IN RE: SHERIFF'S OFFICE — 2008 MARINE SAFETY PROGRAM GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriffs Office applied to the Michigan Department of Natural Resources for $1,008,032
in grant funding from Public Act 451 to conduct Marine Safety activities for the period January 1, 2008
through December 31, 2008; and
WHEREAS the Michigan Department of Natural Resources awarded Oakland County with a grant in the
amount of $247.840, which is a $7.840 increase compared to the Calendar Year 2007 award; and
WHEREAS a 25 percent (25%) County match is required from funds available within the Sheriffs
Department Budget: and
WHEREAS program funding of $230,000 is awarded to reimburse Marine Safety operating expenses:
and
WHEREAS capital funding of $17840 is included in this award for the purchase of one (1) new jump
boat, motor and trailer for use in the Sheriff Department's Marine Safety program; and
WHEREAS no additional positions are requested; and
WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and
WHEREAS the continuation of the program is contingent upon future levels of reimbursement program
funding.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
Calendar Year 2008 Marine Safety Grant award from the Michigan Department of Natural Resources in
the amount of $247,840 and that the Board Chairperson, on behalf of the County of Oakland, is
authorized to execute said agreement as attached.

SUBJECT: 2008 Marine Safety Grant Agreement — Wages/CSS&M
Enclosed are two copies of a grant agreement for the county's 2008 marine safety program. Funds may be
used for boating safety education, marine safety patrols and related law enforcement activities, livery
inspections, and program administration.
Please read the agreement carefully. If the county agrees with the terms of the grant, fill in the contact
person information, have both copies signed and dated, and return both documents to us at the address
below. A fully executed grant agreement, with original signatures, will be returned to you once it has been
signed for the Department of Natural Resources (Department).
Also enclosed is a federal assurances form. Please read it carefully and have it signed by a person
authorized to do so for the county. Make a copy for your records and return the form with original signature
to Grants Management at the address below.
Eighty-two of Michigan's 83 counties applied to the Department for participation in the Marine Safety
program in 2008. As in the past few years, we calculated the average actual expenditures, as reported by
each county, for the most recent three years that information was available (2004, 2005, and 2006). The
actual expenditures may have been higher or lower than the grant award for each of these years. We then
targeted 75% of the 3-year average as the 2008 grant award for each county. A minimum of $5,000 grant
award and a maximum of $240.000 grant award were applied

2008 MARINE SAFETY PROGRAM (FEDERAL AND STATE FUNDING)
GRANT AGREEMENT
Required by 1994 PA 451., as amended, and 1972 PA 221.
This Agreement is between the Michigan Department of Natura n Resources for and on behalf of the State Qf
Michigan ("DEPARTMENT") and OAKLAND COUNTY ("GRANTEE").
1. The GRANTEE has been approved by the DEPARTMENT to receive Marine Safety program funding for
the following scope of work.
Salaries, Wages and Benefits for:
+ Marine Safety Law Enforcement and Related Activities;
• Instruction of Boating Safety Courses;
• Inspection of Boat Liveries;
• Attendance at Authorized Marine Safety Training (attendance at the Department's Annual
Administrators' Workshop and the Michigan Sheriffs Association's New Marine Officers Training are
pre-authorized).
Operating Expenses for the Scope Items Listed Above, including:
• Purchase of fuel, oil, and parts for patrol vehicles, watercraft, and trailers;
• Travel expenses;
• Uniforms, personal flotation devices, boat shoes, etc.;
• Leasing of vehicles, dockage, storage, eligible office space;
+ Boat repair, replacement and/or servicing of boat outfitting equipment.
• Specific items approved for reimbursement include:

