CORRECTIONS — FISCAL YEAR 2008 BYRNE JUSTICE ASSISTANCE GRANT (JAG) ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen.
WHEREAS the U.S. Department of Justice - Office of Justice Programs awarded Oakland County, along
with the City of Pontiac and the City of Southfield. grant funding in the amount of $98,869, and
WHEREAS Oakland County's share of this award is S17.823 and requires no local matching funds; and
WHEREAS under an Intergovernmental Agreement with the City of Southfield authorized by
Miscellaneous Resolution #07153, Oakland County will act as the fiduciary and lead agency for the entire
award: and
WHEREAS under an Intergovernmental Agreement with the City of Pontiac authorized by Misceltaneous
Resolution #07153, Oakland County will act as the fiduciary and lead agency for the entire award; and
WHEREAS Oakland County's projects under this award include the purchase of expendable electronic
equipment for the Sheriffs Office, Prosecutor's Office, Circuit Court and Community Corrections; and
WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and
WHEREAS the continuation of the program is contingent upon future levels of grant program funding.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the US. Department
of Justice Grant Acceptance Agreement in the amount of $98,869, and that the Board Chairperson, on •
behalf of the County of Oakland, is authorized to execute said agreement as attached.

Project Narrative — Attachment I
Project: City of Pontiac — Taser Acquisition
The Pontiac Police Department is seeking to acquire Tasers for our sworn personnel. The
tasers have been shown t3 be a reliable non-lethal compliance/control measure.
Acquiring the tasers will supplement previously purchased tasers, and allow us to provide
all of our officers with an ad±tional safety tool.
Project: City of Pontiac — Dispatch Center Upgrade
The Pontiac Police Department is seeking to upgrade our dispatching center, This will
include replacing chairs, lighting, and flooring that is outdated/non-functional. The
upgrades will provide a more professional and safe working area for our personnel to
ensure that quality service will be provided to our citizens as well as police and fire field
personnel,
Project: City . of Southfield — Police Records Management
Capital equipment for this project involves the purchase of a mechanical assist movable
shelving system for the systematic filing of police arrest and complaint records located in
the police records bureau. The current filing shelves are beyond maximum capacity and
do not provide any security features to protect personal information contained within the
records. The proposed system allows for a 31% growth capacity and can be locked to
secure and control the documents and their related personal information.
Project: City of Southfield — Employee and Visitor Identification System
Capital equipment for this project involves the purchase of employee identification
systems for City of Southfield (M1) public safety, municipal workers, contractors and
visitors. The present systems are out of warranty and have been in need of costly repairs.
A service contract is not cost effective given the ago of the system. The proposed
solutions include a secure software management program which integrates with the
controlled access system located within the police building and select municipal
departments. The identification badges clearly identify fne employee or individual and
contain security features to prevent and/or identify fraudulent handling or use.
Project: County of Oakland — Prosecutor's Office Equipment Acquisition
Capital equipment for this project will purchase portable projectors for. court room use to
display power point presentations during jury trials. These projectors will enable trial
prosecutors to convey and highlight for juries significant portions of testimony, elements
of a crime and scene diagrams.
Project: Counts of Oakland — Circuit Court Equipment Acquisition
Capital equipment for this project to create a courtroom environment to allow users to
improve the manner in which they can play back court testimony and present evidence.
Project: County of Oakland — Community Corrections Equipment Acquisition
Capital equipment for this project is to purchase a Multi Media LCD Projector to be used
for training and educational purposes for our staff. Currently, there are nearly 60 full
time and approximately 20 part time employees at Community Corrections. Ongoing
training re: changing laws, methods, poiicies and procedures is critical to maintain a
professional work staff. Additionally, training is often times offered to court personnel
and other partners in our efforts to reduce jail overcrowding. The Multi Media LCD
Projector is necessary in order to access and use the most modern training materials
available to reach our target audiences. Additional funds are necessary to purchase four
(3) AlcoSensor 3 PBT machines. These units are used in our RESULTS drug testing
unit, our Step Forward day reporting unit and our \MANI unit to test individuals for
alcohol use.
Project: County of Oakland — Sheriff's Office DiEital Recording Systems
The Oakland County Sheriffs Office is in the process of renovating the Main Jail.
During this process we are constructing three new interview rooms, a line up room, and a
polygraph room, The JAG funds will pay for a digital recording system for each room.
These rooms will be used by the Oakland County Sheriffs Office, the Oakland County
Prosecutors Office, and any Law enforcement agency who may wish to interview an
inmate.

