IN RE: PLANNING AND ECONOMIC DEVELOPMENT SERVICES DIVISION RESOLUTION
APPROVING PROJECT AREA AND PROJECT DISTRICT AREA (ST. CATHERINE OF SIENA
ACADEMY FOUNDATION PROJECT) - CITY OF WIXOM

Chairperson, Ladies and Gentlemen:
WHEREAS there exists in the County of Oakland the need for projects to
alleviate and prevent conditions of unemployment, to assist and retain local
industrial and commercial enterprises in order to strengthen and revitalize
the County's economy and to encourage the location and expansion of such
enterprises to provide needed services and facilities to the County and its
residents; and
WHEREAS the Economic Development Corporations Act, Act No. 338 of the
Michigan Public Acts of 1974, as amended (the "Ac':") provides a means for the
encouragement of such projects in this County through the County's Economic
Development Corporation (the "EDC"); and
WHEREAS the EDC has commenced proceedings under the Act for the benefit
of such a project (St. Cat .nerine of Siena Academy Foundation Project) and has
designated to this Board of Commissioners a Project Area and Project District
Area for its approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby certifies and approves the Project Area as designated by
the EDC.
BE IT FURTHER RESOLVED that, it having been determined that the
territory surrounding said designated Project Area will not be significantly
affected by the Project because the surrounding territory is devoted to
commercial/industrial uses, a Project District Area having the same
description as and boundaries coterminous with the Project Area herein
certified as approved be hereby established.
BE IT FURTHER RESOLVED that, it having been determined that there are
less than eighteen residents, Teal property owners, or representatives of
establishments located within the Project District Area, a Project Citizens
District Council shall not e formed pursuant to Section 20(b) of the Act,
BE IT FURTHER RESOLVED that the County Clerk is hereby directed to
provide four certified copies of this resolution to the Secretary of the Board
of the EDC.
Chairperson, on behalf of the Planning and Building Committee, I move
the adoption of the foregoinc7 resolution.

' St. Catherine of Siena Academy

Company: The St. Catherine of Siena Academy (SCA) will be a newly constructed
all girl Catholic. High School.
The Dominican Sisters of Mary. Mother of the Eucharist (DSMNIE) have
agreed to staff SCA with a significant number of faculty members and to
lead the administration, Sr. Thomas Augustine Becker has been appointed
as principle. SCA will be a private., non-diocesan Catholic academy.
Auxiliary Bishop Quinn has accepted a seat on the Board of the
Foundation.
• The cost to purchase the required property and construct the school facility
is currently estimated at $36 million. Mike Dewan will manage the
construction in similar fashion to his recent management of the
construction of the new Catholic Central High School Facility (CCHS).
Fr. Richard Elmer, President of CCHS, has also accepted a seat on the
Board of the Foundation.
CCHS opened its new facility in Novi, Ml in the fall of 2005 with approx.
950 students. This year, it has an enrollment of about 1,050 and they arc
expecting, to uow to about 1,100 this fall. The school has a capacity for
1,200 and is on track with its projections. CCHS is located in the western
part of the Archdiocese of Detroit (as SCA will be) and draws students
fi-om the diocese and also from the eastern part of the diocese of Lansing.
This geography includes northwestern Oakland and eastern Livingston
Counties. Populations are moving west from Detroit and east from
Lansing to fuel the growth here. This is generally considered to be an
"affluent" part of southeast Michigan.
An all girl school, to compliment the all boy facility offered by CCHS is
needed. SCA will at first be supported by the same families that have sons
attending CCHS and would like to have their daughters in the same type
of environmen:.. Additionally, the DSMME operate two grade schools
(the Spiritual Sanctus Academies) which would be feeder schools for
SCA. SCA should experience comparable success to CCHS.
The school is planning to open in the fall of 2009 to 125 ninth and tenth
grade students. SCA will have students in grades 9-12 and a full faculty
by 2011. The building will have a capacity to accommodate 750 students.
The first class of SCA graduates will graduate in the spring of 2013.
Acquisition of approx. 40 acres of land and the construction of a 150,000
sq. ft. high school facility with the capacity to accommodate 750 students,
The project includes the furnishing and equipping of the high school
facility.