2. Federal funding is provided to state agencies under the authority of 46 U.S.C. 13103(a)(2) and (3). The
State of Michigan has received a federal funding apportionment for fiscal year 2006 through the United
States Coast Guard, Department of Homeland Security. From this federal funding the amount shown
below is provided to the GRANTEE by the DEPARTMENT for the purpose of supporting the GRANTEE'S
Marine Safety program. Single audit reports are to be provided to the Office of Internal Audit, Michigan
Department of Natural Resources, P.O. Box 30028, Lansing, Michigan 48909.
The DEPARTMENT agrees to reimburse the GRANTEE a sum of money equal to 100% of the total eligible
costs toward completing the scope of work listed above, but not to exceed One Hundred Five Thousand
($105,000.00) dollars.
There is no local match required for this reimbursement.
The Agreement period for the federal funding is January 1, 2008 through September 30, 2008.
3. Part 801 Marine Safety, of the Michigan Natural Resources and Environmental Protection Act (1994 PA
451, as amended), authorizes the distribution of revenues to counties from the Marine Safety Fund, for the
purpose of supporting county Marine Safety programs. State funding, in the amount shown below is
provided to the GRANTEE by the DEPARMENT for the purpose of supporting the GRANTEE'S Marine
Safety program.
The DEPARTMENT agrees to reimburse the GRANTEE a sum of money equal to 75% of the total eligible
costs toward completing the scope of work listed above, but not to exceed One Hundred Twenty-Five
Thousand ($125,000.00) dollars.
A local match of at least 25% of total eligible costs is required for this reimbursement.

Congratulations! Your county is being offered a marine safety program equipment grant
for 2008. Enclosed are two copies of a grant agreement that specifies equipment eligible
for reimbursement, and the maximum amount to be reimbursed with federal grant funds.
Please read the agreement carefully. If the county agrees with the terms of the grant, fill in
the contact person information, have both copies signed and dated, and return both
documents to us at the address below. A fully executed grant agreement, with original
signatures, will be returned to you once it has been signed for the Department of Natural
Resources (Department). Also enclosed is a federal assurances form. Please have the
appropriate person from the county sign and date the form. Keep a copy for your records
and return the form with original signature to the Department at the address below.
Please refer to the enclosed criteria for an explanation of the prioritization of grant awards.
Funding for equipment was allocated for meeting the greatest needs first. This was
determined based on the inventory provided by a county, the water bodies patrolled, and
any further explanation provided by the county. More than $1.2 million in equipment
funding was requested by 36 counties. Grants were awarded to 23 counties for
purchasing a total of $550.000 worth of equipment in 2008. Also enclosed (on page 2 of
the criteria) is a summary of requirements for tracking information for equipment
purchased with federal funds. Please read this carefully and make sure the county's
inventory includes all of the required components for record keeping.
Please note that purchase of radios, GPS units, and other electronic equipment costing
$1,000 or less may be purchased and applied to your "CSS&M' (contractual services,
supplies and materials) expenditures. This type of equipment was not included in the
issuance of equipment grants. Please be aware of the limit of CSS&M expenditures to no
more than 30% of the total reimbursement from the county's marine safety grant. This limit
is specified on the grant agreement. For special circumstances, we will consider making
an adjustment to your 2008 grant agreement, if needed.

purchase equipment necessary for the GRANTEE'S Marine Safety program.
Specific items approved for reimbursement include:

State of Michigan has received a federal funding apportionment for fiscal year 2007 through the United

TRACKING FEDERALLY-FUNDED EQUIPMENT
Summary of Federal guidance found in 43 CFR Part 12
Use of Equipment Purchased with Federal Funds
1. Equipment shall be used in the program for as long as it is needed; when no longer
needed, the equipment may be used for other federally-funded activities
2. Grantee will make equipment available for use in other federally-funded programs provided
that such use will not interfere with the program for which the equipment was originally
purchased
3. Grantee must not use the federally-funded equipment to provide services for a fee to
compete unfairly with private companies that provide the same or similar service
4. When acquiring replacement equipment, the federally-funded equipment may be traded-in
or sold and the proceeds used to offset the cost of the new equipment, subject to approval
from the awarding agency (show this on State Aid Voucher and disposal forms, submit to
DNR)
Management Requirements
1. Record-keeping: property records must be maintained and include:
Q Description of the property
Q Serial number or other identification number
Q Source of the property
Q Name of the title holder to the property
• Acquisition date
Q Cost of the property
• Disposition information: eventual disposal or sale of the property, including sale price
2. Inventory: a physical inventory of the property must be conducted and results reconciled
with property records at least once every two years (submit inventory records to DNR)
3. Security: a control system must be developed to ensure adequate safeguards against loss,
damage, theft. Any loss, damage or theft must be investigated.
4. Maintenance: adequate procedures must be in place to keep property in good condition