The Department of Justice has published a regu.ittien spocilicirily pertaining to the funding : of faith based organizations. In general, the
regulation, Participation in Justice Department PR:grams by Religious Organizations, Pritviding for Equal Treatment of all Justice
Depanment Program Participants, and known as the Eqiiid Treatment Regulation 28 C I P.. pan h. requires State Adrrenisiering Agencies
to treat these organizations the same as any other applicant or recipient. The regulation prohibits State Administering Agencies from making
award or paint administration decisions on the b:isis chic organization's religions character or aril:lithos), religious name, or the religious
composition of its board of threctors.
The regulation also prohibits faith-based organizations teem using financial assistance fr.trr. ;he Department ofJustice to itind inherently
religious activities. Whiie faith-based arganizatinii can engave in non-funded inherenilv O. IOnS activities, they must be held separately
from the Department oi JLISOCe funded program, aud easterners or beneficiaries cannot be comt;elled to participate in them. 'Re Equal

Enforcing Civil Rights Laws
All recipients of Federal financial assistance, regardless ol the particular fanding snrec, the amount or the grant award, or the number of

1) Meeting the EEOP Requirement
In accordance with Federal regulations, Assurance. No. 6 in the Standard Assurances, COPS Assurance No, 8,B, or certain Federal nrant

The Office oCitestice Programs (D11'5, iiiconiultation with the Bureau ofJustice Assistance, the Drug Enforcement
Administration, and the Office for Community Ori erred Policing Services, prepared a Program-level Environmental
Assessment (Assessment) governing meth lab operations. The Assessment dem i5es the adverse environmental,
health, and safety impacts likely to be encournered by law enforcement agencies io. they implement specific actions
under their methamphetamine laboratory operations. Consistent with the Assessment, the following temis and
conditions shall apply to the grantee for any - Oil' funded methlab operatione:
A. The grantee shall ensure compliance by 0.1"e' fended sub-grantees with federal. state, and local environmental.
health, and safety laws and regulatioes app:icable to moth lab operations, to include the disposal ot -the chemicals,
equipment, and wastes resulting from those ODer,:a:oils.
B. The grantee shall have a Mitigation Fiat in place that identifies and documents the processes and points of
accountability within its state. This plan wiltee: used to ens= that the adverse environmental, health, and safety
impacts delineated in the Assessment are miiig.ated in a manner consistent with he requirements of this condition.
C, The grantee shall monitor landed moth lab operations to ensure tha: they comp .y with the following nine
mitigation measures identified in the As.essmem and whose implementation is addressed in the grantee's Mitigation

CORRECTIONS — FISCAL YEAR 2008 BYRNE JUSTICE ASSISTANCE GRANT (JAG) ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. The United States Department of Justice has awarded Oakland County, the City of Southfield and
the City of Pontiac grant funding in the amount of $98,869,
2. Oakland County's share of the award is $17,823. The Sheriffs Office will receive $10,023,
Prosecutor's Office $2,500. Circuit Court $3,300 and Community Corrections $2,000 for the
purchase of electronic expendable equipment.
3. Oakland County will purchase and transfer ownership of the capital equipment estimated at
$44,058 for the City of Pontiac and $36,988 for the City of Southfield, pursuant to the Interlocal
Agreement approved by Miscellaneous Resolution #07153.
4. The grant funding period is October 1. 2007 through September 30. 2011.
5. No County match or positions are required.
6. An amendment to the Fiscal Year 2008 Budget is recommended as follows:
