-site surveys, arid photographers.
Gail & Rice have offered their services to help promotion the concerts as well as assisting with
recruiting and booking bands where needed.
Regular committee meetings are held to share thoughts, ideas and talk problem-solve. Each
member is an active participant and has the freedom to represent the needs and interests of their
community. It is a collaborative effort on all sides and everyone involved is committed to seeing
this project grow.
internally, Oakland County Park staff is involved in brainstorming new ways to promote the
Concerts in the Park.Surruner Colleen Series to everyone. Marketing and publicity plans include
a webpage, community ads, newspaper ads, information cards, and signave and banner on-site to
promote within the community as well as across Oakland County. Specific businesses that
promote music, arts and culture will be contacted to help promote within their stores.
All concerts will be held in public areas (parks, campgrounds, downtowns) where they are
accessible to people of all ages and abilities. Oakland County ?arks will assist communities in
assessing concert areas to make suee that people who have mobility issues will be able to feel
included in the activities. Most communities do not charge to attend the concerts making all
people and guests to their communities feel welcome. Each project member is aware of the
ethnic groups that are a part of their community and take this into account when programming
and planning as well. ,
The Summer Concert series will have a great economic impact on the community because they
drive people to their downtown and community areas for shopping, eating, and entertainment.
The on-site surveys have an economic impact component which will help to determine how
rnuel time and money people are spending in these acas before or after the concerts.
Downtown merchants will be surveyed as well to assess the impact these concerts have directly
on them. Overall, the community well-being and economic impae: of the Summer Concert
Series will be positive and wil; Create Community!

Dear Art, Culture, and Film Grant Committee:
This letter is to indicate our full support of the Oakland County Parks and Recreation Commission's Concerts in
the Park.
The City of Farmington Hills Department of Special Services hosts a wide range of activities and services for
*he residents of Farmington Hills and Farmington. One area we are focusing on more and more, like many
other cities, is the Art of Music and Cultural Arts.
The Oakland County Parks and Recreation Commission's Concerts in the Park would be of great benefit to all
of the communities in Oakland County. If you provide Oakland County with this Grant, it would allow

EXPERIENCE THE OAKLAND COUNTY PARKS
This non-profit organization is dedicated to the development of a specialized park system
which offers recreation programs and cultural experiences. Oakland County Parks is
staffed by professional and specially trained staff members and operates 12 months a
year.
The Oakland county Parks and Recreation Commission was established in 1966 for the
purpose of acquiring and operating park land to provide county residents with quality
recreational opportunities. Ten citizens comprise the policy-setting parks commission
and are appointed by the County Board of Commissioners.
With preservation of open space a priority, Oakland County Parks strives to enhance
quality of life for its 1.5 million annual visitors. Currently, the 13-park system totals
more -than 7,000 acres. Land is acquired with assistance from state and federal grants.
Recreatfonal, leisure and 1carriliw expehences are made possible through special events,
prouams and facilities, which are supported in part by on,-quarter mill tax. Homeowners
pay an average of $18.75 (based on a S150,000 home) to improve, maintain and acquire
parks and recreation areas in Oakland County. Voters have supported the Oakland
County Parks since its inception in 1966.
A leader in innovative facilities and programs, the parks system offers two waterparks;
The Fridge, Michigan's first refriverated toboggan run; two nature interpretive centers;
and a community mobile recreation fleet.
The Mobile Recreation Program, established in 1974, consists of several unique outdoor
mob-lie recreation activities targeted for all sectors of the public. A unique concept of
"entertainment on wheels" the Mobile Recreation program offers trailers stocked with
equipment for games and activit es ideal for meeting your entonainment needs — Dunk
Tanks, Adventure Sport Mobile, inflatable Sea Monster, Mini-Bouncer, Climbing Wall
and Tower, Tents, Bleachers, Stages, Inflatable Bouncers, 311ses, and Inflatable Obs:acla
Courses. Special programs include the Puppet Mobile, Campground and Waterpark
Recreation Programs, Wild Adventure Summer Camps, and Geocaelainiz, and Hooked on
Fishing programs.. Special E.vems include the Fall and Spring Mountain Bike Challenges,
Fall Color Car Classic, Eshing COrite6S, Michigan's Free Summer and Winter Fishing
Weekend Events, OCPR Snow Shoe and Cross-Country Ski Schools and much more

OAKLAND COUNTY — Whether a visit for the day or an overnight stay,
Addison Oaks and Groveland Oaks county parks invite guests to enjoy live bands in the
outdoors.
"In addition to swimming, hiking, fishing and picnicking, visitors get an added
bonus," Derenda Howard, recreation specialist, said. "They can listen to a live band to
wind down from the day's visit, all for the price of a daily or annual vehicle permit."
Upcoming bands at Addison Oaks include: Phil May Duo, July 14; Carl Cafagna
Especial, July 21; Jack Dalton's Dixieland Trio, July 28; Kevin T & The Fireloirds,
August 3 (Friday); No One Else, August 11; Carl Cafagna & Sound Love, August 18;
and Urban Nomads, August 25.
At Groveland Oaks the featured bands are: Urban Nomads, July 7; Gary Pillow,
July 14; Jack Dalton's Dixieland Trio, July 21; Shot Gun Willy, July 28; Carl Cafagna
Especial, August 4; Geff Phillips Trio, August 11; Phil May Duo, August 18; and Kevin
T & The Firebirds, August 25.
Bands play from 8-10 p.m. at both parks.

IN RE: PARKS AND RECREATION COMMISSION - "CONCERTS IN THE PARK" PROGRAM
MINI-GRANT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced Miscellaneous Resolution and finds:
1) The Oakland County Parks and Recreation Commission has received a
grant from the Oakland County Arts and Culture through the
Michigan Council for the Arts and Cultural Affairs.
2) The grant will assist Oakland County Parks and Recreation
Commission's goals and objectives in determining future
specialized recreation programs by providing these programs to
communities and organizations where these resources are otherwise
unavailable.
3) Total Program costs equal $4,430 with $2,000 (45%) in grant funds
and $2,430 (55%) from Parks and Recreation Fund.
4) The $2,430 will come from revenues generated by the 1,4 mil Parks
and Recreation Tax Levy.
5) The Oakland County Parks and Recreation Commission supported and
approved of the grant on March 12, 2008.
6) No County funds are required for this grant acceptance.
7) Sufficient funds have been budgeted in the Parks and Recreation
Fund. No budget adjustments are recommended.