Disposition of Property
1. Equipment items with fair market value of $5,000 or less may be retained, sold or disposed
of with no further obligation to the awarding agency (submit a disposal form to DNR)
2. Equipment items with fair market value in excess of $5,000 may be retained or sold; if sold,
the awarding agency has a right to the proceeds commensurate with the awarding agency's
share of the equipment
3. If grantee fails to take appropriate disposition actions, the awarding agency may direct the
grantee to take disposition actions

2008 MARINE SAFETY EQUIPMENT GRANTS
Eligibility:
To be considered for an equipment grant in 2008, counties were to submit an up-to-date inventory of
equipment in their marine safety program Counties that did not submit an equipment inventory were not
considered for an equipment grant in 2008.
_Allocation.Goals: _
As with 2007, funding for equipment for 2008 was alloCated for meeting the greatest needs first. This was
determined based on the inventory provided by a county, the water bodies patrolled, and any further
explanation provided by the county. An example of a critical equipment need would be the purchase of a
boat motor to enable :a county to perform on-the-water patrol work that would not otherwise be possible.

One of the goals of the 'Want allocations Vt./as to ensure that each county has arleast 2‘corriplete boat •
outfits (boat, motor, and trailer) that Meet their needs. This means up-td-date, .relia1519 operable7
equipment that is the right size and type for the kind of on-the-water patrol conducted by the 6ounty. The
basis for this allocation was the inventories provided by the counties, and the stated need for at feast 2
boats for use on the Great Lakes and 2 boats for use on inland waters.

Once the highest priorities (as explained below) were met, funds were allocated for meeting documented
needs of additional counties. These varied from counties needing radar for navigating on the Great
Lakes and/or connecting waters to replacing old and worn equipment that did not qualify as Priority #1 or
Priority #2.
Criteria for Allocation of Funds:
The following criteria were used to prioritize the allocation of grant funds, with highest priority listed first.
PRIORITY #1: Counties that do not have a reliably operable patrol boat that meets their needs. This
criterion was applied to allow for consideration of an inland boat and a Great Lakes boat, It also inctuded
all reasons for inoperable patrol boat: boat is old, rotted, cracking; boat and/or motor(s) are undersized or
not operable.
PRIORITY #2: Counties that need to acquire a second boat outfit or make a purchase to complete a
second boat outfit that meets the county's needs This criterion was applied to allow for consideration of
two inland boats and two Great Lakes boats.
PRIORITY #3: One part of a boat outfit (boat, motor, or trailer) needs to be replaced in order to be
useable in 2006 (for•counties that otherwise do not fit into priority #1 or #2).
PRIORITY #4: Ractarisonar1GPS equipment is needed for patrolling Great Lakes and/or connecting
waters; certain equipment is needed for addressing special circumstances within a county; partial or full
boat outfit needed to replace old equipment. Requests for electronic equipment costing $1000 or less
were considered as CSS&M expenditures and not considered as an equipment grant.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. The Michigan Department of Natural Resources (MDNR) awarded the Sheriff's Office
$247,840 for Marine Safety activities; consisting of Federal funding of $122,840 and
State funding of $125,000
2. The grant period is January 4 , 2008 through December 31, 2008,
3, A twenty-five percent (25%) County match is required, and the State recognizes county
marine safety costs as grant match, which are currently budgeted in the Sheriffs
Department budget.
4. No additional positions are required.
5. Capital funding of $17.840 is included in the Federal funding award for the purchase of
one (1) new jump boat, motor and trailer for use in the Sheriff Department's Marine
Safety program.
6. The Fiscal Year 2008 Budget reflects $200,000 in anticipated revenue funding for the
Marine Safety Program, and a budget amendment is recommended as follows to reflect
the additional $47,870 awarded:
