The General Government Committee, having reviewed the above-referenced
resolution on November 10, 2008, reports with the recommendation that the resolution 6e
adopted.

RE: Board of Commissioners - Support for Senate Bill 1066 — Amendments to the
Michigan Vehicle Code to Allow Individuals Charged with Certain Driving Offenses to
Attend a Basic Driver Improvement Course
TO: Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS upon recommendation of Oakland County's Criminal Justice Coordinating
Council (CJCC), on October 2, 2008, this Board of Commissioners adopted MR 08180 and Iv?R
03181, which among other things expressed the Board's support to extend the Pilot Teter
Program, created by MR 07226, and further to create a program to address the Driving Wye
License Suspended (DWLS) segment of the population in the Oakland County Jail; and
WHEREAS support for MR 08180 and MR 08181 was premised on the• Boantl's
appreciation of the CJCC's efforts to devise and implement programs to successfully address
chronic jail overcrowding; and
WHEREAS among the provisions articulated in MR 08181 was the recognition ttat
legislative and regulatory revisions would be necessary to effectuate the concepts envisioned by
the CJCC to address the OWLS segment of the County's jail population; and
WHEREAS Senate Bill 1066, as passed by the Michigan Senate on September 18,
2008, would amend the Michigan Vehicle Code to allow individuals charged with certain driving
offenses to attend a basic driver improvement course; and
WHEREAS Senate Bill 1066 further provides that upon successful completion of a bapic
driver improvement course, the Secretary of State would neither enter the points corresponding
to the individual's driving violation nor make information concerning that violation availablei to f any insurance company; and
WHEREAS the Board of Commissioners supports this legislative effort to create this and
other diversion programs designed to improve safety on state roads and highways, educate
offenders, decrease court backlogs, and reduce commitments to jail.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board . of
Commissioners hereby supports Senate Bill 1066 as passed by the Senate and encourages its
passage in the Michigan House.
BE IT FURTHER RESOLVED that the County Clerk is hereby directed to forward copies
of this adopted resolution to the Secretary of State, the Michigan Senate, the Michigan Ho4e,
the Oakland County Criminal Justice Coordinating Council, the Oakland County delegation) to
the Michigan Legislature, the Michigan Association of Counties, and Oakland County's
lobbyists:
